Will it go the way of the others?"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<p>A newly announced US-led <a href=\"https:\/\/www.scmp.com\/news\/asia\/south-asia\/article\/3233982\/rail-and-shipping-project-linking-india-middle-east-and-europe-be-announced-g20-could-counter-china\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:infrastructure project;elm:context_link;itc:0\" class=\"link \">infrastructure project<\/a> with India, Europe and the <a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3234552\/china-middle-east-aim-lift-trade-new-heights-2030-amid-strained-ties-western-partners\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Middle East;elm:context_link;itc:0\" class=\"link \">Middle East<\/a> will energise economic development through improved connectivity and integration between Asia, the Persian Gulf and Europe, according to its proponents.<\/p>\n<p>The ambitious plans bear a strong similarity to China&#8217;s bigger <a href=\"https:\/\/www.scmp.com\/topics\/belt-and-road-initiative\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Belt and Road Initiative;elm:context_link;itc:0\" class=\"link \">Belt and Road Initiative<\/a>, and if completed, would be seen as a challenge to the Chinese strategy.<\/p>\n<p>But some observers have cast doubt over prospects for the US-led project, with several of its predecessors having already evaporated.<\/p>\n<p>Do you have questions about the biggest topics and trends from around the world? It&#8217;s a really big deal. Photo: AP&gt;<\/em><\/p>\n<p>The Group of Seven &#8211; consisting of six Western states and Japan &#8211; have launched similar initiatives over recent years, including the Build Back Better World (B3W) programme in 2021, which named China as a strategic competitor, as well as its revamp &#8211; the five-year <a href=\"https:\/\/www.scmp.com\/news\/china\/article\/3183151\/biden-unveils-us600-billion-global-infrastructure-plan-g7-summit-counter\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Partnership for Global Infrastructure and Investment;elm:context_link;itc:0\" class=\"link \">Partnership for Global Infrastructure and Investment<\/a> in 2022.<\/p>\n<p><button class=\"link caas-button collapse-button\" data-ylk=\"elm:readmore;slk:Story continues\">Story continues<\/button><\/p>\n<p>B3W focused on &#8220;human infrastructure&#8221;, such as health security and gender equality, while the new project builds tangible ones, such as electricity cables, hydrogen pipelines and high-speed data cables.<\/p>\n<p>According to Josef Gregory Mahoney, politics professor at East China Normal University in Shanghai, the lack of substantial results from previous proposals, like B3W, hints at the ideological &#8211; as opposed to practical &#8211; nature of the scheme.<\/p>\n<p>&#8220;No one is naive enough to believe that this new plan is anything more than a campaign talking point, one that supports Biden&#8217;s re-election, not unlike his grandiose rhetoric at the recent G20,&#8221; Mahoney said, adding that it promoted an &#8220;anti-[belt and road] green fantasy that US policymakers can&#8217;t even deliver at home, let alone overseas&#8221;.<\/p>\n<p>Washington may also be aiming at the <a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3213201\/saudi-arabia-iran-and-how-chinese-brokered-deal-shows-beijings-mideast-influence\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:growing Chinese influence;elm:context_link;itc:0\" class=\"link \">growing Chinese influence<\/a> in the Middle East &#8211; a key player in its new plan. This year, Beijing helped to broker the Saudi-Iran deal that ended a seven-year diplomatic rift and made proposals regarding different regional conflicts, including an end to the war in Syria and a two-state solution for Israel and Palestine.<\/p>\n<p>Yet to detail its strategy, Washington said its project could help &#8220;turn the temperature down&#8221; on &#8220;turbulence and insecurity&#8221; coming out of the Middle East.<\/p>\n<p>Andy Mok, a senior research fellow at the Centre for China and Globalisation, a Beijing-based think tank, said that while easing tensions in the region may be a worthwhile goal, it was unlikely to be realised.<\/p>\n<p>&#8220;Leaning heavily on economic solutions without the foundational values of respect for each country&#8217;s development models and choices may be problematic,&#8221; Mok said.<\/p>\n<p>&#8220;Less-coordinated initiatives&#8221;, rather than &#8220;well-charted strategies&#8221;, highlighted Washington&#8217;s &#8220;impulsive reaction&#8221; to China&#8217;s diplomatic capacities, he said.<\/p>\n<p>According to the Green Finance &amp; Development Centre, a Fudan University think tank, cumulative Belt and Road Initiative investment exceeded US$1 trillion this year, with more than 100 deals worth US$43.3 billion signed in the first half of this year &#8211; a 23.7 per cent year-on-year increase.<\/p>\n<p>According to Zoon Ahmed Khan, a foreign-policy analyst and research fellow at Tsinghua University&#8217;s Belt and Road Strategy Institute, the US-led infrastructure plans have been &#8220;retaliatory, divisive and motive-driven&#8221;, and their proposition to serve as a positive influence &#8220;lacks precedent&#8221;.<\/p>\n<p>&#8220;The caveat for Washington is a limited track record in building advanced infrastructure within the US as well as overseas,&#8221; Khan said, adding that the belt and road plan had, in contrast, invested in traditional projects such as ports, roads, dams, railways and power plants.<\/p>\n<p>&#8220;Given China&#8217;s growing stakes as a threat to the US&#8217; strategic influence in the region, the willingness of Middle Eastern countries to welcome China&#8217;s role in development, security and regional cooperation is seen as a threat by policymakers in Washington,&#8221; Khan said.<\/p>\n<p>She said it was unlikely that China would be outbid as the primary provider of traditional infrastructure to developing countries.<\/p>\n<p>This article originally appeared in the <a href=\"http:\/\/www.scmp.com?utm_medium=partner&amp;utm_campaign=contentexchange&amp;utm_source=YahooFinance\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:South China Morning Post (SCMP);elm:context_link;itc:0\" class=\"link \">South China Morning Post (SCMP)<\/a>, the most authoritative voice reporting on China and Asia for more than a century.
