We\u2019ve now had it happen two weeks in a row in college football, shaking up the rankings.<\/p>\n<p>Last week, <a class=\"ath_autolink\" data-id=\"178\" href=\"https:\/\/theathletic.com\/college-football\/team\/oklahoma-sooners-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Oklahoma<\/a> beat <a class=\"ath_autolink\" data-id=\"182\" href=\"https:\/\/theathletic.com\/college-football\/team\/texas-longhorns-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Texas<\/a> with a touchdown in the final seconds. This week, <a class=\"ath_autolink\" data-id=\"244\" href=\"https:\/\/theathletic.com\/college-football\/team\/washington-huskies-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Washington<\/a> beat <a class=\"ath_autolink\" data-id=\"243\" href=\"https:\/\/theathletic.com\/college-football\/team\/oregon-ducks-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Oregon<\/a> with a late fourth-down stop, a touchdown and a missed Ducks field goal as time expired. We knew Washington looked like world-beaters up to this point. The Huskies just hadn\u2019t played anyone notable. Placed in one of the biggest games of the year, <a href=\"https:\/\/theathletic.com\/4962869\/2023\/10\/14\/washington-football-oregon-playoff\/\" target=\"_blank\" rel=\"noopener nofollow\">Washington and Michael Penix Jr. delivered.<\/a> As a result of the 36-33 win, Washington takes the top spot in this week\u2019s Athletic 133.<\/p>\n<p>Penix took control of the Heisman Trophy race with his performance and a seemingly never-ending supply of good wide receivers. The Huskies aren\u2019t perfect, but they game-planned well with a banged-up offensive line, and the defense got the stops when they needed them, keeping Oregon to 0-for-3 on fourth downs.<\/p>\n<p>It\u2019s a top-three win for any team this season, also up there with Texas beating <a class=\"ath_autolink\" data-id=\"263\" href=\"https:\/\/theathletic.com\/college-football\/team\/alabama-crimson-tide-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Alabama<\/a> on the road and Oklahoma beating Texas on a neutral site. That Oregon win, coupled with the strong play otherwise (including a win at Arizona that looks a lot better recently), moves <a href=\"https:\/\/theathletic.com\/4967746\/2023\/10\/16\/heisman-trophy-odds-penix\/\" target=\"_blank\" rel=\"noopener nofollow\">Washington<\/a> to No. 1 for now. But we\u2019ve got a lot more top-10 matchups coming this year.<\/p>\n<p>Here is this week\u2019s Athletic 133.<\/p>\n<h2><strong>1-10<\/strong><\/h2>\n<p>Other than Washington\u2019s move up to No. 1, the only other changes in here include <a class=\"ath_autolink\" data-id=\"192\" href=\"https:\/\/theathletic.com\/college-football\/team\/michigan-wolverines-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Michigan<\/a> hopping past <a class=\"ath_autolink\" data-id=\"193\" href=\"https:\/\/theathletic.com\/college-football\/team\/penn-state-nittany-lions-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Penn State<\/a> to No. 7 and <a class=\"ath_autolink\" data-id=\"174\" href=\"https:\/\/theathletic.com\/college-football\/team\/north-carolina-tar-heels-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">North Carolina<\/a> sliding into No. 10 after taking care of <a class=\"ath_autolink\" data-id=\"176\" href=\"https:\/\/theathletic.com\/college-football\/team\/miami-hurricanes-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Miami<\/a>. On the Michigan point, the Wolverines leap the Nittany Lions because their <a class=\"ath_autolink\" data-id=\"194\" href=\"https:\/\/theathletic.com\/college-football\/team\/rutgers-scarlet-knights-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Rutgers<\/a> win is now essentially equal to Penn State\u2019s <a class=\"ath_autolink\" data-id=\"180\" href=\"https:\/\/theathletic.com\/college-football\/team\/west-virginia-mountaineers-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">West Virginia<\/a> win (though neither is very notable), and Michigan has been so dominant otherwise. As I say every week, Michigan looks extremely good. The Wolverines just don\u2019t play <em>anyone<\/em> notable until Penn State on Nov. 11. If they win that game, they\u2019ll rocket up near the very top, just like Washington did. As for the comparison to <a class=\"ath_autolink\" data-id=\"259\" href=\"https:\/\/theathletic.com\/college-football\/team\/georgia-bulldogs-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Georgia<\/a>, the Bulldogs have a blowout top-30 win against <a class=\"ath_autolink\" data-id=\"256\" href=\"https:\/\/theathletic.com\/college-football\/team\/kentucky-wildcats-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Kentucky<\/a>. While the Ducks played well and nearly beat Washington on the road, they don\u2019t have a notable win to justify a top-10 spot at the moment, unlike Texas. <a class=\"ath_autolink\" data-id=\"246\" href=\"https:\/\/theathletic.com\/college-football\/team\/oregon-state-beavers-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Oregon State<\/a> sits just behind at No. 12 after a 36-24 win against <a class=\"ath_autolink\" data-id=\"250\" href=\"https:\/\/theathletic.com\/college-football\/team\/ucla-bruins-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">UCLA<\/a>. <a class=\"ath_autolink\" data-id=\"164\" href=\"https:\/\/theathletic.com\/college-football\/team\/louisville-cardinals-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Louisville<\/a> was the most difficult team to place this week. The Cardinals lost to <a class=\"ath_autolink\" data-id=\"173\" href=\"https:\/\/theathletic.com\/college-football\/team\/pittsburgh-panthers-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Pitt<\/a> 38-21 but remain at No. 13 because their lopsided win against <a class=\"ath_autolink\" data-id=\"216\" href=\"https:\/\/theathletic.com\/college-football\/team\/notre-dame-fighting-irish-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Notre Dame<\/a> last week looks much better after the Fighting Irish beat <a class=\"ath_autolink\" data-id=\"252\" href=\"https:\/\/theathletic.com\/college-football\/team\/usc-trojans-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">USC<\/a>. I can\u2019t yet justify putting a two-loss Notre Dame ahead of Louisville after what we <em>just<\/em> saw last week, so they remain in place for now. It\u2019s always natural to move teams each week after a win or loss, but previous games matter, too.<\/p>\n<p>After a bunch of losses from the bottom of this group, a handful of Group of 5 teams slide into the top 25, including <a class=\"ath_autolink\" data-id=\"236\" href=\"https:\/\/theathletic.com\/college-football\/team\/air-force-falcons-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Air Force<\/a> (No. 21), <a class=\"ath_autolink\" data-id=\"159\" href=\"https:\/\/theathletic.com\/college-football\/team\/tulane-green-wave-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Tulane<\/a> (No. 23) and James Madison (No. 24). The Falcons and Dukes are undefeated, while Tulane beat <a class=\"ath_autolink\" data-id=\"162\" href=\"https:\/\/theathletic.com\/college-football\/team\/memphis-tigers-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Memphis<\/a> on the road. <a class=\"ath_autolink\" data-id=\"201\" href=\"https:\/\/theathletic.com\/college-football\/team\/iowa-hawkeyes-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Iowa<\/a> also jumps up to No. 22 after beating <a class=\"ath_autolink\" data-id=\"197\" href=\"https:\/\/theathletic.com\/college-football\/team\/wisconsin-badgers-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Wisconsin<\/a> on the road to move to 6-1. Avert your eyes \u2014 but it&#8217;s possible<\/p>\n<\/div>\n<\/div>\n<p><\/a><\/p>\n<h2><strong>26-50<\/strong><\/h2>\n<p>Kentucky, <a class=\"ath_autolink\" data-id=\"258\" href=\"https:\/\/theathletic.com\/college-football\/team\/florida-gators-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Florida<\/a> and <a class=\"ath_autolink\" data-id=\"257\" href=\"https:\/\/theathletic.com\/college-football\/team\/tennessee-volunteers-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Tennessee<\/a> were also very difficult to place, just outside the top 25. They all have similar records, but Kentucky walloped Florida, which beat Tennessee. I wanted to put Florida and Tennessee in the top 25 after Kentucky lost to <a class=\"ath_autolink\" data-id=\"261\" href=\"https:\/\/theathletic.com\/college-football\/team\/missouri-tigers-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Missouri<\/a>, but I can\u2019t do it quite yet because of that Kentucky-Florida result.<\/p>\n<p><a class=\"ath_autolink\" data-id=\"253\" href=\"https:\/\/theathletic.com\/college-football\/team\/arizona-wildcats-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Arizona<\/a> makes another big leap up to No. 30 after finally getting a breakthrough win, destroying <a class=\"ath_autolink\" data-id=\"247\" href=\"https:\/\/theathletic.com\/college-football\/team\/washington-state-cougars-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Washington State<\/a> 44-6 one week after taking USC to overtime and losing to Washington by just seven before that. Quarterback <a class=\"ath_autolink\" data-id=\"Przc6eKf74OTEp3i\" href=\"https:\/\/theathletic.com\/college-football\/player\/noah-fifita-Przc6eKf74OTEp3i\/\" target=\"_blank\" rel=\"noopener nofollow\">Noah Fifita<\/a> (342 passing yards) has changed the trajectory for the Wildcats. <a class=\"ath_autolink\" data-id=\"186\" href=\"https:\/\/theathletic.com\/college-football\/team\/oklahoma-state-cowboys-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Oklahoma State<\/a> similarly makes a big jump to No. 36 thanks to a quarterback decision (<a class=\"ath_autolink\" data-id=\"Lz5D20obZj9rFwzQ\" href=\"https:\/\/theathletic.com\/college-football\/player\/alan-bowman-Lz5D20obZj9rFwzQ\/\" target=\"_blank\" rel=\"noopener nofollow\">Alan Bowman<\/a>) that has fixed things, with consecutive wins against <a class=\"ath_autolink\" data-id=\"185\" href=\"https:\/\/theathletic.com\/college-football\/team\/kansas-state-wildcats-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Kansas State<\/a> last week and <a class=\"ath_autolink\" data-id=\"179\" href=\"https:\/\/theathletic.com\/college-football\/team\/kansas-jayhawks-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Kansas<\/a> this week. Since playing Alabama close and winning the next two games, the <a class=\"ath_autolink\" data-id=\"221\" href=\"https:\/\/theathletic.com\/college-football\/team\/buffalo-bulls-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Bulls<\/a> have lost to UAB and FAU convincingly in the last two weeks and have tumbled to No. 93. Army continues to struggle, getting shut out by Troy and dropping to No. 95. <a class=\"ath_autolink\" data-id=\"227\" href=\"https:\/\/theathletic.com\/college-football\/team\/central-michigan-chippewas-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Central Michigan<\/a> (No. 94) is a tough team to play, beating <a class=\"ath_autolink\" data-id=\"276\" href=\"https:\/\/theathletic.com\/college-football\/team\/south-alabama-jaguars-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">South Alabama<\/a> but losing to Buffalo and holding on to beat <a class=\"ath_autolink\" data-id=\"219\" href=\"https:\/\/theathletic.com\/college-football\/team\/akron-zips-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Akron<\/a> 17-10 this week.<\/p>\n<h2><strong>101-133<\/strong><\/h2>\n<p>No. 101 <a class=\"ath_autolink\" data-id=\"228\" href=\"https:\/\/theathletic.com\/college-football\/team\/northern-illinois-huskies-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Northern Illinois<\/a> has wins against <a class=\"ath_autolink\" data-id=\"170\" href=\"https:\/\/theathletic.com\/college-football\/team\/boston-college-eagles-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Boston College<\/a> and now Ohio to go with losses against FCS Southern Illinois and <a class=\"ath_autolink\" data-id=\"160\" href=\"https:\/\/theathletic.com\/college-football\/team\/tulsa-golden-hurricane-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">Tulsa<\/a>. But over the last three weeks, the Huskies seem to have turned things around. Keep an eye on them. Sam Houston, still looking for its first win as an FBS program, fell behind quickly to <a class=\"ath_autolink\" data-id=\"270\" href=\"https:\/\/theathletic.com\/college-football\/team\/new-mexico-state-aggies-college-football\/\" target=\"_blank\" rel=\"noopener nofollow\">New Mexico State<\/a> and tumbles down to No. 132.
