But Russian forces, now attacking the area from the west and east, have regained some land on its flanks, threatening to further reverse Ukraine\u2019s gains.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cNow, we are losing some fields, but if the U.S. aid is delayed, we will begin to lose towns,\u201d Yehor Chernev, the deputy chairman of the Ukrainian Parliament\u2019s committee on national security, defense and intelligence, said in an interview last week. \u201cWithout American ammunition, we are beginning to lose territory that was hard won this summer.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">For weeks, reluctance by Republican lawmakers in Congress to sustain assistance for Ukraine as the war stretches into another new year has thwarted Washington\u2019s plans to send Kyiv more military aid. Congress <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/19\/us\/politics\/senate-ukraine-border.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">declined again last week to pass a $50 billion security package<\/a> for Ukraine, pushing back negotiations to next year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Although some military aid could still flow from a separate program overseen by the Pentagon, the Biden administration is now tapping into the last remaining funds already approved by Congress. A <a class=\"css-yywogo\" href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3627204\/dod-announces-aid-package-for-ukraine\/\" title=\"\" rel=\"noopener\" target=\"_blank\">$250 million package announced on Wednesday<\/a> \u2014 which includes air defense equipment, artillery shells and over 15 million rounds of small arms ammunition \u2014 is likely the final tranche of available funding, according to American officials.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhen that one is done,\u201d the National Security Council spokesman, John Kirby, told reporters last week, \u201cwe will have no more replenishment authority available to us.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Ukrainian military says its troops are facing shortages of critical equipment and ammunition. Some soldiers and commanders <a class=\"css-yywogo\" href=\"https:\/\/www.washingtonpost.com\/world\/2023\/12\/22\/ukraine-ammunition-shortage-russia-war\/\" title=\"\" rel=\"noopener\" target=\"_blank\">have<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/europe\/ukrainian-troops-face-artillery-shortages-scale-back-some-operations-commander-2023-12-18\/\" title=\"\" rel=\"noopener\" target=\"_blank\">said<\/a> the shortfall has led them to scale back some operations and move to a defensive strategy.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The situation around the village of Robotyne, in the southern Zaporizhzhia region, may be a case in point. The Institute for the Study of War, a Washington-based research group, <a class=\"css-yywogo\" href=\"https:\/\/www.understandingwar.org\/backgrounder\/russian-offensive-campaign-assessment-december-27-2023\" title=\"\" rel=\"noopener\" target=\"_blank\">said on Wednesday<\/a> that Russian forces had retaken positions captured by Ukraine during the counteroffensive, \u201clikely after Ukrainian forces withdrew to more defensible positions near Robotyne for the winter.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Russian troops have recently advanced from the southwest and east, pushing from Verbove, a nearby village that Ukrainian troops tried unsuccessfully to capture this summer to extend the bulge they had created in Russia\u2019s defenses, according to the I.S.W. and <a class=\"css-yywogo\" href=\"https:\/\/deepstatemap.live\/en#11\/47.4225\/35.8532\" title=\"\" rel=\"noopener\" target=\"_blank\">open-source maps of the battlefield<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Russia\u2019s advances have been limited so far: <a class=\"css-yywogo\" href=\"https:\/\/deepstatemap.live\/en#11\/47.4225\/35.8532\" title=\"\" rel=\"noopener\" target=\"_blank\">The open-source battlefield maps<\/a> show that its forces have barely recaptured a few square miles of territory on the flanks of Robotyne.
