Those fines are now often higher than the value of the vehicles, which many drivers are not reclaiming, officials say.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Now the police are wondering what to do with them.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Some residents are so frustrated by this that they are airing their complaints publicly, even though criticizing the ruling Communist Party can be risky in Vietnam.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Nguyen Khang, 30, who works at a bank in Ho Chi Minh City, said an inefficient and needlessly punitive system was holding motorbikes \u201chostage.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe relevant authorities also understand this,&#8221; he added. \u201cBut fundamentally, they have not yet found a more holistic approach.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The <a class=\"css-yywogo\" href=\"https:\/\/e.vnexpress.net\/news\/news\/vietnam-s-tough-drunk-driving-law-gets-the-tough-going-4213642.html\" title=\"\" rel=\"noopener\" target=\"_blank\">zero-tolerance<\/a> campaign against drunken driving echoes previous efforts in Vietnam to promote public order \u2014 by, say, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/04\/29\/world\/asia\/sidewalk-food-vendors-hanoi-bangkok-jakarta.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">clearing food vendors<\/a> from the streets of Hanoi and Ho Chi Minh City \u2014 that were widely perceived as heavy handed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Hue-Tam Jamme, an expert on urban development in Vietnam, said the abandoned motorbikes reflect a transition: As more Vietnamese join the middle class and buy their first cars, the bikes are becoming less essential in a country that is widely known for its motorbike traffic.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The rate of car ownership in Vietnam is still far below that of richer countries, though it jumped by from 3.3 to 4.8 cars per 100 households from 2018 to 2020, recent government data show.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In Ho Chi Minh City, cars account for a relatively small portion of vehicles on the roadway \u2014 13 percent in 2018, according to Professor Jamme\u2019s data, but their presence has already led to street-level tensions. There have been occasional physical altercations between car owners and residents who resent the loss of space for motorbike parking and sidewalk commerce.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe motorbike is not the status symbol it used to be,\u201d said Professor Jamme, who teaches at Arizona State University and studies the role that the vehicles play in Vietnam\u2019s cities and its economy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI\u2019m not that surprised that people are ready to let go,\u201d she added. \u201cA big, heavy fine might be the trigger to say, \u2018OK, all right, I\u2019m not even picking it up.\u2019\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A four-year campaign against the harmful effects of alcohol has been a major factor in the impoundment of vehicles across Vietnam in recent years. Among other changes, the maximum fine for drunken driving roughly doubled in 2020 to the equivalent of more than $300, which is more than the average Vietnamese worker\u2019s monthly salary. The law prohibits people from driving with any amount of alcohol in their system.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The campaign has had tangible effects in a country where beer flows freely at sidewalk restaurants and binge drinking is common. Nationwide beer sales <a class=\"css-yywogo\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-01-20\/vietnam-s-tough-new-drunk-driving-law-is-hurting-beer-sales\" title=\"\" rel=\"noopener\" target=\"_blank\">dropped by at least a quarter<\/a> almost immediately; tens of thousands of people lost their <a class=\"css-yywogo\" href=\"https:\/\/tuoitrenews.vn\/news\/society\/20220910\/over-24000-people-fined-for-drunk-driving-in-fortnight-in-vietnam\/69008.html\" title=\"\" rel=\"noopener\" target=\"_blank\">driver\u2019s licenses<\/a>; and last year traffic-related accidents, injuries and fatalities all declined, the Ho Chi Minh City police said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In Ho Chi Minh City, nearly 155,000 vehicles were seized in 2022, most of them motorbikes, and most as a result of alcohol-related traffic violations, a local police official <a class=\"css-yywogo\" href=\"https:\/\/e.vnexpress.net\/news\/news\/traffic\/hcmc-police-running-out-of-space-for-seized-vehicles-4700347.html\" title=\"\" rel=\"noopener\" target=\"_blank\">told the state-run news media<\/a> last month.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Nguyen Huu Liem, 56, a construction worker in Ho Chi Minh City, said that both his license and motorbike were confiscated in January after he had \u201ca little bit to drink to relax with a friend at the end of the day.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cIn my opinion, the fine is excessive for the average worker,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">His motorbike is worth five million Vietnamese dong, the equivalent of about $200. The drunken driving fine he received was about $80 more. He paid the fine anyway, he said, because the police told him that it was the only way to get his license back.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Other drivers are leaving their bikes in Ho Chi Minh City\u2019s police impound lots, and the pileup is creating administrative headaches.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As of last month, the city\u2019s traffic police department was <a class=\"css-yywogo\" href=\"https:\/\/tuoitrenews.vn\/news\/society\/20240114\/ho-chi-minh-city-lacks-10000m2-of-spaces-for-vehicles-impounded-from-traffic-violators\/77826.html\" title=\"\" rel=\"noopener\" target=\"_blank\">short on motorbike storage<\/a> by 100,000 square feet, about the size of a city park, the police told the local news media.
