Since 2018, at least <a class=\"css-yywogo\" href=\"https:\/\/missingmigrants.iom.int\/region\/europe?region_incident=All&amp;route=3896&amp;year%5B%5D=2503&amp;year%5B%5D=2502&amp;year%5B%5D=2501&amp;year%5B%5D=2500&amp;year%5B%5D=10121&amp;year%5B%5D=11681&amp;incident_date%5Bmin%5D=&amp;incident_date%5Bmax%5D=\" title=\"\" rel=\"noopener\" target=\"_blank\">72 people<\/a> have drowned in the Channel while attempting crossings, according to the International Organization for Migration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He fled Iran, he said, because police officers came to his home last year threatening to arrest him <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/08\/world\/middleeast\/iran-protest-mahsa-amini-un-report.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">after he took part in anti-government protests<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mohsen, who asked to be identified only by his first name over concerns that having his full name published could affect his asylum claim, said he was willing to risk drowning for the chance of a new life in Britain. And he boarded the boat even though he knew about the British government\u2019s plan to deport some asylum seekers to the central African country of Rwanda, which was first announced <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/04\/14\/world\/europe\/uk-rwanda-asylum-seekers.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">in 2022<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat can I do? What other option did I have?\u201d he said. \u201cHonestly, I am worried, especially after Monday. Every day, the rules seem to change.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Monday, Britain\u2019s Conservative government <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/22\/world\/europe\/uk-rwanda-deportation-bill-migrants.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">passed<\/a> a contentious law intended to clear the way for deportation flights to Rwanda to begin in the summer despite an earlier ruling by Britain\u2019s Supreme Court that deemed the country <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/15\/world\/europe\/uk-rwanda-deportation-supreme-court.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">unsafe for refugees<\/a>. For months, the House of Lords, the upper chamber of parliament, tried unsuccessfully <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/20\/world\/europe\/uk-house-of-lords-sunak-rwanda.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">to amend the bill<\/a>, with a former Conservative chancellor <a class=\"css-yywogo\" href=\"https:\/\/hansard.parliament.uk\/Lords\/2024-02-14\/debates\/DF3D4002-2381-4691-8E89-54B4F3D90DD2\/details#contribution-5AD38367-CFE8-4ACD-A339-33EB73AC2AAA\" title=\"\" rel=\"noopener\" target=\"_blank\">saying<\/a> that ignoring the country\u2019s highest court set \u201can extremely dangerous precedent.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Under the plan, some asylum seekers will have their claims heard in Rwanda, and, even if approved, they would be resettled there and not allowed to live in Britain. Anyone who arrived in Britain after Jan. 1, 2022, and traveled by dangerous means, like small boats or covertly in trucks, or came via a \u201csafe third country,\u201d could be sent to Rwanda, <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/publications\/inadmissibility-third-country-cases\" title=\"\" rel=\"noopener\" target=\"_blank\">according to government guidance<\/a>. The law and other recent government policies mean there are now <a class=\"css-yywogo\" href=\"https:\/\/migrationobservatory.ox.ac.uk\/resources\/commentaries\/uk-policies-to-deter-people-from-claiming-asylum\/\" title=\"\" rel=\"noopener\" target=\"_blank\">very few ways to claim asylum<\/a> in Britain, with some exceptions including for Ukrainians and people from Hong Kong.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Charities and rights groups that support asylum seekers say many have expressed concern about Rwanda\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/10\/09\/world\/africa\/migration-crisis-rwanda.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">troubled human rights record<\/a> and that fears of being sent away had added to the anxiety of living in limbo for months or even years.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Habibullah, 28, arrived by boat last year after fleeing Afghanistan when the Taliban took control and, he said, killed his father and brother. He asked that only his first name be used because of security concerns.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cIf I go to Afghanistan I will be dead,\u201d he said, but added that the prospect of going to Rwanda felt almost as daunting. He said he had been seeing a doctor for depression since receiving a letter from the British government last June informing him that he could be deported.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He said his route from Afghanistan took him through Iran, Bulgaria, Austria, Switzerland and France, and he sometimes went without food. After all that hardship, he said, he couldn\u2019t bear to be sent away.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI came to the U.K. for the U.K.,\u201d he said, sitting in the harshly lit cafeteria of a South London hotel where he and other asylum seekers are being housed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">One of the hotel\u2019s residents said she had survived rape and torture in Botswana. Another had fled the Syrian civil war. They all said they feared ending up in Rwanda.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Marvin George Bamwite, 27, said he left his home in Uganda, which neighbors Rwanda and has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/03\/world\/africa\/uganda-anti-gay-law.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">draconian anti-gay laws,<\/a> after his family found out that he was gay and condemned him.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cTo other people, Rwanda might be safe, but not for everybody,\u201d he said. \u201cNot gay people. Rwanda is not safe for us.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Rwanda has transformed since its <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/07\/world\/africa\/rwanda-genocide-thirty-years.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">devastating genocide of 1994<\/a>. It has become prosperous, but the government has also been accused of repression and human rights abuses. While being gay is not illegal in Rwanda, it is often stigmatized, and Human Rights Watch has documented <a class=\"css-yywogo\" href=\"https:\/\/www.hrw.org\/news\/2021\/09\/27\/rwanda-round-ups-linked-commonwealth-meeting]\" title=\"\" rel=\"noopener\" target=\"_blank\">arbitrary detentions in the L.G.B.T.Q. community<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Britain\u2019s Supreme Court declared the Rwanda policy unlawful in November. It found that there were substantial grounds for believing asylum seekers sent there would face a real risk of ill-treatment as a result of \u201crefoulement\u201d \u2014 meaning that refugees could be returned to their countries of origin and face potential violence or ill treatment, in violation of both British and international law.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The new law aims to override the court\u2019s ruling by declaring Rwanda safe, and instructing judges and immigration officials to treat it as such, a maneuver that lawyers in the House of Lords called a \u201c<a class=\"css-yywogo\" href=\"https:\/\/www.lrb.co.uk\/blog\/2024\/april\/legal-fiction#:~:text='The%20Rwanda%20bill%20is%20a,who%20make%20it%2C%20asses.'\" title=\"\" rel=\"noopener\" target=\"_blank\">legal fiction.<\/a>\u201d On Monday, Prime Minister Rishi Sunak said the government would immediately begin detaining asylum seekers, with the first deportation flights scheduled for late June or early July. Legal challenges are expected, however, and they could prevent the flights from taking off.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The government\u2019s policy rests on the theory that asylum seekers would reconsider traveling to Britain if they believed they would end up in Rwanda. But that remains to be seen. At least in the months since Mr. Sunak said he would continue to push for the plan, boat arrivals continued.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Hours after the policy was passed, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/23\/world\/europe\/france-uk-migrant-deaths-english-channel.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">five people, including a child<\/a>, who had been aboard an overcrowded rubber boat, died during an attempt to cross from France. Mr. Sunak said the deaths underscored the need for the Rwanda plan.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is what tragically happens when they push people out to sea,\u201d he said, referring to human smugglers as he spoke to journalists on Tuesday. \u201cThat\u2019s why, for matter of compassion more than anything else, we must actually break this business model and end this unfairness of people coming to our country illegally.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While several asylum seekers who spoke to The New York Times said they would still have tried to come despite the Rwanda policy, Mr. Bamwite said he thought it might work as a deterrent for at least some would-be African asylum seekers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cNobody would come to U.K. to be taken back to Africa,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">According to the most recent British government data, <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/statistics\/immigration-system-statistics-year-ending-december-2023\/summary-of-latest-statistics\" title=\"\" rel=\"noopener\" target=\"_blank\">as of December 2023<\/a>, about 95,252 asylum cases were waiting for an initial decision.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some, like Mohammed Al Muhandes, 53, have lingered in hotels, barred from working and reliant on government support.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Muhandes, who fled Yemen after threats against his life amid the country\u2019s civil war, requested asylum in Britain in July 2023 and has spent months in a hotel in Leeds in the north of England. \u201cThis tunnel is dark, and there is no light at the end,\u201d he said. \u201cYou are just waiting for someone to come and have the light shine in.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Because of a lack of clarity about whom the Rwanda plan may apply to, a climate of fear has permeated the hotels, shared houses and other places where many asylum seekers await answers on their cases.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt feels very terrible, honestly,\u201d said Reza Khademi, 24, who is living in Bradford, in northern England. Mr. Khademi arrived in August 2023 from Iran after police officers there came to his door threatening to arrest him over his participation in anti-government protests and his critical posts on social media.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI didn\u2019t want to leave. I had a job, a family, a house, a car,\u201d Mr. Khademi said. \u201cHere, I\u2019ve started from zero.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He said his mother and father called him crying when they heard about the latest legislation. Because of how he traveled \u2014 by plane and without stopping in a \u201csafe\u201d third country \u2014 the law may not apply to him.
