The U.S. officials also plan to discuss concerns about industrial overcapacity, which could <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/15\/business\/economy\/china-electric-cars-chips-solar.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">flood international markets with cheap products<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">They will also talk about ways to resolve sovereign debt burdens that have been weighing on low-income countries and preventing some of those countries from investing in sustainable development and climate initiatives. China is one of the world\u2019s largest creditors and has faced international pressure to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/04\/14\/business\/economy\/china-debt-relief.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">make concessions<\/a> that would unlock a global effort to restructure hundreds of billions of dollars of debt owed by poor countries.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">More broadly, the two governments will discuss the macroeconomic outlooks for their countries, whose economies are critical to the health of the overall global economy. The United States is <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/02\/business\/economy\/soft-landing-economy-inflation.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">proving to be the most resilient economy in the world<\/a>. China, meanwhile, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/31\/business\/china-censorship-economy-markets.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">continues to be haunted<\/a> by a financial industry that\u2019s struggling to contain enormous amounts of local government debt, a volatile stock market and a crisis in its real estate sector.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Last week, the International Monetary Fund, in its latest economic outlook, projected that China\u2019s economy would grow at a rate of 4.6 percent in 2024, a faster pace than previous projections. But it also urged China to make longer-term structural changes to its economy, such as overhauling its pension program and reforming its state-owned enterprises, to prevent its output from slowing more dramatically.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWithout those reforms, there is risk that Chinese growth would fall below 4 percent,\u201d Kristalina Georgieva, the I.M.F.\u2019s managing director, told reporters on Thursday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The American and Chinese officials will also discuss mutual efforts to combat climate change and the mechanics of investment screening programs that are creating new economic barriers between the two countries.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The revival of a formal economic dialogue structure is intended to prevent misunderstandings between the United States and China from spiraling into economic warfare.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The five-person group from Treasury will be led by Jay Shambaugh, the department\u2019s under secretary for international affairs. It is the first such meeting in Beijing of the economic working group that was established last September. In January, a group of Treasury officials with a focus on financial issues held talks Beijing.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The visit could pave the way for a second trip to China by Treasury Secretary Janet L. Yellen, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/07\/04\/business\/economy\/janet-yellen-china.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">who traveled to Beijing last summer.<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Biden administration has been trying to persuade Chinese officials that President Biden\u2019s efforts to diversify American supply chains away from China is not meant to hurt Beijing\u2019s economic development.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Treasury official would not elaborate on what specific concerns Mr. Shambaugh would raise with his counterparts during this trip. But Biden administration officials have continued in recent months to complain about China\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.atlanticcouncil.org\/commentary\/transcript\/gina-raimondo-and-margrethe-vestager-on-transatlantic-approaches-to-trade-ai-and-china\/\" title=\"\" rel=\"noopener\" target=\"_blank\">subsidies for its domestic industries<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/markets\/wto-needs-tools-curb-non-market-practices-fair-dispute-settlement-ustrs-tai-2023-09-22\/\" title=\"\" rel=\"noopener\" target=\"_blank\">discrimination against foreign competitors<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a speech to the U.S.-China Business Council in December, Ms. Yellen lamented that China continues to use unfair economic practices, limit access to foreign firms and coerce American companies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cFor too long, American workers and firms have not been able to compete on a level playing field with those in China,\u201d Ms. Yellen said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Although the increased levels of engagement appear to have eased some of the public displays of tension between the United States and China, it is unclear how much progress is being made in practice.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Biden administration moved forward last August with plans to initiate <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/09\/us\/politics\/biden-ban-china-investment.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">new rules to restrict American investments<\/a> in certain Chinese sectors that the United States considers to be national security risks.
