The new foreign direct investment (FDI) policy raises limits on foreign investment, potentially spurring renewed interest in the South Asian space community.<\/p>\n<p>Private and public actors in India have been taking measures to increase participation in the country&#8217;s space sector. India&#8217;s space agency Indian Space Research Organization (ISRO) has also made significant strides in the last few months to gain global attention, including the <a href=\"https:\/\/techcrunch.com\/2023\/08\/23\/india-chandrayaan-3-landing-moon\/\" data-ylk=\"slk:successful moon landing;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">successful moon landing<\/a> of its <a href=\"https:\/\/techcrunch.com\/2023\/07\/14\/india-chandrayaan-3-launch\/\" data-ylk=\"slk:Chandrayaan-3;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">Chandrayaan-3<\/a> spacecraft and <a href=\"https:\/\/techcrunch.com\/2023\/06\/22\/india-nasa-artemis-accords\/\" data-ylk=\"slk:partnership with NASA;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">partnership with NASA<\/a> over joining Artemis Accords. However, the restrictions in foreign direct investments limited the country&#8217;s scope to attract international investors, and caused delay in funding of some of India&#8217;s growing space tech startups.<\/p>\n<p>On Wednesday, the Indian cabinet, led by <span class=\"caas-xray-inline-tooltip\"><span class=\"caas-xray-inline caas-xray-entity caas-xray-pill rapid-nonanchor-lt\" data-entity-id=\"Narendra_Modi\" data-ylk=\"cid:Narendra_Modi;pos:1;elmt:wiki;sec:pill-inline-entity;elm:pill-inline-text;itc:1;cat:Politician;\" tabindex=\"0\" aria-haspopup=\"dialog\"><a href=\"https:\/\/search.yahoo.com\/search?p=Narendra%20Modi\" data-i13n=\"cid:Narendra_Modi;pos:1;elmt:wiki;sec:pill-inline-entity;elm:pill-inline-text;itc:1;cat:Politician;\" tabindex=\"-1\" data-ylk=\"slk:Prime Minister Narendra Modi;cid:Narendra_Modi;pos:1;elmt:wiki;sec:pill-inline-entity;elm:pill-inline-text;itc:1;cat:Politician;\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">Prime Minister Narendra Modi<\/a><\/span><\/span>, <a href=\"https:\/\/pib.gov.in\/PressReleasePage.aspx?PRID=2007865\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:approved an amendment;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">approved an amendment<\/a> in its FDI norms to allow increased overseas investment in the space sector, in some cases up to 100%. The Indian government has defined three different categories under the amended policy:<\/p>\n<ul class=\"caas-list caas-list-bullet\">\n<li>\n<p>Up to 49% (foreign ownership) for launch vehicles and associated systems and subsystems, creation of spaceports for launching and receiving spacecraft<\/p>\n<\/li>\n<li>\n<p>Up to 74% for satellite manufacturing and operation, satellite data products and ground segment and user segment<\/p>\n<\/li>\n<li>\n<p>Up to 100% for manufacturing components and systems and subsystems for satellites, ground segment and user segment<\/p>\n<\/li>\n<\/ul>\n<p>Foreign investments beyond the given thresholds need government approval.<\/p>\n<p>In June 2020, the Indian government passed its space sector reforms and founded a new agency, the Indian National Space Promotion and Authorization Center, to enable private companies to use ISRO resources and infrastructure.<\/p>\n<p>Last year, the country also <a href=\"https:\/\/techcrunch.com\/2023\/04\/20\/india-space-policy-2023\/\" data-ylk=\"slk:introduced its space policy;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">introduced its space policy<\/a> to detail guidelines and rules for private participation. New Delhi additionally <a href=\"https:\/\/techcrunch.com\/2023\/12\/21\/india-telecom-bill-starlink-privacy-concerns\/\" data-ylk=\"slk:replaced its century-old rules with a new telecom act;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">replaced its century-old rules with a new telecom act<\/a> to enable the ground for global satellite-based broadband service providers, including <a href=\"https:\/\/techcrunch.com\/2023\/06\/20\/elon-musk-modi-india-tesla-starlink\/\" data-ylk=\"slk:Elon Musk's Starlink;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">Elon Musk&#8217;s Starlink<\/a>.<\/p>\n<p>India has around 190 space tech startups, offering solutions including <a href=\"https:\/\/techcrunch.com\/2022\/11\/17\/india-private-rocket-vikram-s-launch-skyroot\/\" data-ylk=\"slk:launch vehicles;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">launch vehicles<\/a>, <a href=\"https:\/\/techcrunch.com\/2023\/06\/20\/digantara-funding-peak-xv-partners\/\" data-ylk=\"slk:space situational awareness;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">space situational awareness<\/a> and <a href=\"https:\/\/techcrunch.com\/2023\/06\/01\/pixxels-hyperspectral-orbital-imagery-attracts-google-cash\/\" data-ylk=\"slk:hyperspectral imagery;elm:context_link;itc:0;sec:content-canvas\" class=\"link \" target=\"_blank\" rel=\"noopener nofollow\">hyperspectral imagery<\/a>. Investments in Indian space startups reached over $124 million last year, per <a href=\"https:\/\/pib.gov.in\/PressReleasePage.aspx?PRID=1988864\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:government data;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">government data<\/a>.
