Putin was first elected president of Russia. More than two days after he lost consciousness, Mr. Navalny was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2020\/08\/21\/world\/europe\/russia-navalny-poison-hospital.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">flown<\/a> to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2020\/08\/22\/world\/europe\/aleksei-navalny-germany.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Germany<\/a> for treatment, after the flight was delayed by Russian doctors who blocked his transfer.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Weeks later, the German government said that Mr. Navalny had been poisoned with a military-grade nerve agent called <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2020\/09\/02\/world\/europe\/novichok-skripal.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Novichok<\/a>, a class of chemical weapon developed by the Soviet Union. A similar weapon had been used in 2018 against <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/09\/09\/world\/europe\/sergei-skripal-russian-spy-poisoning.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Sergei V. Skripal<\/a>, a former Soviet spy, and his daughter in an attack in England that the British government <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/09\/05\/world\/europe\/russia-uk-novichok-skripal.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">attributed to Russian military intelligence<\/a>.<\/p>\n<hr class=\"css-7ad88g e1mu4ftr0\"\/>\n<p class=\"css-798hid etfikam0\"><strong class=\"css-8qgvsz ebyp5n10\">December 2020<\/strong><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Bellingcat, an open-source investigative outlet, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2020\/12\/14\/world\/europe\/navalny-russian-officers-poisoned.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">published a report<\/a> showing that Russian intelligence officers from the Federal Security Service, or F.S.B., had trailed Mr. Navalny for years and were close by when he was exposed to Novichok.
