During the call, Mr. Biden threatened to condition future support for Israel on how it addresses his concerns about civilian casualties and the humanitarian situation in Gaza.<\/p>\n<div>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In a statement, a spokeswoman for the National Security Council said that Israel had agreed to open the Erez crossing to allow aid into northern Gaza, to use the port of Ashdod to direct aid into the enclave and to significantly increase deliveries from Jordan \u2014 \u201cat the president\u2019s request.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThese steps,\u201d the spokeswoman, Adrienne Watson, said, \u201cmust now be fully and rapidly implemented.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The Israeli government did not say when it would open Erez crossing, a checkpoint between Israel and northern Gaza that Hamas attacked on Oct. 7 and that Israel had refused to re-open since. It said only that Israel would allow the \u201ctemporary delivery\u201d of aid through the Erez crossing and the port of Ashdod, which sits about 16 miles north of Gaza on Israel\u2019s Mediterranean coast.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Israel has come under rising pressure from U.S. officials and humanitarian agencies to open more border crossings for aid amid warnings from the United Nations that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/18\/world\/middleeast\/gaza-famine-report-starvation.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">famine looms<\/a> after nearly six months of war.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Biden has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/09\/us\/politics\/biden-israel-gaza.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">grown increasingly critical<\/a> of Israel\u2019s approach to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/news-event\/israel-hamas-gaza\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">the war against Hamas<\/a> in Gaza, saying that more must be done to protect civilians. The killing of seven aid workers this week by Israeli forces appeared to bring that to a head, with Mr. Biden saying he was \u201coutraged\u201d and that Israel has \u201cnot done enough to protect civilians.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">That frustration carried over into his call with Mr. Netanyahu on Thursday, when Mr. Biden tried for the first time to leverage American aid to influence the conduct of the war against Hamas \u2014 prompting Israel to commit to letting more food and supplies into Gaza.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cAs the president said today on the call, U.S. policy with respect to Gaza will be determined by our assessment of Israel\u2019s immediate action on these and other steps, including steps to protect innocent civilians and the safety of aid workers,\u201d Ms. Watson said in the statement.<\/p>\n<div data-testid=\"imageblock-wrapper\">\n<figure class=\"img-sz-medium css-d754w4 e1g7ppur0\" aria-label=\"media\" role=\"group\"><figcaption data-testid=\"photoviewer-children-caption\" class=\"css-gbc9ki ewdxa0s0\"><span class=\"css-jevhma e13ogyst0\">Palestinians gathering to receive food in the town of Jabaliya in northern Gaza last month.<\/span><span class=\"css-1u46b97 e1z0qqy90\"><span class=\"css-1ly73wi e1tej78p0\">Credit&#8230;<\/span><span><span aria-hidden=\"false\">Mahmoud Issa\/Reuters<\/span><\/span><\/span><\/figcaption><\/figure>\n<\/div>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The most dire shortages are in northern Gaza, where desperation has prompted people to swarm trucks carrying assistance and where aid groups say they have struggled to deliver supplies because of Israeli restrictions and widespread lawlessness.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Nearly all of the aid allowed into Gaza since the war began has entered through two main crossing points: Kerem Shalom and Rafah, which are both in the southern part of the enclave. But getting truck convoys from the southern border crossings to the north is difficult and dangerous, and the route is sometimes blocked by roads damaged by Israeli bombardment, Israeli checkpoints or battles between Hamas fighters and Israeli troops.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Defense Secretary Lloyd J. Austin III, in a call with his Israeli counterpart on Wednesday, also \u201craised the need for the rapid increase of aid coming through all crossings in the coming days,\u201d <a class=\"css-yywogo\" href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3731827\/austin-calls-for-rapid-increase-of-aid-into-gaza-through-all-crossings\/\" title=\"\" rel=\"noopener\" target=\"_blank\">according to the Pentagon.<\/a><\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Late last month, the International Court of Justice in The Hague <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/03\/29\/world\/israel-hamas-war-gaza-news?smid=url-share#icj-israel-gaza-aid-famine\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">ordered<\/a> Israel to ensure the \u201cprovision of unhindered aid\u201d into Gaza, using some of its strongest language yet.
