Two. One,\u201d the teacher said. Pens across the room went down and all eyes shot back to the teacher. Under a policy called \u201cSlant\u201d (Sit up, Lean forward, Ask and answer questions, Nod your head and Track the speaker) the students, aged 11 and 12, were barred from looking away.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When a digital bell beeped (traditional clocks are \u201cnot precise enough,\u201d the principal said) the students walked quickly and silently to the cafeteria in a single line. There they yelled a poem \u2014 <a class=\"css-yywogo\" href=\"https:\/\/www.poetryfoundation.org\/poems\/46565\/ozymandias\" title=\"\" rel=\"noopener\" target=\"_blank\">Ozymandias<\/a>, by Percy Bysshe Shelley \u2014 in unison, then ate for 13 minutes as they discussed that day\u2019s mandatory lunch topic: how to survive a superintelligent killer snail.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the decade since the Michaela Community School opened in northwest London, the publicly funded but independently run secondary school has emerged as a leader of a movement convinced that children from disadvantaged backgrounds need strict discipline, rote learning and controlled environments to succeed.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cHow do those who come from poor backgrounds make a success of their lives? Well, they have to work harder,\u201d said the principal, Katharine Birbalsingh, who has a cardboard cutout of Russell Crowe in Gladiator in her office with the quote \u201cHold the Line.\u201d In her <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/Miss_Snuffy\" title=\"\" rel=\"noopener\" target=\"_blank\">social media profiles<\/a>, she proclaims herself \u201cBritain\u2019s Strictest Headmistress.&#8221;<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat you need to do is pull the fence tight,\u201d she added. \u201cChildren crave discipline.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While some critics call Ms. Birbalsingh\u2019s model oppressive, her school has the highest <a class=\"css-yywogo\" href=\"https:\/\/www.compare-school-performance.service.gov.uk\/schools-by-type?step=default&amp;table=schools&amp;region=all-england&amp;for=secondary\" title=\"\" rel=\"noopener\" target=\"_blank\">rate of academic progress<\/a> in England, according to a government measure of the improvement pupils make between age 11 and 16, and its approach is becoming increasingly popular.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In a growing number of schools, days are marked by strict routines and detentions for minor infractions, from forgetting a pencil case to untidy uniform. Corridors are silent as students are forbidden from speaking to their peers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Advocates of no-excuses policies in schools, <a class=\"css-yywogo\" href=\"https:\/\/www.theguardian.com\/politics\/2009\/oct\/07\/michael-gove-conservative-conference-schools\" title=\"\" rel=\"noopener\" target=\"_blank\">including Michael Gove<\/a>, an influential secretary of state who previously served as <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/speeches\/michael-gove-on-bullying-and-bad-classroom-discipline-in-news-of-the-world\" title=\"\" rel=\"noopener\" target=\"_blank\">education minister<\/a>, argue that progressive, child-centered approaches that spread in the 1970s caused a <a class=\"css-yywogo\" href=\"https:\/\/www.politics.co.uk\/comment-analysis\/2011\/09\/01\/gove-speech-on-the-underclass-in-full\/\" title=\"\" rel=\"noopener\" target=\"_blank\">behavioral crisis<\/a>, reduced learning and hindered social mobility.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Their perspective is tied to a conservative political ideology that emphasizes individual determination, rather than structural elements, as shaping people\u2019s lives. In Britain, politicians from the ruling Conservative Party, which has held power for 14 years, have supported this educational current, borrowing from the techniques of American charter schools and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2010\/03\/07\/magazine\/07Teachers-t.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">educators<\/a> who rose to prominence in the late 2000s.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The hard-right firebrand <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/13\/world\/europe\/suella-braverman-uk-home-secretary-controversy.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Suella Braverman<\/a>, a former minister with two Tory governments, <a class=\"css-yywogo\" href=\"https:\/\/www.suellabraverman.co.uk\/news\/suella-urges-government-fight-free-schools\" title=\"\" rel=\"noopener\" target=\"_blank\">was a director<\/a> of the Michaela school. Martyn Oliver, the chief executive of a schools group known for its <a class=\"css-yywogo\" href=\"https:\/\/www.thetimes.co.uk\/article\/the-zero-tolerance-head-set-to-become-the-next-ofsted-chief-32b35pvfd\" title=\"\" rel=\"noopener\" target=\"_blank\">strict approach<\/a> to discipline, was appointed as the <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/news\/sir-martyn-oliver-confirmed-as-the-next-ofsted-chief-inspector\" title=\"\" rel=\"noopener\" target=\"_blank\">government\u2019s chief inspector for education<\/a> last fall. Ms. Birbalsingh <a class=\"css-yywogo\" href=\"https:\/\/www.theguardian.com\/education\/2023\/jan\/06\/katharine-birbalsingh-quits-as-the-governments-social-mobility-chair\" title=\"\" rel=\"noopener\" target=\"_blank\">served<\/a> as the government\u2019s head of social mobility from 2021 until last year, a position she held while running the Michaela school.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Tom Bennett, a government adviser for school behavior, said that sympathetic education ministers had helped this \u201cmomentum.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere are lots of schools doing this now,\u201d Mr. Bennett said. \u201cAnd they achieve fantastic results.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Since Rowland Speller became the principal of The Abbey School in the south of England, he has cracked down on misbehavior and introduced formulaic routines, inspired by Michaela\u2019s methods. He said that a regulated environment is reassuring for students who have a volatile home life.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">If one student does well, the others clap twice after a teacher says \u201ctwo claps on the count of two: one, two.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe can celebrate lots of children really quickly,\u201d Mr. Speller said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mouhssin Ismail, another school leader who founded a high performing school in a disadvantaged area of London, posted <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/Mouhssin_Ismail\/status\/1725613511974232228\" title=\"\" rel=\"noopener\" target=\"_blank\">a picture<\/a> on social media in November of school corridors with students walking in lines. \u201cYou can hear a pin drop during a school\u2019s silent line ups,\u201d he wrote.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The remarks triggered a backlash, with critics likening the pictures to a dystopian science fiction movie.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Birbalsingh argues that wealthy children can afford to waste time at school because \u201ctheir parents take them to museums and art galleries,\u201d she said, whereas for children from poorer backgrounds, \u201cthe only way you\u2019re going to know about some Roman history is if you\u2019re in your school learning.\u201d Accepting the tiniest misbehavior or adapting expectations to students\u2019 circumstances, she said, \u201cmeans that there is no social mobility for any of these children.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At her school, many students expressed gratitude when asked about their experience, even praising the detentions they received, and eagerly repeating the school\u2019s mantras about self improvement. The school\u2019s <a class=\"css-yywogo\" href=\"https:\/\/michaela.education\/home\/secondary-school-wembley\/what-makes-michaela-different-wembley\/\" title=\"\" rel=\"noopener\" target=\"_blank\">motto<\/a> is: \u201cWork hard, be kind.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Leon, 13, said that initially he did not want to go to the school, \u201cbut now I am thankful I went because otherwise I wouldn\u2019t be as smart as I am now.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">With around 700 students, Michaela is smaller than the average state-funded secondary, which has around 1,050, according to the government. It is so famous that it attracts about 800 visitors a year, mostly teachers, Ms. Birbalsingh said. A leaflet handed to guests asks them not to \u201cdemonstrate disbelief to pupils when they say they like their school.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But some educators have expressed concern about the broader zero-tolerance approach, saying that controlling students\u2019 behavior so minutely might produce excellent academic results but does not foster autonomy or critical thinking. Draconian punishments for minor infractions can also come at a psychological cost, they say.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s like they\u2019ve taken 1984 and read it as a how-to manual as opposed to a satire,\u201d said<em class=\"css-2fg4z9 e1gzwzxm0\"> <\/em>Phil Beadle, an <a class=\"css-yywogo\" href=\"https:\/\/www.teachingawards.com\/award-winner\/philbeadle\/\" title=\"\" rel=\"noopener\" target=\"_blank\">award-winning<\/a> British secondary school teacher and author.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">To him, free time and discussion are as important to child development as good academic results. He worries that a \u201ccultlike environment that required total compliance\u201d can deprive children of their childhood.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Michaela school made headlines in January after a Muslim student took it to court over its ban on prayer rituals, arguing that it was discriminatory. Ms. Birbalsingh <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/Miss_Snuffy\/status\/1747576639754563868\" title=\"\" rel=\"noopener\" target=\"_blank\">defended the ban<\/a> on social media, saying it was vital for \u201ca successful learning environment where children of all races and religion can thrive.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The high court has not yet issued its decision in the case.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Proponents of the strict model and some parents say that children with special education needs thrive in strict, predictable environments, but others saw their children with learning difficulties struggle in these schools.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Sarah Dalton sent her dyslexic 12-year-old son to a strict school with excellent academic results. But his dread of being penalized for minor mistakes created unbearable stress, and he started showing signs of depression.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">\u201c<\/strong>There was this fear of being punished<em class=\"css-2fg4z9 e1gzwzxm0\">,\u201d <\/em>she said. \u201cHis mental health just<em class=\"css-2fg4z9 e1gzwzxm0\"> <\/em>spiraled.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When she moved him to a more relaxed school, he started to heal, Ms. Dalton said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In England, <a class=\"css-yywogo\" href=\"https:\/\/www.theguardian.com\/education\/2023\/dec\/16\/strictest-academy-schools-in-england-suspend-30-times-more-pupils-than-the-national-average#:~:text=Strictest%20academy%20schools%20in%20England,national%20average%20%7C%20Academies%20%7C%20The%20Guardian\" title=\"\" rel=\"noopener\" target=\"_blank\">government data last year showed<\/a> that dozens of super strict schools were <a class=\"css-yywogo\" href=\"https:\/\/www.centreforsocialjustice.org.uk\/library\/suspending-reality\" title=\"\" rel=\"noopener\" target=\"_blank\">suspending students<\/a> at a far higher rate than the national average. (The Michaela school was not among them.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Lucie Lakin, the principal of Carr Manor Community School in Leeds \u2014 which does not follow the zero tolerance model \u2014 said that she realized the approach was spreading when a growing number of students enrolled at her school after being expelled. Her school earns <a class=\"css-yywogo\" href=\"https:\/\/files.ofsted.gov.uk\/v1\/file\/50238157\" title=\"\" rel=\"noopener\" target=\"_blank\">high academic scores<\/a>, but she said that is not the only goal of an education.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAre you talking about the school\u2019s results being successful, or are you trying to make successful adults?\u201d she asked. \u201cThat\u2019s the path you\u2019ve got to pick.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the United States, charter schools that adopted similar strict approaches were initially praised for their results.
