Chief to Cairo for Cease-Fire Talks: Israel-War Live Updates"},"content":{"rendered":"<p>\n<\/p>\n<p>President Biden said on Monday that Israel should not proceed with a major ground offensive in the southern Gaza city of Rafah without a \u201ccredible plan\u201d to protect more than one million people who are sheltering there.<\/p>\n<p>Mr. Biden spoke after meeting at the White House with King Abdullah II of Jordan, a key figure in the push for a cease-fire in the Gaza Strip. It was the first face-to-face conversation between the two leaders since the Israel-Hamas war started.<\/p>\n<div>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cMany people there have been displaced \u2014 displaced multiple times, fleeing the violence to the north, and now they\u2019re packed into Rafah, exposed and vulnerable,\u201d Mr. Biden said during an appearance with King Abdullah. \u201cThey need to be protected.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The visit came as King Abdullah sought to shore up international <a class=\"css-yywogo\" href=\"https:\/\/kingabdullah.jo\/en\/news\/king-receives-call-canada-pm-reaffirms-need-immediate-gaza-ceasefire\" title=\"\" rel=\"noopener\" target=\"_blank\">support for an immediate cease-fire in Gaza<\/a> that would permanently halt the fighting.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Biden has rejected the idea of a general cease-fire, saying Israel has a right to defend itself. But he has pushed for a pause in the fighting that could allow for the release of hostages held by Hamas and something \u201cmore enduring.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Much of Jordan\u2019s population is <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/05\/us\/politics\/william-burns-israel-middle-east-trip.html?searchResultPosition=10\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">ethnically Palestinian<\/a>, putting the country \u2014 a close U.S. ally that has a peace treaty with Israel \u2014 in a tricky position as it navigates the fallout from the war.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">King Abdullah said an Israeli invasion of Rafah was \u201ccertain to produce another humanitarian catastrophe.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThe situation is already unbearable for over a million people who had been pushed into Rafah since the war started,\u201d King Abdullah said. \u201cWe cannot stand by and let this continue. We need a lasting cease-fire now. This war must end.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Biden issued a forceful condemnation of the soaring death toll in Gaza, where health officials say more than 28,000 people have been killed since the start of the war.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cIt\u2019s heartbreaking,\u201d Mr. Biden said of the deaths. \u201cEvery innocent life in Gaza is a tragedy.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">While Mr. Biden\u2019s criticism of the war has grown more blunt in the four months since the Oct. 7 attack, the United States has not signaled that it plans major policy changes, such as putting conditions on military aid to Israel.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">On Monday, when asked if Israel would face any consequences for how it goes about its next military campaign, John F. Kirby, a White House spokesman, said that he was not going to get into \u201chypotheticals.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He said that the United States was working to influence how Israel conducted its war.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThere have been moments and there continue to be moments where we have the opportunity and have taken the opportunity to shape their thinking and to help influence the way they have conducted some of these operations,\u201d he said. \u201cAnd that remains today.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Both Mr. Biden and King Abdullah said the conflict should end with a two-state solution.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cI say this as a long, lifelong supporter of Israel,\u201d Mr. Biden said. \u201cThat\u2019s the only path that guarantees Israel\u2019s security for the long term.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">King Abdullah said that \u201cthis is the only solution that will guarantee peace and security for the Palestinians and Israelis, as well as the entire region.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Egypt and Qatar, acting as intermediaries between Israel and Hamas, have led talks aimed at halting the fighting and freeing hostages held in Gaza. The Biden administration has been actively involved in those negotiations, working publicly and behind the scenes to try to advance a cease-fire deal.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">On Monday, Mr. Biden said the United States was working on a hostage deal with Israel and Hamas that could bring at least a six-week pause that could \u201ctake the time to build something more enduring.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The C.I.A. director, William J. Burns, was expected to travel to Cairo for talks on the hostages on Tuesday, according to a U.S. official who spoke on the condition of anonymity about the discussions.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">While Prime Minister Benjamin Netanyahu of Israel <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/02\/07\/world\/israel-hamas-war-gaza-news\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">publicly dismissed a Hamas proposal<\/a> last week, Israeli officials <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/02\/08\/world\/israel-hamas-war-gaza-news\/israel-has-to-make-a-deal-to-get-gaza-hostages-back-an-official-says?smid=url-share\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">have signaled<\/a> that their government is still open to negotiation.
