It was not immediately clear if he would do so, given the sensitivity of the matter.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The policy echoes a practice used by Russia, which has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/04\/world\/europe\/russia-prison-wagner-ukraine.html?pgtype=Article&amp;action=click&amp;module=RelatedLinks\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">committed tens of thousands of convicts<\/a> to the war, allowing it to gain the upper hand in bloody assaults by sheer force of numbers. While Russia has enlisted all manner of prisoners, the Ukrainian bill says that those convicted of premeditated murder, rape or other serious offenses will not be eligible \u2014 although some lawmakers said involuntary manslaughter convictions could be considered.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Olena Shulyak, the leader of President Volodymyr Zelensky\u2019s Servant of the People party, said that the decision to mobilize and parole a prisoner would be made by a court and would require the prisoner\u2019s willingness to join the army.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe only way to survive in an all-out war against an enemy with more resources is to consolidate all forces,\u201d Ms. Shulyak wrote in a post <a class=\"css-yywogo\" href=\"https:\/\/t.me\/Shpylka_Shuliak\/2559\" title=\"\" rel=\"noopener\" target=\"_blank\">on social media<\/a>. \u201cThis draft law is about our struggle and preservation of Ukrainian statehood.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Prisoners serving in the army would be integrated into special units for the duration of martial law, meaning that they would not be demobilized until the end of the war. Ms. Shulyak also told a <a class=\"css-yywogo\" href=\"https:\/\/www.pravda.com.ua\/eng\/news\/2024\/05\/8\/7454810\/\" title=\"\" rel=\"noopener\" target=\"_blank\">Ukrainian news outlet<\/a> that only prisoners with under three years left on their sentences would be eligible.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The bill is the latest in a string of recent efforts \u2014 including a bill signed into law last month that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/03\/world\/europe\/zelensky-ukraine-military-draft-age.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">lowered the draft eligibility age to 25 from 27<\/a> \u2014 by Ukraine\u2019s government to bolster its exhausted and diminished troops.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky said in February that 31,000 Ukrainian soldiers had been killed since Russia\u2019s full-scale invasion began more than two years ago. The figure is well below estimates by U.S. officials, who last summer said that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/18\/us\/politics\/ukraine-russia-war-casualties.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">nearly 70,000 Ukrainians had been killed<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">As the war drags on, Ukraine is struggling to recruit or draft more people into its army. Critics say the official mobilization system has been mired in Soviet-style bureaucracy and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/11\/world\/europe\/ukraine-fires-recruitment-chiefs.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">corruption<\/a>, and cases of draft dodging have multiplied in recent months. Gen. Yurii Sodol, the commander of forces in the east, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/13\/world\/europe\/ukraine-draft-dodgers.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">told Parliament last month<\/a> that in certain sections of the front, Russians outnumber Ukrainians by more than seven to one.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The bill that passed on Wednesday was designed to help solve the troop shortages, according to several lawmakers. David Arakhamia, the head of Mr. Zelensky\u2019s party in Parliament, said that it could result in the mobilization of between 15,000 and 20,000 prisoners, according to <a class=\"css-yywogo\" href=\"https:\/\/www.pravda.com.ua\/news\/2024\/05\/8\/7454825\/\" title=\"\" rel=\"noopener\" target=\"_blank\">Ukrainian news outlets<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Lawmakers overwhelmingly voted in favor: 279 voted to pass it, with 11 abstaining and none voting against it.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe need people in trenches,\u201d Oleksiy Honcharenko, a member of Parliament in the opposition European Solidarity party, said in a phone interview after the vote. \u201cWhy should businessmen and artists fight and not thieves and petty criminals?\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Both the Soviet Union and Germany also drafted prisoners during World War II, according to Thibault Fouillet, the deputy director of the Institute for Strategic and Defense Studies, a French research center.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is a traditional wartime practice, both in major wars and in civil or revolutionary wars,\u201d Mr. Fouillet said. \u201cHowever, these are often temporary measures and operations undertaken when there is a shortage of manpower.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But the decision to let prisoners serve in the Ukrainian Army could prove controversial.
