The Dominican president, Luis Abinader, is going even further, building a <a class=\"css-yywogo\" href=\"https:\/\/cronkitenews.azpbs.org\/2023\/05\/08\/dominican-republic-border-wall-tensions-haitian-immigration\/\" title=\"\" rel=\"noopener\" target=\"_blank\">border wall<\/a> between the two countries that share the Caribbean island of Hispaniola.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As Dominican voters head to the polls on Sunday in a general election, the immigration crackdown, along with an anticorruption drive and growth in tourism, has made Mr. Abinader, who is seeking a second term, the clear front-runner.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The election showcases how the Dominican Republic, with one of Latin America\u2019s best-performing economies, stands apart from other countries in the region, where many leaders who rose to power in the same period as Mr. Abinader are dogged by <a class=\"css-yywogo\" href=\"https:\/\/www.npr.org\/2024\/03\/10\/1233908534\/colombia-leftist-president-gustavo-petro-challenges\" title=\"\" rel=\"noopener\" target=\"_blank\">dismal<\/a> approval <a class=\"css-yywogo\" href=\"https:\/\/www.eldebate.com\/internacional\/20240507\/aprobacion-presidencia-boric-desploma-24-minimo-precedentes-chile_195138.html\" title=\"\" rel=\"noopener\" target=\"_blank\">ratings<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Abinader\u2019s use of contentious restrictions on Haitian migrants also underscores an iron-fisted approach to migration that makes the Dominican Republic something of an outlier in the region.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is definitely not a \u2018change\u2019 election as many others have recently been in Latin America,\u201d said Michael Shifter, a senior fellow at the Inter-American Dialogue, a Washington-based research organization.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Credible <a class=\"css-yywogo\" href=\"https:\/\/www.bloomberglinea.com\/2024\/05\/14\/encuestas-2024-en-republica-dominicana-asi-va-el-camino-hacia-las-elecciones-presidenciales\/\" title=\"\" rel=\"noopener\" target=\"_blank\">polls<\/a> indicate that a solid majority of Dominicans approve of the tenure of Mr. Abinader, 56, a market-friendly former executive in the tourism industry.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He has dominated the race over various rivals including his closest competitor, Leonel Fern\u00e1ndez, a three-time former president, and is within striking distance of a first-round win on Sunday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A runoff will be held if no candidate gets more than 50 percent of the vote. Many in the large Dominican diaspora are allowed to cast ballots in the election, with more than 600,000 eligible voters in the United States and more than 100,000 in Spain.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Much of Mr. Abinader\u2019s support is owed to his anti-graft initiatives. He <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2020\/07\/06\/world\/americas\/Dominican-Republic-presidential-election.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">won his first term in 2020<\/a> by vowing to clean up the corruption that has long been embedded in the political culture of the Dominican Republic, a country of 11.2 million people.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He appointed Miriam Germ\u00e1n, a former Supreme Court judge, as attorney general. She has overseen investigations that have ensnared high-ranking officials in the previous administration, including a former attorney general and a former finance minister.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The investigations have largely focused on people opposed to Mr. Abinader, prompting criticism that his own government has been spared. But other moves, like the passage in 2022 of an asset forfeiture law, offer hope of lasting change. The forfeiture law is viewed as an important and pioneering tool to disrupt and dismantle criminal enterprises, depriving them of property acquired through illicit activities.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Rosario Espinal, a Dominican political analyst, said Mr. Abinader could have won re-election simply by focusing on the battle against corruption, as he did in 2020, \u201cbut not with the margins that he wants.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Instead, Ms. Espinal said, Mr. Abinader embraced the nativist immigration policies traditionally pushed by the Dominican far right. \u201cHe needed to find a new topic that would resonate,\u201d she said. \u201cHe found that in migration.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Exploiting anti-Haitian sentiment is nothing new in the Dominican Republic.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Rafael Trujillo, the xenophobic dictator who ruled the country from 1930 to 1961, institutionalized a campaign portraying Haitians as racially inferior and, in 1937, <a class=\"css-yywogo\" href=\"https:\/\/muse.jhu.edu\/article\/12744\" title=\"\" rel=\"noopener\" target=\"_blank\">ordered the massacre<\/a> of thousands of Haitians and Dominicans of Haitian descent.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Nearly every other country in the Americas offers birthright citizenship. But a 2010 constitutional amendment and a 2013 court ruling excluded Dominican-born children of undocumented migrants from citizenship.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In practical terms, that means that roughly 130,000 descendants of Haitian migrants are living in the Dominican Republic <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/06\/world\/americas\/haiti-dominican-republic-deportation.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">without citizenship despite being born there<\/a>, according to rights groups.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As Haiti <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/28\/world\/americas\/haiti-gang-violence-dead.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">descended into chaos<\/a> following <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/07\/07\/world\/americas\/haiti-president-assassinated-killed.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">the assassination<\/a> in 2021 of the Haitian president, Jovenel Mo\u00efse, Mr. Abinader built on the anti-immigrant measures already enshrined in Dominican law.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He suspended visas for Haitians in 2023, and then closed the border with Haiti for nearly a month, dealing an economic blow to his neighbor in a dispute over the construction of a canal in Haiti using water from a river shared between the two countries.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cHe has shown who wears the pants on this issue,\u201d said Robert Luna, who works in marketing, about Mr. Abinader\u2019s migration policies. \u201cHe\u2019s fighting for what the fathers of the nation wanted.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dominican immigration officials have gone considerably further, with some accused of <a class=\"css-yywogo\" href=\"https:\/\/www.diariolibre.com\/actualidad\/nacional\/2024\/04\/20\/denuncian-agentes-de-migracion-saquean-casas-de-haitianos\/2697044\" title=\"\" rel=\"noopener\" target=\"_blank\">looting<\/a> the homes of Haitians and embarking on a campaign to detain and deport Haitian women who were <a class=\"css-yywogo\" href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2023\/09\/dominican-republic-un-experts-condemn-detention-and-deportation-pregnant-and\" title=\"\" rel=\"noopener\" target=\"_blank\">pregnant<\/a> or who had just given birth.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Pablo Mella, academic director of the Instituto Superior Pedro Francisco Bon\u00f3, a Dominican university, called Mr. Abinader\u2019s policies toward Haiti a \u201cpublic and international disgrace,\u201d particularly the treatment of pregnant Haitian women.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat happens is that\u2019s what gets votes,\u201d Mr. Mella added. \u201cCandidates are vying to see who\u2019s the most anti-Haitian of all.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A large majority of Dominican voters say that the upheaval in Haiti is <a class=\"css-yywogo\" href=\"https:\/\/www.diariolibre.com\/politica\/partidos\/2024\/05\/06\/encuesta-greeberg-diario-libre-crisis-en-haiti-favorece-a-abinader\/2713319\" title=\"\" rel=\"noopener\" target=\"_blank\">influencing<\/a> how they will vote. And Mr. Abinader is clearly benefiting from such concerns, with nearly 90 percent of voters expressing support for his construction of a border wall.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Abinader has defended his migration policies, saying they are no different from what countries like Jamaica, Bahamas, the United States and Canada have done to limit the arrival of Haitians fleeing the crisis.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI have to do whatever is necessary to secure our people,\u201d Mr. Abinader <a class=\"css-yywogo\" href=\"https:\/\/www.bbc.co.uk\/programmes\/w3ct4nzx\" title=\"\" rel=\"noopener\" target=\"_blank\">told the BBC<\/a> in a recent interview. \u201cWe are just applying our law.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Abinader\u2019s office did not immediately respond to a request for comment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, some voters are not sold on the incumbent. Tirso Lorenzo Pi\u00f1a, a doorman and an evangelical Christian, said he was unhappy with Mr. Abinader\u2019s <a class=\"css-yywogo\" href=\"https:\/\/eldia.com.do\/cancilleria-afirma-voto-a-favor-de-palestina-en-la-onu-procura-un-cese-al-fuego\/\" title=\"\" rel=\"noopener\" target=\"_blank\">support<\/a> in the United Nations for admitting Palestine as a member.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cEveryone has their own ideology, concepts, ways of thinking,\u201d Mr. Pi\u00f1a said. \u201cBut I don\u2019t like him.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Still, Mr. Abinader is benefiting from a divided opposition and broad consensus in the Dominican Republic in favor of investor-friendly policies that have spurred economic growth. His handling of the pandemic also helped, distributing vaccines relatively quickly and allowing the Dominican tourism industry to bounce back while other countries were requiring visitors to go into quarantine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Tourism is a pillar of the economy, accounting for about 16 percent of gross domestic product. The World Bank <a class=\"css-yywogo\" href=\"https:\/\/www.worldbank.org\/en\/country\/dominicanrepublic\/overview#:~:text=The%20economy%20grew%20by%202.5,an%20increase%20in%20public%20investment.\" title=\"\" rel=\"noopener\" target=\"_blank\">expects<\/a> the Dominican Republic\u2019s economy to grow by 5.1 percent this year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While the Dominican Republic\u2019s economy has expanded over the last two decades at a rate three times the average in Latin America, enduring inequality has opened Mr. Abinader to criticism.
