Members of both parties said they were confident that further financial commitments would be agreed to, but the failure to do so on Saturday highlighted the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/30\/us\/government-shutdown-house-republicans.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">decreasing willingness<\/a> of some Republicans to fund Kyiv\u2019s war effort. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">President Volodymyr Zelensky of Ukraine had made the case for continued U.S. support <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/21\/us\/politics\/zelensky-washington-biden-visit.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">during a visit<\/a> to Washington last month, and his office suggested on Sunday that it was not unduly concerned.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAll key partners of Ukraine are determined to support our country until its victory in this war,\u201d Andriy Yermak, the head of the president\u2019s office, said in a post on the Telegram messaging app, adding that the Ukrainian government meets with both Republicans and Democrats. \u201cThe Ukrainian delegation returned from the United States of America with clear confidence that there are no changes in support.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Although the stopgap bill did not contain additional support for Ukraine, it continues funding at current levels for 45 days and will not immediately affect the pipeline of U.S. military aid. The Pentagon still has the authority to draw about $5.6 billion in arms and equipment from existing stockpiles, and the bill keeps in place a program to send money to Ukraine for purposes including training troops.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden <a class=\"css-yywogo\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/09\/30\/statement-from-president-joe-biden-on-passage-of-the-bipartisan-bill-to-keep-the-government-open\/\" title=\"\" rel=\"noopener\" target=\"_blank\">welcomed passage of the stopgap bill<\/a>, but said on Sunday there was \u201can overwhelming sense of urgency\u201d to secure additional funding for Ukraine, which he promised to deliver.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden, who has sought an additional $24 billion for Ukraine \u2014 on top of about $113 billion in military, humanitarian and economic aid that Congress has already approved \u2014 said leaving that money out of the bill had put Ukrainians in danger. \u201cI can\u2019t believe those who voted for supporting Ukraine, an overwhelming majority in the House and Senate, Democratic, Republican, will for purely political reasons let more people die needlessly in Ukraine.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Ukrainian government was \u201cactively working with American partners\u201d to ensure that the new budget includes more aid for Ukraine, a spokesman for Ukraine\u2019s Foreign Ministry, Oleh Nikolenko, said in a statement on Facebook.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cSupport for Ukraine remains unwaveringly strong within the U.S. administration, in both parties and chambers of the U.S. Congress, and most importantly, among the American people,\u201d he added.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">House Speaker Kevin McCarthy signaled on CBS\u2019s \u201cFace the Nation\u201d on Sunday that he is willing to make a deal to keep military assistance flowing to Ukraine, but that such an agreement would depend on Congress making significant changes to border security, including the way that migrants make asylum claims.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Republicans who support Ukraine make up the majority of G.O.P. members in Congress, and one of them, Sen. Lindsey Graham of South Carolina, predicted on \u201cFace the Nation\u201d that senators would draft an assistance proposal with $60 billion or more to assist Kyiv \u201cthrough the next fighting season.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky has sought to set the war in a long term perspective, and argued in an address on Sunday that Ukraine was at a \u201ccrossroads of history.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cNo one should and no one will manage to \u2018switch off\u2019 our resilience, endurance, grit and courage on either scheduled or emergency basis,\u201d he said. \u201cThey have no \u2018expiration date,\u2019 \u2018end date,\u2019 or final point after which we would stop resisting and fighting, except for one \u2014 our victory.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On Sunday, a nationwide moment of silence for fallen soldiers was held across the country \u2014 a tradition that Mr. Zelensky said would be observed each year. At 9 a.m. local time, church bells rang and people stopped in the streets of the capital.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Ukraine does not disclose <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/18\/us\/politics\/ukraine-russia-war-casualties.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">military casualty figures<\/a>, but U.S. officials said in August that the country had suffered close to 70,000 killed and 100,000 to 120,000 wounded. The toll, which the officials said is dwarfed by Russian losses, has continued to rise as Ukrainian forces wage a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2023\/09\/20\/world\/europe\/ukraine-war-counteroffensive-robotyne.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">counteroffensive<\/a> to retake land in the south and east of the country.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After months of bloody combat, little ground has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2023\/09\/28\/world\/europe\/russia-ukraine-war-map-front-line.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">changed hands<\/a> this year and Ukraine is yet to achieve a decisive breakthrough.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the same time, Ukraine has intensified attacks on occupied Crimea, which Russia illegally annexed in 2014, in an attempt to disrupt Moscow\u2019s supply lines. Russia\u2019s defense ministry <a class=\"css-yywogo\" href=\"https:\/\/t.me\/mod_russia_en\/10057\" title=\"\" rel=\"noopener\" target=\"_blank\">said Sunday<\/a> that air defenses intercepted two Ukrainian missiles over the occupied peninsula. Falling debris damaged warehouses but there were no casualties, the <a class=\"css-yywogo\" href=\"https:\/\/tass.com\/emergencies\/1682889\" title=\"\" rel=\"noopener\" target=\"_blank\">Russian state news agency Tass reported<\/a>, citing the Moscow-appointed governor of Crimea, Sergei Aksyonov. The claim could not be independently confirmed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Kyiv has also stepped up a campaign of drone attacks on military targets in Russia. Five Ukrainian drones were intercepted on Sunday over the city of Smolensk in western Russia, the regional governor, Vasily Anokhin, said on the Telegram messaging app. Another was downed in the Krasnodar region of southern Russia, <a class=\"css-yywogo\" href=\"https:\/\/tass.com\/emergencies\/1682931\" title=\"\" rel=\"noopener\" target=\"_blank\">Tass reported<\/a>, prompting temporary flight restrictions at Sochi Airport.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Here\u2019s what else is happening:<\/p>\n<ul class=\"css-1le37cb ez3869y0\">\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">Russian shelling killed one person on Sunday in the northeastern Kharkiv region, <a class=\"css-yywogo\" href=\"https:\/\/t.me\/mvs_ukraine\/30195?fbclid=IwAR0liPBlu-URxswR-VW9oip-loy9AAx0aDhiAIh8BJGj2YYRPwyZnm29uNc\" title=\"\" rel=\"noopener\" target=\"_blank\">according to Ukraine\u2019s Ministry of Internal Affairs.<\/a> Separately, Ukraine\u2019s air force said that it had shot down 16 out of 30 exploding drones that Russian forces launched overnight. One person was injured when industrial infrastructure in the central region of Cherkasy was hit and a grain warehouse caught fire, according to officials. Russian attacks also wounded four people in the southern Ukrainian region of Kherson overnight, a spokesperson for the regional military administration, Oleksandr Tolokonnikov, said on national television.<\/p>\n<\/li>\n<li class=\"css-1i3ul0c eoqvrfo0\">\n<p class=\"css-1il0jfh evys1bk0\">Britain\u2019s Prime Minister, Rishi Sunak, pushed back on remarks by his defense secretary suggesting that Britain was considering training Ukrainian troops inside Ukraine. The defense secretary, Grant Shapps, had raised the possibility in an interview with The Telegraph newspaper.
