Aid Official Says"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The leader of the World Food Program said that parts of the Gaza Strip are experiencing a \u201cfull-blown famine\u201d that is spreading across the territory after almost seven months of war that have made delivering aid extremely challenging.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere is famine \u2014 full-blown famine in the north, and it\u2019s moving its way south,\u201d Cindy McCain, the program\u2019s director, said in excerpts released late Friday of <a class=\"css-yywogo\" href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/world-food-programme-director-cindy-mccain-gaza-full-blown-famine-rcna150644\" title=\"\" rel=\"noopener\" target=\"_blank\">an interview with \u201cMeet The Press<\/a>.\u201d <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. McCain is the second high-profile American leading a U.S. government or U.N. aid effort who has said that there is famine in northern Gaza, although her remarks do not constitute an official declaration, which is <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/03\/world\/middleeast\/gaza-famine-hunger-un.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">a complex bureaucratic process.<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">She did not explain why an official famine declaration has not been made. But she said her assessment was \u201cbased on what we have seen and what we have experienced on the ground.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The hunger crisis is most severe in the strip\u2019s northern section, a largely lawless and gang ridden area where the Israeli military exercises little or no control. In recent weeks, after Israel faced mounting global pressure to improve dire conditions there, more aid has flowed into the devastated area.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On the diplomatic front, negotiations resumed in Cairo on Saturday aimed at reaching a cease-fire and an agreement to release Israeli hostages and Palestinian prisoners. A delegation of Hamas leaders traveled to the Egyptian capital, the Palestinian armed group said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Over the past few days, Israel and mediators in the talks \u2014 Egypt, Qatar and the United States \u2014 have awaited Hamas\u2019s response to the latest cease-fire proposal, with Hamas signaling that it was open to discussing the Israeli-approved offer. On Friday, Secretary of State Antony J. Blinken said U.S. officials were waiting to see if Hamas \u201ccan take \u2018yes\u2019 for an answer on the cease-fire and the release of hostages.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe only thing standing between the people of Gaza and a cease-fire is Hamas,\u201d Mr. Blinken said at the McCain Institute in Arizona. \u201cSo we look to see what they will do.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Husam Badran, a senior Hamas official, said in a text message that the group\u2019s representatives came to Cairo \u201cwith great positivity\u201d toward the proposed deal. \u201cIf there is no agreement, it will be because of Netanyahu alone,\u201d he said, referring to Benjamin Netanyahu, the Israeli prime minister.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">For weeks, Mr. Netanyahu has vowed that Israeli forces will invade Rafah, where many of Hamas\u2019s remaining military forces are believed to be arrayed alongside some of its leaders. The plan has prompted widespread criticism, including from the Biden administration, fueled by concern for the safety of more than a million displaced Gazans sheltering there.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">As of Saturday, Israel had not dispatched a delegation to Cairo to engage in indirect negotiations with the Hamas officials, as Israeli officials had done in previous rounds of talks, according to two Israeli officials who, following diplomatic protocol, spoke on the condition of anonymity.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Even if Hamas announced in Cairo that it had accepted the proposed deal, a truce was unlikely to be imminent, one of the Israeli officials said. Hamas\u2019s approval would be followed by intensive negotiations to hash out the finer details of a cease-fire, and such talks are likely to be protracted and difficult, the official added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. McCain said a cease-fire could help ease conditions in Gaza.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt is horror,\u201d she said on \u201cMeet the Press.\u201d \u201cIt is so hard to look at, and it is so hard to hear, also. I am so hoping we can get a cease-fire and begin to feed these people, especially in the north, in a much faster fashion.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The first American official to say there was famine in Gaza during the conflict was Samantha Power, the director of the U.S. Agency for International Development, who made her remarks in <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/04\/11\/world\/israel-gaza-war-news-hamas\/power-cites-credible-assessments-that-famine-has-begun-in-northern-gaza?smid=url-share\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">congressional testimony last month.<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. McCain, the widow of Senator John McCain, was appointed by President Biden as the American ambassador to the U.N. Agencies for Food and Agriculture in 2021 and became head of the World Food Program, a U.N. agency, last year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">An official declaration of famine is made by a United Nations agency, the <a class=\"css-yywogo\" href=\"https:\/\/www.ipcinfo.org\/ipcinfo-website\/ipc-overview-and-classification-system\/en\/\" title=\"\" rel=\"noopener\" target=\"_blank\">Integrated Food Security Phase Classification<\/a>, and the government of the country where the famine is taking place. <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/03\/world\/middleeast\/gaza-famine-hunger-un.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">It is unclear what local authority<\/a> might have the power to do that in Gaza. Declarations, which are <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/12\/13\/world\/africa\/somalia-famine.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">based on measured rates of hunger, malnutrition and death over short periods<\/a>, are rare. But for aid groups, a famine elevates one crisis above competing disasters and helps them raise money to respond.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Gaza has been gripped by what experts have called a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/11\/world\/middleeast\/gaza-famine-hunger-crisis.html?smid=url-share\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">severe human-made hunger crisis<\/a>. Israel\u2019s bombardment and restrictions in the territory have made delivering aid very difficult. The amount of aid entering Gaza has increased recently, but aid groups say it is far from adequate.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">For the first three weeks of the war, Israel maintained what it called a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/09\/world\/middleeast\/israel-gaza-siege-hamas.html?smid=url-share\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">\u201ccomplete siege\u201d<\/a> of Gaza, with Defense Minister Yoav Gallant saying that \u201cno electricity, no food, no water, no fuel\u201d would be allowed into the territory. The Israeli military also <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2023\/12\/12\/world\/middleeast\/gaza-strip-satellite-images-israel-invasion.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">destroyed Gaza\u2019s port<\/a>, restricted <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/28\/world\/middleeast\/israel-gaza-ceasefire-hamas.html?searchResultPosition=2\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">fishing<\/a> and bombed many of its farms.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Israel eventually loosened the siege but instituted a meticulous inspection process that it says is necessary to ensure that weapons and other supplies do not fall into the hands of Hamas. Aid groups and foreign diplomats have said the inspections <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/11\/world\/middleeast\/israel-gaza-aid-trucks.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">create bottlenecks<\/a>, and have accused Israel of arbitrarily <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/13\/world\/middleeast\/unrwa-gaza-aid-trucks-israel.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">turning away aid<\/a>, including water filters, solar lights and medical kits that contain scissors, for spurious reasons. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Volker T\u00fcrk, the U.N. human rights chief, <a class=\"css-yywogo\" href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2024\/03\/comment-un-high-commissioner-human-rights-volker-turk-risk-famine-gaza\" title=\"\" rel=\"noopener\" target=\"_blank\">said in a statement<\/a> last month that Israel\u2019s policies regarding aid in Gaza <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/04\/world\/middleeast\/israel-gaza-starvation-icc.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">could amount to a war crime.<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Using starvation of civilians as a weapon is a serious violation of international humanitarian law and a war crime under <a class=\"css-yywogo\" href=\"https:\/\/www.icc-cpi.int\/sites\/default\/files\/Publications\/Rome-Statute.pdf\" title=\"\" rel=\"noopener\" target=\"_blank\">the Rome Statute<\/a>, the treaty of the International Criminal Court, or I.C.C.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Israeli and foreign officials told <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/28\/world\/middleeast\/netanyahu-icc-arrest-warrants-israel-hamas.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">The New York Times last week<\/a> that they were worried that the I.C.C. was preparing to issue arrest warrants against senior Israeli officials \u2014 including potentially over accusations that they prevented the delivery of aid to civilians in Gaza. (They also said they believed that the court was considering arrest warrants for Hamas leaders, which could be issued concurrently.)<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Israel has previously vehemently denied placing limits on aid, accusing the United Nations of failing to distribute aid adequately and Hamas of looting supplies. U.S. and U.N. officials have said there is no evidence of that, other than one shipment that Hamas <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/us-calls-out-israel-hamas-after-gaza-aid-shipment-attacked-diverted-2024-05-02\/\" title=\"\" rel=\"noopener\" target=\"_blank\">seized<\/a> earlier this week, which is now being recovered.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">However the issue is resolved, there is little doubt that conditions are still life threatening for many Gazans, particularly children <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/09\/world\/middleeast\/yazan-kafarneh-gaza-starvation.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">suffering from illnesses<\/a> that make them especially vulnerable. As of April 17, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/23\/world\/middleeast\/gaza-famine-starvation-children.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">at least 28 children<\/a> younger than 12 had died of malnutrition or related causes in Gaza hospitals, according to the local health authorities, including a dozen babies under a month old. Officials believe that many more deaths outside hospitals have gone unrecorded.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There have been some <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/04\/world\/middleeast\/biden-netanyahu-call-israel.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">improvements to aid flows<\/a> in recent weeks, and on Wednesday Israel reopened the Erez border crossing, allowing some aid to cross directly into northern Gaza.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Fatma Edaama, a 36-year-old resident of Jabaliya, in northern Gaza, said conditions in her neighborhood were still difficult.
