{"id":25920,"date":"2024-04-07T00:41:32","date_gmt":"2024-04-07T04:41:32","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/japan-and-us-seek-to-strengthen-ties-as-kishida-visits\/07\/04\/2024\/"},"modified":"2024-04-07T00:41:32","modified_gmt":"2024-04-07T04:41:32","slug":"japan-and-us-seek-to-strengthen-ties-as-kishida-visits","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/japan-and-us-seek-to-strengthen-ties-as-kishida-visits\/07\/04\/2024\/","title":{"rendered":"Japan and US Seek to Strengthen Ties as Kishida Visits"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">When President Biden welcomes Japan\u2019s prime minister, Fumio Kishida, to Washington this week for a visit highlighted by the pomp of a state dinner, there will be an inescapable subtext to all the ceremony: Both leaders are in a fight to keep their jobs.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">With Mr. Biden facing a tight re-election contest with his predecessor and Mr. Kishida\u2019s approval ratings falling to record lows amid a political scandal, the leaders are expected to discuss ways to entrench their countries\u2019 alliance so it remains strong even if they are no longer around to nurture it.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The goal is to \u201ccreate a situation where no one can unbind their ties,\u201d said Narushige Michishita, a professor of international relations at the National Graduate Institute for Policy Studies in Tokyo.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The risk of drastic change appears to be much higher on the American side. Japanese officials, lawmakers and media outlets have taken to referring to \u201cmoshi Tora\u201d \u2014 \u201cif Trump\u201d \u2014 or even \u201chobo Tora,\u201d which roughly translates to \u201cprobably Trump,\u201d using an abbreviation of the name of the former president and current Republican candidate.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Given Donald J. Trump\u2019s unpredictable behavior and his <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/10\/us\/politics\/trump-nato-russia.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">transactional view of international alliances<\/a>, Japanese officials are bracing for possible swings in American foreign policy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On the Japanese side, even if Mr. Kishida does not survive a leadership election this fall in his own party, it will still control the government at least until the next general election and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/29\/world\/asia\/japan-economy-population-politics.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">probably beyond that<\/a> \u2014 meaning any big changes in Tokyo\u2019s policy commitments are unlikely.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the summit this week, during which Mr. Kishida will also address a joint session of Congress, the leaders are expected to talk about closer military cooperation between U.S. forces based in Japan and their Japanese counterparts; collaborations on artificial intelligence, space technology and semiconductors; and the potential for Japan to make and export more weapons to the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The military cooperation in particular \u201csmells of future proofing,\u201d said Tobias Harris, founder and principal of Japan Foresight, a political risk advisory firm in Washington.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">During the Trump presidency, the relationship between the two countries withstood some turbulence as <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/07\/08\/world\/asia\/shinzo-abe-dead.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Shinzo Abe<\/a>, Japan\u2019s prime minister at the time, went to great lengths to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/05\/24\/us\/politics\/trump-japan-abe-flattery.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">court<\/a> Mr. Trump\u2019s favor.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden has worked with two Japanese leaders \u2014 <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/04\/15\/world\/asia\/suga-biden-japan-washington.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Yoshihide Suga<\/a>, the successor to Mr. Abe, who was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/07\/08\/world\/asia\/shinzo-abe-assassin-handmade-gun.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">assassinated<\/a> in 2022, and Mr. Kishida \u2014 to restore and expand the alliance while also developing stronger bonds with other partners in Asia to counter China\u2019s rising power.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last summer, Mr. Biden hosted Mr. Kishida and his South Korean counterpart, Yoon Suk Yeol, at the president\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/18\/us\/politics\/biden-japan-south-korea-sum.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">first meeting with foreign leaders at Camp David<\/a>. This week, Mr. Biden and Mr. Kishida will meet with <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/search?query=President+Ferdinand+Marcos+Jr.\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">President Ferdinand Marcos Jr.<\/a> of the Philippines in the first trilateral session between leaders of those three countries.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In an interview with foreign media outlets on Friday, Mr. Kishida said high-level talks between multiple partners were crucial given the \u201cvery complex and challenging security environment.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cJapan believes that it is important for peace and stability in the region to cooperate with the Philippines and other like-minded countries while maintaining the Japan-U.S. alliance as a cornerstone,\u201d Mr. Kishida said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">China, which has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/23\/world\/asia\/china-sea-philippines-us.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">militarized<\/a> islands in the South China Sea, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/23\/world\/asia\/china-sea-philippines-us.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">clashed repeatedly<\/a> with Philippine boats and pursued a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/24\/world\/asia\/china-taiwan-ships.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">strategy of squeezing Taiwan<\/a>, has stopped short of a major confrontation that could draw in the United States and, by extension, Japan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden hopes to consolidate a binding network of Pacific countries to deter Chinese aggression at a time when the United States is already entangled with wars in Ukraine and Gaza.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe U.S. is obviously running thin in resources and diplomatic capital,\u201d said Mireya Sol\u00eds, author of \u201c<a class=\"css-yywogo\" href=\"https:\/\/www.brookings.edu\/books\/japans-quiet-leadership\/\" title=\"\" rel=\"noopener\" target=\"_blank\">Japan\u2019s Quiet Leadership: Reshaping the Indo-Pacific<\/a>.\u201d \u201cThere is a desire to make sure that the alliance is fit for purpose\u201d if there is a conflict in Asia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For its part, Japan has made bold changes in defense policy after years of nominal pacifism, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/12\/16\/world\/asia\/japan-national-security-strategy.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">doubling the amount earmarked for military spending<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/13\/world\/asia\/japan-military.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">acquiring Tomahawk missiles<\/a> from the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Late last year, Japan shifted postwar policies that restricted the export of weapons and agreed to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/21\/world\/asia\/japan-postwar-missile-defense-sales.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">sell American-designed Patriot missiles<\/a> made in Japan to the U.S. government.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">This week in Washington, Mr. Biden and Mr. Kishida are expected to discuss the formation of a joint defense council that would explore further exports, including additional Japanese-produced Patriots, cruise missiles and trainer jets used by fighter pilots, according to a senior American government official who requested anonymity to speak about details of the meeting. Japan could also cooperate with the United States to help repair American Navy ships so they do not have to leave the region for maintenance.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Beyond defense, an economic component to Mr. Kishida\u2019s visit \u2014 an expected trip to a Toyota <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/08\/31\/business\/energy-environment\/toyota-battery-plant-north-carolina.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">battery plant<\/a> for electric vehicles in North Carolina \u2014 may also be intended to offer a public reminder of Japan\u2019s investments in the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Such reminders may be aimed particularly at Mr. Trump: In 2019, during a Group of 20 summit in Osaka, Japan, Mr. Abe gave the president a <a class=\"css-yywogo\" href=\"https:\/\/x.com\/peterbakernyt\/status\/1144414525526958080?s=20\" title=\"\" rel=\"noopener\" target=\"_blank\">one-page, colorful map<\/a> that showed American investments by companies based in Japan, the largest foreign direct investor in the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Without explicitly mentioning it, Japan may also be trying to exert pressure on the Biden administration to allow Nippon Steel, a Japanese corporation, to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/07\/us\/politics\/us-steel-japan-acquisition-biden.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">acquire U.S. Steel<\/a>, the struggling manufacturer based in Pittsburgh.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe contrast between an administration raising national security concerns about a Japanese steel company buying an American steel company at the same time you\u2019re trying to raise military industrial cooperation \u2014 the messaging is a little messy,\u201d said Mr. Harris, the Japan analyst.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">If the deal does not go through, it could complicate business ties between the two countries, said Wendy Cutler, vice president of the Asia Society Policy Institute and a former U.S. trade representative in Asia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe question is whether going forward this leaves a chilling effect in the eyes of other Japanese investors or, frankly, investors from other allies and partners,\u201d Ms. Cutler said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Rahm Emanuel, the U.S. ambassador to Japan, said the alliance between the two countries \u201cruns a lot deeper and is a lot stronger and has a lot more strategic alignment than a single commercial deal.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">With Congress stalled over <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/01\/us\/politics\/mike-johnson-ukraine-aid.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">extending American military assistance to Ukraine<\/a>, Mr. Kishida\u2019s aides declined to say whether the prime minister would invoke Japan\u2019s support for Ukraine during his speech to American lawmakers this week.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But in the interview on Friday, Mr. Kishida said he would like to \u201cexpress and acknowledge with President Biden the importance of continued efforts to achieve a just and lasting peace in Ukraine through unity among the G7 and other like-minded countries.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As for the ceremonial parts of the visit, no word yet on whether the prime minister will follow his South Korean counterpart by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/04\/26\/us\/politics\/biden-state-dinner-south-korea.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">crooning an iconic American song<\/a> at the state dinner on Wednesday.<\/p>\n<p class=\"css-798hid etfikam0\">Kiuko Notoya contributed
