{"id":22261,"date":"2024-02-28T20:36:01","date_gmt":"2024-02-29T01:36:01","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/darien-gap-migration-is-halted-after-colombia-arrests-boat-captains\/28\/02\/2024\/"},"modified":"2024-02-28T20:36:01","modified_gmt":"2024-02-29T01:36:01","slug":"darien-gap-migration-is-halted-after-colombia-arrests-boat-captains","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/darien-gap-migration-is-halted-after-colombia-arrests-boat-captains\/28\/02\/2024\/","title":{"rendered":"Dari\u00e9n Gap Migration Is Halted After Colombia Arrests Boat Captains"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Migration toward the United States through the dangerous jungle passage known as the Dari\u00e9n Gap has been halted, at least temporarily, following the arrest of two boat captains working for companies that play an essential role in ferrying migrants to the jungle.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Boat companies suspended migrant crossings from two northern Colombia towns, Necocl\u00ed and Turbo, to the entrance of the Dari\u00e9n forest, according to the mayor of Necocl\u00ed, leaving roughly 3,000 migrants stranded in those communities. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Colombian law enforcement action in the region is sure to be watched closely by U.S. officials: The Biden administration has been pressuring Colombia for months to try harder to stop people from using the Dari\u00e9n as a path to the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The boat route is the main way into the Dari\u00e9n Gap, a strip of land linking South and North America that was once rarely traversed but <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/10\/07\/world\/americas\/venezuelan-migrants-us-border.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">has emerged in recent years<\/a> as one of the hemisphere\u2019s most important and busiest migration routes.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Nearly a million people have crossed the Dari\u00e9n since 2021, according to the authorities at the end of the route in Panama, helping to fuel <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/30\/us\/politics\/biden-border-crisis-immigration.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">an immigration crisis<\/a> in the United States.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Colombian Navy last week seized two boats belonging to the two companies, Katamaranes and Caribe, carrying a total of 151 migrants from Necocl\u00ed toward the jungle, according to the Colombian prosecutor\u2019s office.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Officials determined that the migrants were being transported illegally, arrested the two boat captains and took control of both boats.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The arrests mark an important shift in strategy by Colombian authorities, who for months have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/05\/21\/world\/americas\/darien-gap-afghan-migration.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">allowed boat operators to openly transport migrants<\/a> from Necocl\u00ed across the Gulf of Urab\u00e1 to the towns of Acand\u00ed and Capurgan\u00e1, where people enter the jungle.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In an interview on Wednesday, the mayor of Necocl\u00ed, Guillermo Cardona, said the boat companies, which operate large fleets and have several captains, had halted operations in recent days \u201cas a form of protest\u201d against the arrests.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Boat operators have become key players in a multimillion-dollar migration business that has been allowed to flourish in northern Colombia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In September, The New York Times <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/14\/world\/americas\/migrant-business-darien-gap.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">reported<\/a> that this business was being run by local politicians and economic leaders, including the manager of Katamaranes, who at the time was a mayoral candidate in Necocl\u00ed. (The manager did not win, and was not among those arrested.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">U.S. officials have been privately asking Colombian officials since at least October to investigate the boat operators.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In a recent interview, a top Colombian prosecutor, Hugo Tovar, said his office was working \u201chand in hand\u201d with the United States on the issue of human trafficking through Colombia and the Dari\u00e9n. Two U.S. agencies, Homeland Security and Immigration and Customs Enforcement, were providing training and sharing information to aid with investigations, he added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Necocl\u00ed is a beach town with limited resources and infrastructure, and in recent years it has been <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/10\/02\/world\/americas\/haitian-migrants-mexican-border.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">overwhelmed by the migrants<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It\u2019s unclear how long the boat companies will halt operations. In recent months migrants have arrived at a rate of hundreds a day, and if the protest continues, the number of people stranded in tents on the town\u2019s beaches is likely to swell quickly, straining water and sanitation services past their breaking points.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">This could put pressure on the Colombian government to ease up on any future arrests of boat operators, since the government has limited capacity to provide aid to large numbers of people who could become stuck at its northern border.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Still, Mr. Tovar said, his office remained committed to investigating human trafficking, calling it \u201can issue that concerns the entire hemisphere.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Cardona, the mayor, said he was calling on the national government for assistance with the hundreds of migrants who now have nowhere to go. \u201cThis is an SOS,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Immigration through the Dari\u00e9n has emerged as an enormous challenge for the Biden administration, particularly ahead of the 2024 presidential race.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">President Biden and his all-but-certain Republican rival, Donald J. Trump, are both scheduled to make appearances on Thursday in different parts of Texas near the southern border.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2021, just over 130,000 people made their way through the Dari\u00e9n jungle on the way to the United States. In 2022, nearly 250,000 did. Last year, more than 500,000 people crossed the Dari\u00e9n, helping drive a record number of arrivals at the U.S. border.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden has tried to deter this flow by expanding legal paths to migration, and by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/07\/world\/americas\/migrant-crisis-deport-venezuela-flights.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">stepping up deportation efforts<\/a> at the border.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But these measures have had <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/24\/world\/americas\/venezuela-migrants-darien-gap-biden.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">only limited effect<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As of Feb. 28, the Panama authorities said that more than 72,000 people had trekked through the Dari\u00e9n this year \u2014 a 35 percent increase over the number of people who crossed in the first two months of last year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The largest number of migrants came from Venezuela, where activists\u2019 hopes that the authoritarian government would allow a democratic election this year have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/15\/world\/americas\/venezuela-un-human-rights.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">withered<\/a> in recent months. The second most came from Ecuador, where <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/09\/world\/americas\/ecuador-gang-prison-emergency.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">a dire security situation<\/a> has worsened this year.
