{"id":1313,"date":"2023-09-30T23:10:50","date_gmt":"2023-10-01T03:10:50","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/senate-democrat-threatens-to-block-a-chunk-of-military-aid-to-egypt\/30\/09\/2023\/"},"modified":"2023-09-30T23:10:50","modified_gmt":"2023-10-01T03:10:50","slug":"senate-democrat-threatens-to-block-a-chunk-of-military-aid-to-egypt","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/senate-democrat-threatens-to-block-a-chunk-of-military-aid-to-egypt\/30\/09\/2023\/","title":{"rendered":"Senate Democrat Threatens to Block a Chunk of Military Aid to Egypt"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Senator Ben Cardin of Maryland, the new chairman of the Senate Foreign Relations Committee, pledged on Saturday to block the release of $235 million in military aid to Egypt, a move that could force the Biden administration to reverse its decision to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/14\/us\/politics\/egypt-biden-military-aid.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">prioritize national security interests<\/a> over Congress\u2019s concerns about the country\u2019s human rights record.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a statement, Mr. Cardin also threatened to withhold future military aid for Egypt unless the country made demonstrable progress on releasing political prisoners, improving conditions for human rights activists and other issues.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI believe it is imperative that we continue to hold the government of Egypt, and all governments, accountable for their human rights violations,\u201d Mr. Cardin said. \u201cI intend to exercise fully the committee\u2019s oversight responsibilities and my authorities to block future foreign military funds as well as the sale of arms to the government of Egypt if it does not take concrete, meaningful and sustainable steps to improve the human rights conditions in this country.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Cardin\u2019s move comes just days after he took over the chairmanship of the foreign relations panel from Senator Robert Menendez, Democrat of New Jersey, who was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/22\/nyregion\/robert-menendez-indicted.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">indicted last week<\/a> on charges of taking bribes to facilitate sales of military equipment to Egypt and help an Egyptian American with close ties to the government in Cairo with his halal meat certification business.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Those allegations have increased the pressure on lawmakers, particularly Democrats, to distance themselves from Mr. Menendez and insist that Egypt meet congressionally mandated benchmarks on human rights before the military aid is transferred.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Menendez, who stepped down from the committee chairmanship, has maintained his innocence.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Cardin told reporters this week that as chairman he would \u201cmake sure that our foreign policy is wrapped in our values: democracy, human rights, anti-corruption, transparency, and accountability.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But the decision to double down on that promise in regards to Egypt\u2019s military aid put him in direct conflict with the Biden administration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">State Department officials previously decided that the security relationship between Cairo and Washington was too vital to jeopardize by withholding the $235 million in military aid and that Secretary of State Antony J. Blinken was pressing the Egyptian government on human rights issues in other forums.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Friday, Representative Gregory W. Meeks, Democrat of New York and the ranking member of the Foreign Affairs Committee, called on the State Department to \u201cpause a portion of U.S. military financing to Egypt that is conditioned on human rights criteria,\u201d arguing that Congress \u201cneeded more clarity\u201d on how those concerns were being addressed.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Republican leaders of the Senate and House foreign affairs panels have not publicly registered any objections.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For decades, the State Department has deferred to the leaders of the Senate and House panels overseeing foreign affairs when they objected to weapons transfers to foreign governments, though the Trump administration contemplated ending that practice, and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/05\/23\/us\/politics\/trump-saudi-arabia-arms-sales.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">used its emergency powers<\/a> to outmaneuver Congress in 2019.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Egypt has been one of the top recipients of U.S. military aid since signing a peace treaty with Israel in 1979, and currently is awarded approximately $1.3 billion per year in foreign military financing. A portion of that aid is conditioned on Egypt making improvements on human rights, however, though Congress gives the administration a waiver that can be used to skirt those requirements.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the fiscal cycle that ends on Saturday night, $320 million of Egypt\u2019s military assistance was supposed to be tied to the government\u2019s progress on<span class=\"css-8l6xbc evw5hdy0\">  <\/span>human rights, but the Biden administration elected to withhold only $85 million.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Two weeks ago,<span class=\"css-8l6xbc evw5hdy0\">  <\/span>the administration announced that the remaining $235 million would be awarded to Egypt, similar to decisions <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/09\/14\/us\/politics\/egypt-military-aid-biden.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">in previous years<\/a> to waive congressional stipulations and provide Egypt with aid that was supposed to be tied to its human rights performance.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">State Department officials declined to say how the agency would respond to Mr. Cardin\u2019s announcement.
