{"id":2518,"date":"2023-10-15T01:26:57","date_gmt":"2023-10-15T05:26:57","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/poland-is-voting-in-a-pivotal-election-heres-what-to-know\/15\/10\/2023\/"},"modified":"2023-10-15T01:26:57","modified_gmt":"2023-10-15T05:26:57","slug":"poland-is-voting-in-a-pivotal-election-heres-what-to-know","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/poland-is-voting-in-a-pivotal-election-heres-what-to-know\/15\/10\/2023\/","title":{"rendered":"Poland Is Voting In a \u2018Pivotal\u2019 Election: Here\u2019s What to Know"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A deeply divided Polish electorate will go to the polls on Sunday to issue verdicts on two main rivals that are offering drastically different interpretations of Poland\u2019s recent history \u2014 and different visions for its future.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The parliamentary election, which has been depicted by all political sides as pivotal for Poland, a NATO and European Union frontline nation, and for Europe, is on a razor edge.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The two main rivals \u2014 the governing nationalist Law and Justice party, which is seeking an unprecedented third term, and the center-right Civic Coalition \u2014 have sought to rally their supporters, in a brutal campaign, by presenting the other as an existential threat to the country.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Law and Justice, which is leading opinion polls by only a few percentage points, has portrayed itself as the defender of Polish sovereignty and of \u201cordinary\u201d Poles against the \u201celites\u201d and the European Union. Its victory would surely embolden populist parties elsewhere in Europe. Civic Coalition, favored by pro-European urbanites, has vowed to \u201cbring Poland back to Europe,\u201d and to reverse what it has described as the country\u2019s illiberal course.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-4260b111\">What\u2019s at stake?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">In a way, by casting their votes on Sunday, Poles will be making a judgment on the legacy of Poland\u2019s post-1989 transition from Communism to capitalism and democracy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The election\u2019s results will have ramifications well beyond the country\u2019s borders: Poland has the largest economy in Europe\u2019s formerly Communist eastern fringe, and it has been one of Kyiv\u2019s staunchest supporters in its fight against Russia, which launched a full-scale invasion on Ukraine in February 2022. Poland hosts over 1.5 million Ukrainian refugees, and it serves as the main hub for transferring weapons and aid to Kyiv.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But in recent months, leaders in Warsaw got embroiled <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/16\/world\/europe\/ukraine-grain-ban-poland-hungary-slovakia.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">in a bitter public dispute with Ukraine over grain<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/21\/world\/europe\/poland-ukraine-weapons-grain.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">hinted at cutting back on new military aid<\/a> and subsidies for Ukrainian refugees, exacerbating concerns about Europe\u2019s fatigue with long-term aid to Kyiv.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Although Law and Justice is leading opinion polls at about 37 percent, no party is expected to get enough seats to govern on its own. The most likely result is a stalemate, with the winner designated to patch together a coalition government. Whether they would be able to do that depends on the results of smaller groupings, including an emboldened far-right alliance and a centrist, agrarian coalition.<\/p>\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-730decbb\">What are the main themes?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The campaign has been particularly vicious and unfair, with Poland\u2019s public broadcasting system \u2014 a network of television and radio stations controlled by Law and Justice \u2014 pumping out nonstop vitriol against the opposition. In a bid to drum up support, the governing party was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/08\/world\/europe\/poland-election-nazis-germany.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">willing to damage Poland\u2019s relationship with important allies, like Germany<\/a> and Ukraine,undermining Warsaw\u2019s efforts to present itself as a stable pillar of Western solidarity against Russia\u2019s aggression.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In the prelude to the vote, Law and Justice has painted a picture of a country under attack. It has often invoked both the war in Ukraine raging next door and the issue of migration, the latter in the context of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/11\/15\/world\/europe\/belarus-poland-eu-sanctions-migrants.html?action=click&amp;module=RelatedLinks&amp;pgtype=Article\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">a continuing crisis at the border with Belarus<\/a>, where migrants from the Middle East and Europe seek to cross into the European Union.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Law and Justice has also repeatedly declared it was the only guarantee for keeping Poland safe. In a pre-election debate aired by the public broadcaster, the country\u2019s prime minister, Mateusz Morawiecki, said, \u201cAs long as the Law and Justice government is in power, Poland is like an unconquered fortress.\u201d But in a significant U-turn, two top military commanders resigned only days before the vote, undermining the national security pledge.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The opposition has fired back, pointing out Law and Justice\u2019s involvement with a visa-selling scheme, which saw the sales of work visas to hundreds of thousands of African and Asian migrants in exchange for cash, despite its combative anti-migration messaging.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But the governing party recovered, deploying its vast media apparatus to refocus attention on what it presented as E.U. plans to flood Poland with migrants in violation of Polish sovereignty. Alongside the parliamentary election, the government is holding a referendum to ask Poles their views on \u201cadmitting thousands of illegal migrants from the Middle East and Africa,\u201d and on \u201cselling out national wealth to foreign entities.\u201d <a class=\"css-yywogo\" href=\"https:\/\/www.hrw.org\/news\/2023\/10\/06\/polish-government-ups-anti-migrant-rhetoric-ahead-elections\" title=\"\" rel=\"noopener\" target=\"_blank\">Human Rights Watch, a rights groups, said these questions<\/a> were \u201cloaded\u201d and spread misinformation. For the referendum results to be valid, at least 50 percent of citizens must take part in it.<\/p>\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-247cfb29\">What is the governing party\u2019s message?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The governing Law and Justice party positions itself as a promoter of traditional, conservative values, which it claims have been under attack by liberal elites in Warsaw and Brussels, the headquarters of the European Union. The party has promised f<a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/12\/21\/world\/europe\/poland-judges-independent.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">urther purges of \u201cpost-Communist\u201d elements from the state, in particular the judiciary,<\/a> and more generous social handouts to make up for what it says was an unjust transition to capitalism.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Under Law and Justice\u2019s rule, Poland has experienced a decrease in poverty, but also soaring inflation and a housing crisis. The party is also involved in a yearslong conflict with the European Union <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/07\/15\/world\/europe\/poland-hungary-europe.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">over the rule of law<\/a>, which has resulted in the freezing of billions of euros in subsidies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And it further tightened an already strict abortion ban and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/04\/24\/world\/europe\/poland-lgbtq-gay-migration.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">has targeted the L.G.B.T.Q. community.<\/a> In April 2019, Jaroslaw Kaczynski, the chairman of the Law and Justice party and Poland\u2019s de facto leader, called homosexuality a \u201cthreat to Polish identity, to our nation, to its existence, and thus to the Polish state.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kaczynski has also promoted a theory that Donald Tusk, the opposition\u2019s leader, is responsible for the 2010 death of Mr. Kaczynski\u2019s twin brother, Lech Kaczynski. A government plane carrying Lech Kaczynski, then Poland\u2019s president, and other officials crashed while en route to Russia on an official visit. Mr. Tusk was the prime minister at the time.<\/p>\n<h2 class=\"css-9ycfei eoo0vm40\" id=\"link-1158a3fa\">Who are the other players?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The main opposition party, Civic Coalition, is running on a pro-European, liberal platform, with a pledge to reverse what it has described as undemocratic changes in the news media and the judiciary, as well as <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/01\/27\/world\/europe\/poland-abortion-law.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">the now near-total abortion ban<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Much of the party\u2019s popularity relies on its leader, Mr. Tusk, a former president of the European Council, who embodies aspirations for Poland to reconcile with the European Union and to reclaim its place as Europe\u2019s post-Communist poster child.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/13\/world\/europe\/poland-elections-ukraine.html?searchResultPosition=1\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Confederation, a far-right alliance<\/a> that barely made it into Parliament in the last election, in 2019, has increased in popularity and emerged as the possible kingmaker in the postelection effort to form a government. It is calling for lower taxes and no social benefits, and it opposes Poland\u2019s aid to Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2019, during an election for representatives to the European Parliament, Confederation\u2019s leader <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/04\/24\/world\/europe\/poland-lgbtq-gay-migration.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">summarized its program<\/a>: \u201cWe don\u2019t want Jews, homosexuals, abortion, taxes and the European Union.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The centrist Third Way alliance, which consists of the agrarian Polish People\u2019s Party and the center-right Poland 2050 party, has a similar platform to Civic Coalition\u2019s.
