{"id":27723,"date":"2024-04-28T18:31:53","date_gmt":"2024-04-28T22:31:53","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/with-israel-poised-to-invade-rafah-negotiators-try-again-for-cease-fire-deal\/28\/04\/2024\/"},"modified":"2024-04-28T18:31:53","modified_gmt":"2024-04-28T22:31:53","slug":"with-israel-poised-to-invade-rafah-negotiators-try-again-for-cease-fire-deal","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/with-israel-poised-to-invade-rafah-negotiators-try-again-for-cease-fire-deal\/28\/04\/2024\/","title":{"rendered":"With Israel Poised to Invade Rafah, Negotiators Try Again for Cease-Fire Deal"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">As international diplomats converged in the Middle East on Sunday seeking a cease-fire in the Gaza Strip, Israel wrestled with whether to go forward with a ground invasion of Rafah, Hamas\u2019s last bastion in the enclave, according to Israeli officials and analysts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Israeli officials have said repeatedly that they plan to move into Rafah, but over the weekend, they made clear they were open to holding off if it meant they could secure the release of Israeli hostages taken when Hamas attacked Israel on Oct. 7.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Benny Gantz, a member of the Israeli war cabinet, said Sunday that while \u201centering Rafah is important for the long battle against Hamas,\u201d freeing the remaining hostages, whose number is estimated at about 100, \u201cis urgent and much more important.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As Secretary of State Antony J. Blinken headed for Saudi Arabia on Sunday to meet with officials from a half-dozen Arab nations, an American official said Mr. Blinken\u2019s top priority was a cease-fire deal that would include the release of all hostages.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt would allow for all those hostages to get out,\u201d John Kirby, the U.S. national security spokesman, said on the <a class=\"css-yywogo\" href=\"https:\/\/abcnews.go.com\/ThisWeek\/video\/hamas-hostage-deal-table-john-kirby-109726217\" title=\"\" rel=\"noopener\" target=\"_blank\">ABC News program \u201cThis Week.\u201d<\/a> \u201cAnd to, of course, allow for easier aid access in places in Gaza, particularly in the north. So he\u2019s going to be working at that very, very hard.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Israel has been under intense international pressure \u2014 including from the United States \u2014 not to invade Rafah, in Gaza\u2019s south, where more than a million Palestinians have fled the war and are already living in dire conditions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Sunday, that pressure appeared to be growing.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Israeli officials increasingly believe that the International Criminal Court is preparing to issue arrest warrants for senior government officials on charges related to the conflict with Hamas, according to five Israeli and foreign officials. The Israeli and foreign officials also believe the court is weighing arrest warrants for leaders from Hamas.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Sunday, hours after Mr. Blinken left on his trip, President Biden spoke again with Benjamin Netanyahu, the Israeli prime minister, about the cease-fire talks. \u201cThe leaders discussed Rafah, and the president reiterated his clear position,\u201d the White House said in a statement about the phone call.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The call came three weeks after Mr. Biden told Mr. Netanyahu that he would <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/04\/world\/middleeast\/biden-netanyahu-call-israel.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">rethink American support<\/a> for the military campaign in Gaza if Israel did not do more to limit civilian casualties and improve the flow of desperately needed food and other supplies into the battered enclave. Humanitarian aid to Gaza has increased substantially since then, although U.S. officials acknowledge that much more is needed.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Israeli military has already started <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/04\/24\/world\/israel-gaza-war-hamas\/israel-says-it-is-deploying-two-more-brigades-to-gaza?smid=url-share\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">calling up reserve soldiers<\/a> for a potential Rafah operation, and an Israeli official said its military could start evacuating civilians by the end of the month. But the official said that an evacuation could take weeks, and that Israel was also using the threat of an imminent military maneuver to press Hamas into a hostage deal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Another Israeli official said the government was conveying the message that Israel would not wait much longer for an agreement and that if Hamas wanted to stave off an assault on Rafah, it needed to release hostages. Both officials spoke on the condition of anonymity to discuss confidential matters.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In recent weeks, as the death toll in Gaza has climbed, negotiations on a cease-fire have appeared stalled. About 1,200 people were killed in the Hamas-led attack on Israel in October. Health officials in Gaza now put the death toll there at more than 34,000.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On his trip to the Middle East, Mr. Blinken is expected to meet with, among others, officials from Egypt and Qatar. Those countries have served as intermediaries with Hamas in the cease-fire and hostage talks. Mr. Blinken will attend a three-day meeting of the World Economic Forum, and possibly meet with Crown Prince Mohammed bin Salman to discuss the war. He is then planning to travel to Jordan and Israel.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Egypt \u2014 which is particularly concerned about an invasion of Rafah since the city borders its territory \u2014 has been consulting with Israel and is pushing a proposal for a two-phase hostage deal, one of the Israeli officials said on Sunday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That proposal, according to the Israeli official, involves an initial \u201chumanitarian\u201d deal for Hamas to release the most vulnerable hostages \u2014 women, children, the physically and mentally ill and the elderly \u2014 in return for a temporary cease-fire and the release of Palestinian prisoners held by Israel.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After that initial phase, the official said, negotiations could begin for a second phase in which all remaining hostages would be returned in exchange for an end to the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There was no immediate comment from Hamas, Qatar or Egypt about the proposal\u2019s details. But Hamas and the Qatari mediators appear increasingly to be trying to engage the Israeli public directly, perhaps to increase pressure on the government for a deal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In recent days, Hamas released two <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/04\/27\/world\/israel-gaza-war-hamas\/hamas-israel-hostages-video?smid=url-share\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">propaganda videos<\/a> featuring three of the hostages. And in rare interviews this weekend with two Israeli news media outlets, a spokesman for Qatar\u2019s foreign ministry blamed both Israel and Hamas for the months of deadlock in the talks.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe were hoping to see much more flexibility,\u201d the spokesman, Majed al-Ansari, <a class=\"css-yywogo\" href=\"https:\/\/www.haaretz.com\/israel-news\/2024-04-27\/ty-article\/.premium\/every-time-were-close-to-a-deal-both-sides-sabotage-it-top-qatari-official-to-haaretz\/0000018f-1f94-d1f3-afcf-3ff5ab730000\" title=\"\" rel=\"noopener\" target=\"_blank\">told<\/a> Haaretz, \u201cmuch more seriousness, much more commitment on both sides, all through the process, from Day 1.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For Israel, analysts say, the Rafah calculus is complicated.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWithout going into Rafah, it seems like nothing has been accomplished,\u201d said Nachman Shai, a former Israeli government minister and military spokesman.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After six months of war, Hamas\u2019s leadership is still mostly intact, he said, even if the majority of its battalions have been dismantled or degraded.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A ground invasion of Rafah could have unpredictable results, however.
