One recent day, they risked a foray into the countryside to collect firewood \u2014 and around 200 of them, some officials said, were kidnapped.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Just days later, dozens of children \u2014 if not more \u2014 were reported abducted on Thursday from a primary school some 500 miles away in central Nigeria.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Who was responsible was unclear, and the security services have made no statements. The first incident took place in the region terrorized by Boko Haram, the brutal Islamist group with a history of mass abductions. Residents told the local news media that bandits had carried out the second.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But the two had vital elements in common: They involved some of the most vulnerable people in society, and demonstrated the failure of Nigeria\u2019s successive governments and armed forces to bring peace and stability to a fractious land.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Parts of Nigeria, a West African nation that is the most populous on the continent, are plagued by crime and violence, and the 15-year-old Boko Haram insurgency in the north continues. Boko Haram\u2019s abduction of 276 schoolgirls from their dormitory in the town of Chibok 10 years ago, which set off <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2014\/05\/11\/us\/first-lady-condemns-abduction-of-nigerian-schoolgirls.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">international outrage<\/a>, is still an open wound; 98 of the victims are still missing, <a class=\"css-yywogo\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2023\/04\/nine-years-after-chibok-girls-abducted\/\" title=\"\" rel=\"noopener\" target=\"_blank\">according to Amnesty International<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">More than 3,600 people were reported abducted in Nigeria last year \u2014 the highest number in five years, according to the <a class=\"css-yywogo\" href=\"https:\/\/acleddata.com\/\" title=\"\" rel=\"noopener\" target=\"_blank\">Armed Conflict Location and Event Data Project<\/a>, though the true number is likely much higher as many episodes go unreported.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The details of the two most recent mass abductions remain extremely murky.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The first occurred in the state of Borno, which has been at the heart of the Boko Haram insurgency. Across the northeast, more than two million people have left behind their homes and livelihoods to seek refuge in camps in garrison towns, where they struggle to scratch out a meager living. The towns are defended by the Nigerian military and surrounded by trenches, beyond which jihadist groups operate.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The people abducted in Borno \u2014 many of them women and children \u2014 ventured out from one such town, Ngala, near the border with Cameroon, in search of firewood to sell, according to Mohamed Malick Fall, the United Nations\u2019 humanitarian coordinator in Nigeria. He said they were seized by members of an armed group, who released a few older women and some children under the age of 10.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe exact number of people abducted remains unknown but is estimated at over 200 people,\u201d he said <a class=\"css-yywogo\" href=\"https:\/\/www.unocha.org\/publications\/report\/nigeria\/mr-mohamed-malick-fall-resident-and-humanitarian-coordinator-nigeria-statement-reported-abduction-scores-civilians-ngala-borno-6-march-2024\" title=\"\" rel=\"noopener\" target=\"_blank\">in a statement<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The House of Representatives member who represents Ngala, Zainab Gimba, put the figure at 300, according to Nigerian news media reports, and she and other lawmakers called on the security services to free the abductees.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But Babagana Zulum, the governor of Borno State, warned that the numbers might be inflated, saying some of those reported kidnapped could have gone willingly, even to join the militants.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe are yet to ascertain the correct numbers of the abducted victims,\u201d he said. \u201cSome may have decided to go voluntarily.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The incident \u201cis about recruitment\u201d for militant groups, the governor said. \u201cThey lost their members and their numbers have depleted, and they are now looking for new recruits and women.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The abduction was carried out a week ago, but news of it did not become widespread for several days.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThose who venture beyond the protective trenches surrounding these towns to forage or farm do so at great peril,\u201d Mr. Fall said, \u201cwith killings, abductions, forced recruitment and sexual and gender-based violence rampant.\u201d He added that the authorities needed to do more to help displaced people earn a living so they do not have to risk their lives fetching firewood.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Governor Zulum said last month that the government could do no more for displaced communities facing economic hardship, and that the money spent on food and other items for them was already <a class=\"css-yywogo\" href=\"https:\/\/www.facebook.com\/story.php?story_fbid=pfbid02ujXEPbdUzneqVkhPUGJy2oCsAu4j3J9k37pmJ9bMZCUD6F2SqxtN3wxLbBQVwnPbl&amp;id=100044421884471&amp;mibextid=CDWPTG&amp;paipv=0&amp;eav=AfZ1yt9OGMBn3Y_uzuJZuTe5SCd0ZzWWNtPQ1lqUbiuJxGp1GU3jfkcuTALm6cb8kk8&amp;_rdr\" title=\"\" rel=\"noopener\" target=\"_blank\">\u201chumongous.\u201d<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zulum has pursued what analysts have called an <a class=\"css-yywogo\" href=\"https:\/\/www.crisisgroup.org\/africa\/west-africa\/nigeria\/b184-rethinking-resettlement-and-return-nigerias-north-east\" title=\"\" rel=\"noopener\" target=\"_blank\">\u201caggressive program\u201d<\/a> of closing camps and relocating displaced people, despite a lack of security in the areas they are sent back to. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">The kidnapping on Thursday took place in Kuriga, a small town in Kaduna State. Residents <a class=\"css-yywogo\" href=\"https:\/\/dailytrust.com\/breaking-bandits-invade-kaduna-pry-school-shoot-pupil-abduct-dozens\/\" title=\"\" rel=\"noopener\" target=\"_blank\">told the local news media<\/a> that pupils had just finished their morning assembly when armed men appeared and marched children into a nearby forest. The school had recently relocated from the countryside to the town to improve security.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">There was no official statement from authorities as of Thursday afternoon, though a senator, Shehu Sani, said that as many as 232 students could have been abducted, adding in <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/ShehuSani\/status\/1765720904082874666\" title=\"\" rel=\"noopener\" target=\"_blank\">a post on X<\/a> that he was \u201coptimistic their freedom will be secured.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Nigeria, a diverse nation of more than 200 million people, faces many complex security challenges, including conflict between herdsmen and farmers, separatist movements, piracy, and violence associated with oil theft, as well as jihadist insurgencies including Boko Haram\u2019s. Kidnapping is a feature of all of them, <a class=\"css-yywogo\" href=\"https:\/\/www.sbmintel.com\/2023\/08\/the-economics-of-nigerias-kidnap-industry-follow-the-money\/\" title=\"\" rel=\"noopener\" target=\"_blank\">according to the Nigerian analysis firm SBM Intelligence<\/a>, and the primary motivation is ransom payments.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some of these ransoms are paid in cash.
