{"id":15431,"date":"2024-01-08T15:47:08","date_gmt":"2024-01-08T20:47:08","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/french-prime-minister-elisabeth-borne-resigns\/08\/01\/2024\/"},"modified":"2024-01-08T15:47:08","modified_gmt":"2024-01-08T20:47:08","slug":"french-prime-minister-elisabeth-borne-resigns","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/french-prime-minister-elisabeth-borne-resigns\/08\/01\/2024\/","title":{"rendered":"French Prime Minister, \u00c9lisabeth Borne, Resigns"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Prime Minister \u00c9lisabeth Borne of France resigned on Monday ahead of a widely expected cabinet reshuffle by President Emmanuel Macron, as he attempts to inject new energy into his presidency at the start of a year of major events in France, including European Parliamentary elections and the Summer Olympics in Paris.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Borne, 62, was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/05\/16\/world\/europe\/macron-prime-minister.html?searchResultPosition=32\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">appointed as prime minister<\/a> shortly after Mr. Macron\u2019s election to a second term in May 2022, and is only the second woman to occupy that position.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But her time in office has been marked by political and social unrest \u2014 from <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/04\/14\/world\/europe\/macron-pension-retirement-ruling.html?searchResultPosition=1\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">anger in the streets<\/a> and in Parliament over a pension overhaul to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/07\/24\/world\/europe\/macron-france-riots.html?searchResultPosition=20\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">riots<\/a> over the police shooting of a teenager \u2014 and Mr. Macron has appeared increasingly intent on appointing a fresh face.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron\u2019s office said he had accepted Ms. Borne\u2019s resignation, little more than a formality given his widely reported desire to replace her. Ms. Borne will continue to handle \u201ccurrent affairs\u201d until a new cabinet is appointed, the office said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cYou carried out our project with the courage, commitment and determination of stateswomen,\u201d <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/EmmanuelMacron\/status\/1744404503141441736\" title=\"\" rel=\"noopener\" target=\"_blank\">Mr. Macron said<\/a>. \u201cThank you from the bottom of my heart.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In her resignation letter, which was <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/AntoineCOMTE\/status\/1744418040752558082\/photo\/1\" title=\"\" rel=\"noopener\" target=\"_blank\">shared<\/a> with the French news media, Ms. Borne made it clear that it was Mr. Macron who had decided to replace her, and she suggested she would have preferred to stay on. She noted that her government had passed over 50 bills in Parliament and that it was \u201cmore than ever necessary\u201d to reform France.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAt a time when I must present my government\u2019s resignation, I wanted to tell you how passionate I have been about this mission, guided by our shared concern to achieve rapid, tangible results for our fellow citizens,\u201d she wrote.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Prime ministers play an important role in France. Under <a class=\"css-yywogo\" href=\"https:\/\/www.elysee.fr\/en\/french-presidency\/the-institutions\" title=\"\" rel=\"noopener\" target=\"_blank\">the Constitution<\/a>, it is through their leadership that the government \u201cdetermines and conducts the nation\u2019s policies.\u201d They are directly accountable to Parliament \u2014 Ms. Borne survived scores of attempts by lawmakers to topple her \u2014 and they oversee much of the domestic day-to-day running of the country.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But presidents occupy a much more powerful office, with exclusive prerogatives over foreign policy, and the government\u2019s agenda is usually theirs. France\u2019s presidents are elected directly by a popular vote every five years, and they often view their prime ministers as close collaborators or subordinates, not autonomous policymakers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron is expected to appoint Ms. Borne\u2019s replacement on Tuesday morning.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Several of his current or former ministers have emerged as contenders in recent days, including S\u00e9bastien Lecornu, his defense minister; Julien Denormandie, Mr. Macron\u2019s former agriculture minister, who helped him start his political movement; and Gabriel Attal, another longtime ally who is currently education minister.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A stern but hard-working technocrat and daughter of an Auschwitz survivor who <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/02\/08\/world\/europe\/france-prime-minister-elisabeth-borne.html?searchResultPosition=1\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">rarely talked about her personal life<\/a>, Ms. Borne loyally and dutifully carried out Mr. Macron\u2019s agenda.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">She spent 20 months on the job, twice as much as \u00c9dith Cresson, the only other woman to hold the position, from May 1991 to April 1992, and she shepherded through Parliament dozens of Mr. Macron\u2019s bills, including to shield French consumers from inflation, tighten unemployment benefit rules or develop nuclear energy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But Ms. Borne was forced to work with a fractured lower house of Parliament, where Mr. Macron\u2019s centrist alliance does not control an absolute majority, causing serious headaches for his policy ambitions.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Ms. Borne was nicknamed \u201cMadame 49.3\u201d in the French news media in reference to the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/03\/16\/world\/europe\/france-constitution-article-49-3.html?searchResultPosition=1\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">constitutional tool<\/a> that she used on more than 20 occasions during her time in office to pass bills in the lower house without a vote \u2014 mainly budget measures, but most notably the widely unpopular pension overhaul, which raised the legal age of retirement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">More recently, Ms. Borne had to compromise with right-wing conservatives on a tough immigration law that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/11\/world\/europe\/macron-immigration-bill-france.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">put her government on the back foot<\/a> and rankled some of her own ministers, leading one to resign.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The episode raised questions about her ability to navigate Parliament and set off weeks of speculation that Mr. Macron would change his cabinet after the new year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Borne was Mr. Macron\u2019s first left-leaning prime minister, after several years as a low-key member of his cabinet, as transportation, environment and, finally, labor minister.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Monday, a few opponents praised her as a trailblazer.
