It is used in a well-known dish that Koreans call \u201cbosintang,\u201d or \u201csoup good for your body.\u201d But the practice became increasingly shunned as incomes, pet ownership and concern for animal welfare rose steadily in the late 20th century.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Today, many South Koreans, especially younger people, see eating dog meat as appalling. About 93 percent of South Korean adults said they had no intention of consuming dog meat in the future, and 82 percent said they supported a ban, according to a <a class=\"css-yywogo\" href=\"https:\/\/www.aware.kr\/2024\/01\/08\/%eb%b3%b4%eb%8f%84%ec%9e%90%eb%a3%8c-%ea%b5%ad%eb%af%bc-82-3-%ea%b0%9c%ec%8b%9d%ec%9a%a9-%eb%b2%95%ec%a0%81-%ea%b8%88%ec%a7%80-%ec%b0%ac%ec%84%b1-%ec%96%b4%ec%9b%a8%ec%96%b4\/\" title=\"\" rel=\"noopener\" target=\"_blank\">survey<\/a> conducted last year by Aware, an animal welfare organization in Seoul.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is history in the making I never thought I would see in my lifetime,\u201d Chae Jung-ah, the director of Humane Society International Korea, said in a statement by the group. She added, \u201cWe reached a tipping point where most Korean citizens reject eating dogs.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">With the ban\u2019s passage, South Korea joined a list of other places that have prohibited the trading of dog meat, including Hong Kong, India, the Philippines, Singapore, Taiwan and Thailand, the group said. Millions of dogs are still killed each year for their meat in places like Cambodia, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/03\/25\/world\/asia\/indonesia-dog-meat.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Indonesia<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2010\/09\/28\/health\/28glob.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Vietnam<\/a>, according to <a class=\"css-yywogo\" href=\"https:\/\/www.four-paws.org\/campaigns-topics\/campaigns\/end-the-dog-cat-meat-trade\/the-truth\" title=\"\" rel=\"noopener\" target=\"_blank\">Four Paws<\/a>, an animal welfare organization in Austria.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">President Yoon Suk Yeol\u2019s cabinet is expected to officially put the ban into effect. Mr. Yoon and Kim Keon Hee, the first lady, who own numerous pet dogs and cats, have campaigned for the ban. The president managed to succeed after previous governments had failed to gather enough support to end the practice.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Under the law, which has <a class=\"css-yywogo\" href=\"https:\/\/likms.assembly.go.kr\/bill\/billDetail.do?billId=PRC_J2R3F1M2W2S0Y1W1C5G1Z1W4V0E1V8\" title=\"\" rel=\"noopener\" target=\"_blank\">passed the National Assembly<\/a> with broad support, a person who butchers dogs for human consumption could face three years in prison or a fine of 30 million South Korean won, or about $23,000, after a three-year grace period. The breeding and selling of the animals would be punishable by two years in prison or a fine of 20 million won.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The law will also offer financial incentives for dog farmers and owners of restaurants that serve dog meat to switch jobs, requiring each to submit a phaseout plan to a local government.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2022, about 520,000 dogs were being raised for human consumption at 1,150 farms, and about 1,600 restaurants were selling dog meat nationwide, <a class=\"css-yywogo\" href=\"https:\/\/pal.assembly.go.kr\/napal\/search\/lgsltpaSearch\/view.do?lgsltPaId=PRC_G2E3C0D9C0C5K1I1J2H3I5G2C8D3B6\" title=\"\" rel=\"noopener\" target=\"_blank\">according to lawmakers<\/a> \u2014 considerably lower than in years past.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">An association of dog farmers protested the bill in the months before it passed, arguing that eating dog meat was a matter of individual choice, and demanding more compensation for farmers who would lose their businesses as a result of a ban.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The law\u2019s passage marked a milestone for animal protection activists who have campaigned for the ban for years. Since 2015, they have helped 18 dog farmers close their operations or transition into vegetable farms.
