The elevated walkway, in the village of Nyirmartonfalva, near the border with Romania, now stretches for nearly 100 yards, next to a wooden observation tower.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There\u2019s just one problem: The mayor, a supporter of Hungary\u2019s governing Fidesz party who owns the land where the treetop walkway was built last year, cut down all the trees and sold them for wood before construction started. So the treetop walkway looks out on an expanse of empty dirt.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The project is <a class=\"css-yywogo\" href=\"https:\/\/abouthungary.hu\/news-in-brief\/hungarys-eu-funding-for-the-2014-2020-budget-period-funded-52-000-projects\" title=\"\" rel=\"noopener\" target=\"_blank\">one of tens of thousands<\/a> undertaken in Hungary under programs funded by the European Union to help narrow the economic gap between the bloc\u2019s richer, original members in the west and newer entrants, particularly those in the east.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But even as he has railed against Brussels over what he sees as its meddling in Hungary\u2019s internal affairs, Prime Minister Viktor Orban has made lavish use of such E.U. funds to direct cash and other benefits to his political allies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Tipped off by a hiker who last year stumbled on the looming wooden structure marooned on a patch of empty land, Akos Hadhazy, an opposition legislator, aided by news outlets critical of the government, has turned the walkway into a <a class=\"css-yywogo\" href=\"https:\/\/atlatszo.hu\/kozpenz\/2023\/04\/06\/beindult-a-memgyar-letarolta-az-internetet-az-erdo-nelkuli-lombkoronasetany\/\" title=\"\" rel=\"noopener\" target=\"_blank\">cause c\u00e9l\u00e8bre<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe whole system here is built on Fidesz giving financial favors to its supporters,\u201d Mr. Hadhazy said in Budapest, citing the Nyirmartonfalva walkway as a prime example.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Alerted by the ruckus, the European Union\u2019s executive arm asked for an explanation from the Hungarian government. In response, Zsolt Papp, a Hungarian official responsible for disbursing European money for rural development, sent a letter in August saying that the government had looked into the treetop walkway, found it \u201cdid not fully comply\u201d with the terms of the grant application (given that there were no trees left) and canceled funding.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe goal of the project would not be realized in the foreseeable future,\u201d the letter explained.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The E.U. anti-fraud office in Brussels said it has an \u201congoing investigation\u201d into the project. It is unclear who ended up paying for the walkway.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On a recent trip to Nyirmartonfalva, there were few visitors, just some village children on a school outing. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe call it our Bridge of Sighs,\u201d said Attila Rozsa, a Fidesz voter and Nyirmartonfalva resident. \u201cEvery time you see it, you sigh at how much it cost.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A journalist from Atlatszo, an investigative news site, made <a class=\"css-yywogo\" href=\"https:\/\/www.youtube.com\/watch?v=TTgdgdbCM6A\" title=\"\" rel=\"noopener\" target=\"_blank\">a tongue-in-cheek video<\/a> analyzing the walkway as an avant-garde artwork. Its title: \u201cCorrupt mayor or misunderstood genius?\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Abroad, Mr. Orban is revered by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/28\/us\/politics\/trump-viktor-orban-hungary.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">many right-wing Europeans and former U.S. president Donald J. Trump<\/a> for thundering against <a class=\"css-yywogo\" href=\"https:\/\/thehill.com\/policy\/international\/3988043-orban-decries-woke-movement-and-gender-ideology-in-remarks-at-cpac-hungary\/\" title=\"\" rel=\"noopener\" target=\"_blank\">\u201cthe woke movement and gender ideology\u201d<\/a> and vowing to defend national sovereignty against the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/01\/world\/europe\/orban-ukraine-funding-hungary.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">dictates of the European Union<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At home, however, the glue that cements his support, according to independent political analysts and his foes, is money, which underpins a network of entwined state institutions and private businesses <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/11\/03\/world\/europe\/eu-farm-subsidy-hungary.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">mostly run by Mr. Orban\u2019s Fidesz party allies<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Transparency International, an anti-graft watchdog, <a class=\"css-yywogo\" href=\"https:\/\/www.transparency.org\/en\/cpi\/2023\/index\/hun\" title=\"\" rel=\"noopener\" target=\"_blank\">in January ranked Hungary as the most corrupt E.U. country<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/14\/world\/europe\/orban-hungary-nato-us.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">In a speech Thursday<\/a>, the U.S. ambassador, David Pressman, said of Hungary, \u201cAll aspects of government power \u2014 from procurement, to licensing, to tourism subsidies, to concessions, to tax and audit actions, to regulatory policy \u2014 provide favorable treatment for companies owned by party leaders or their families, in-laws or old friends.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Spurred by <a class=\"css-yywogo\" href=\"https:\/\/telex.hu\/direkt36\/2023\/01\/20\/database-exposes-hungarian-oligarchs-hiding-huge-fortuneshttps:\/\/telex.hu\/direkt36\/2023\/01\/20\/database-exposes-hungarian-oligarchs-hiding-huge-fortunes\" title=\"\" rel=\"noopener\" target=\"_blank\">investigative journali<\/a><a class=\"css-yywogo\" href=\"https:\/\/telex.hu\/direkt36\/2023\/01\/20\/database-exposes-hungarian-oligarchs-hiding-huge-fortunes\" title=\"\" rel=\"noopener\" target=\"_blank\">st reports<\/a>, many people in Hungary have for years grumbled about the wealth of people like <a class=\"css-yywogo\" href=\"https:\/\/corpwatchers.eu\/en\/investigations\/know-your-billionaires\/god-good-luck-and-viktor-orban-the-story-of-l%C5%91rinc-meszaros\" title=\"\" rel=\"noopener\" target=\"_blank\">Lorinc Meszaros<\/a>, once a penniless pipe fitter from Mr. Orban\u2019s home village who is now one of the country\u2019s richest men.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Last month, however, what Fidesz has long dismissed as politically motivated rumor mongering was given credence by someone from deep inside the system \u2014 Peter Magyar, once a senior executive in state companies and the former husband of a close ally of Mr. Orban.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Magyar <a class=\"css-yywogo\" href=\"https:\/\/www.youtube.com\/watch?v=8cJulnczg2E\" title=\"\" rel=\"noopener\" target=\"_blank\">told Partizan,<\/a> an independent news outlet that \u201ca few families own half the country.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a <a class=\"css-yywogo\" href=\"https:\/\/www.facebook.com\/peter.magyar.102\/posts\/7680552528645795?ref=embed_post\" title=\"\" rel=\"noopener\" target=\"_blank\">Facebook post,<\/a> Mr. Magyar turned his fire on Mr. Orban\u2019s businessman son-in-law, Istvan Tiborcz. \u201cWhat is your secret?\u201d Mr. Magyar asked. \u201cAt the age of 37, you have 100 billion, loads of hotels, banks, fund managers, a lot of <a class=\"css-yywogo\" href=\"https:\/\/www.direkt36.hu\/en\/tiborcz-es-kore-az-mfb-hitelprogramjanak-egyik-nagy-nyertese\/\" title=\"\" rel=\"noopener\" target=\"_blank\">former valuable state-owned properties<\/a>.\u201d (The number he referred to appeared to be forint, the Hungarian currency, which would amount to about $280 million).<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Then, Mr. Magyar asked, \u201cHow much in total have you received in government loans or grants to build your portfolio?\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Tiborcz could not be reached for comment. In response to <a class=\"css-yywogo\" href=\"https:\/\/hang.hu\/belfold\/mit-szol-magyar-peter-kijelenteseihez-tiborcz-istvan-reagalt-a-magyar-hangnak-161607\" title=\"\" rel=\"noopener\" target=\"_blank\">questions from Magyar Hang,<\/a> an independent conservative weekly, about the role of his father-in-law in his success and whether he had received government grants or loans, Mr. Tiborcz said he did \u201cnot want to participate in political battles.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Friday, Mr. Magyar drew thousands of people to an anti-Fidesz rally in Budapest and announced he was forming a movement, Stand Up, Hungarians!, to resist the \u201ccorruption and nepotism\u201d of Mr. Orban\u2019s party.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The vast wealth of a few Fidesz-connected tycoons in Budapest is just the most visible aspect of a rewards-for-loyalty program that stretches beyond the capital to towns and remote villages, such as Nyirmartonfalva.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The approved grant application for the \u201ctreetop canopy walkway\u201d was submitted by the mayor, Filemon Maholy, a businessman who ran as the Fidesz candidate in the last local elections in 2019, defeating the incumbent socialist.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Maholy has managed to land E.U. funding for a range of projects in addition to the walkway. Curiously, considering how he cut down the trees near that structure, he also secured a $126,000 grant for a tree-planting program.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Before that, he received $130,000 for what he pitched as a project to bolster tourism through construction of a guesthouse that was built next to his sprawling home on the edge of the village. On a recent day, the guesthouse had no guests and no staff.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The flow of European money to Hungary has slowed in recent years because of Mr. Orban\u2019s disputes with Brussels over the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/07\/world\/europe\/hungary-eu-sovereignty-law.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">rule of law<\/a>, minority rights and other issues. Before the feuding, Hungary was the third-largest net recipient of money from Brussels, according to the Center for European Policy, a German research group.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The money helped transform previously neglected areas like Nyirmartonfalva, which, residents say, is now a better place to live than before Mr. Orban came to power in 2010.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The outside wall of the village hall is plastered with plaques recording how funds from Brussels paid for solar paneling, sewage pipes, road works and other improvements. The local kindergarten also received money.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Nobody, though, is celebrating the treeless treetop walkway.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Zoltan Palfi, a Swedish Hungarian who lives in the village, said he was aghast when he first saw it. \u201cI couldn\u2019t believe my eyes,\u201d he said. \u201cI thought it was perhaps a landing spot for Elon Musk\u2019s spaceship.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The mayor, Mr. Maholy, is not amused by such mockery.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Petra Magyar, another local resident, said Mr. Maholy had threatened to take away her job as a social worker on the village payroll after she put a smiley face under a Facebook post that gently made fun of his walkway.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Magyar kept her job but found another one in a nearby village anyway.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt was a beautiful spot before he cut down all the trees,\u201d she said. \u201cNow we have a long bridge in the middle of nothing.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When Mr. Hadhazy, the legislator, first raised the issue of misused E.U. money last year, Mr. Maholy initially fought back, saying in an interview with a Hungarian television station that there was \u201cnever a requirement\u201d to have trees for the treetop walkway.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Lately, though, Mr. Maholy has been lying low. When a Times reporter visited the village hall, the mayor\u2019s assistant said an interview would not be possible because the mayor was far away on business.
