{"id":30016,"date":"2024-05-24T17:03:06","date_gmt":"2024-05-24T21:03:06","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/icj-orders-israel-to-end-rafah-offensive-live-gaza-news-and-updates\/24\/05\/2024\/"},"modified":"2024-05-24T17:03:06","modified_gmt":"2024-05-24T21:03:06","slug":"icj-orders-israel-to-end-rafah-offensive-live-gaza-news-and-updates","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/icj-orders-israel-to-end-rafah-offensive-live-gaza-news-and-updates\/24\/05\/2024\/","title":{"rendered":"ICJ Orders Israel to End Rafah Offensive: Live Gaza News and Updates"},"content":{"rendered":"<p>\n<\/p>\n<p>In 2011, a former Israeli prime minister, Ehud Barak, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2011\/04\/03\/world\/middleeast\/03mideast.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">warned<\/a> that Israel faced a \u201cdiplomatic-political tsunami\u201d of censure if its conflict with the Palestinians went unresolved, as peace talks faltered and revolution spread across the Middle East.<\/p>\n<p>To Israeli foreign policy analysts, that tsunami has never seemed closer.<\/p>\n<div>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">On Friday, the International Court of Justice, an arm of the United Nations, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2024\/05\/24\/world\/israel-gaza-war-hamas-rafah\/uns-top-court-is-expected-to-rule-on-a-request-to-order-israel-to-halt-its-rafah-offensive?\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">ordered Israel to suspend its military campaign in Rafah<\/a> in southern Gaza, adding to a growing list of diplomatic and legal moves against Israel that have undermined its international standing.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The ruling came just days after prosecutors at the International Criminal Court, another international tribunal, called for the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/20\/world\/middleeast\/icc-hamas-netanyahu.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">arrest of Israel\u2019s prime minister<\/a> and defense minister, a move that was supported by some longstanding partners of Israel, including France.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The order came the same week that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/22\/world\/middleeast\/spain-norway-ireland-palestinian-statehood-israel.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">three European countries<\/a> took the coordinated step of recognizing Palestine as a state. It also followed widespread university campus protests in the United States against Israel\u2019s campaign in Gaza, as well as decisions by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/03\/world\/middleeast\/turkey-israel-trade-ties.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Turkey to suspend trade with Israel<\/a> and by Belize, Bolivia and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/01\/world\/middleeast\/colombia-israel-relations.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Colombia<\/a> to break diplomatic ties with Israel.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThis is not North Korea or Belarus or Myanmar levels of isolation \u2014 but it is isolation,\u201d said Alon Pinkas, Israel\u2019s former consul general in New York. \u201cIt creates a tremendous sense of pressure.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The latest move by the International Court of Justice may not have immediate practical effects: Under the terms of the order, Israel has a month to show how it has complied with its instructions. Even if Israel ignores the order, the I.C.J. has no means of enforcing it. In theory, the United Nations Security Council can issue a resolution on the matter, but the United States, Israel\u2019s most powerful ally, has a permanent seat on the council, enabling it to veto any measure against Israel.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">But, put together, the moves against Israel show not only the ebbing of Israel\u2019s international reputation but also the dwindling of American influence, Itamar Rabinovich, Israel\u2019s former ambassador to Washington said: The United States is increasingly unable to prevent American allies and international institutions from targeting its main partner in the Middle East.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThere is a change in the rules of the international politics,\u201d Mr. Rabinovich said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThe rest of the world is on the way toward overcoming the U.S.,\u201d Mr. Rabinovich said, adding, \u201cThey are saying, \u2018We cannot beat you in the U.N. but we now have the two international courts and we will shift to those places where you have no control.\u2019\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Against that backdrop, the United States and other steadfast allies of Israel, like Germany, have adopted a more critical tone against the Israeli government, even as they try to defend it against foreign condemnation.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In the second week of the war, President Biden flew to Israel with a clear message: \u201cYou are not alone.\u201d But in recent months, he has expressed increasing concern about Israel\u2019s counterattack in Gaza, calling its strategy a \u201cmistake\u201d and some of its actions \u201coutrageous.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He also <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/08\/us\/politics\/biden-bombs-israel.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">paused<\/a> a shipment of bombs to Israel, signaling his opposition to Israel\u2019s plans to invade the urban core of Rafah.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Germany\u2019s position has shifted subtly, too, with Olaf Scholz, the German chancellor, asking during a visit to Tel Aviv in March, \u201cNo matter how important the goal, can it justify such terribly high costs?\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Still, Israel may feel able to continue the war as long as the United States maintains most of its financial and military aid. In April, Congress voted to provide Israel with another $15 billion in military aid, highlighting that Washington broadly continues to act in Israel\u2019s favor even as some American leaders express verbal reservations.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Biden will need to weigh any further moves against Israel against the political cost. While a stronger stance could boost him in the eyes of his left-leaning base, it could also allow Republicans to present themselves as better allies of Israel. Speaker Mike Johnson has been signaling for weeks that he intends to invite Prime Minister Benjamin Netanyahu to speak before Congress.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Within Israel, however, the moves against its government could bolster Mr. Netanyahu, analysts said. Days after ministers in his government spoke out against Mr. Netanyahu\u2019s leadership, the court decisions have prompted those same ministers to close ranks and show a united front.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The rebukes from foreign governments and institutions also provide Mr. Netanyahu with another chance to present himself as Israel\u2019s defender, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/21\/world\/middleeast\/israel-netanyahu-icc-arrest-warrant.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">shoring up his ebbing domestic support<\/a>, Mr. Pinkas, the former diplomat, said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cIt plays into his narrative that the world is against us and I\u2019m standing tall,\u201d he said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Still, Mr. Netanyahu\u2019s critics said that Israel\u2019s standing would be higher had he not squandered the outpouring of good will for Israelis that followed the Hamas-led attack on Israel on Oct. 7.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Opposition to Israel\u2019s war conduct has been partly spurred by contentious comments by government ministers, who have called for Israel to maintain permanent control over Gaza or even to drop an atomic bomb on the territory. Israel\u2019s security services have also often failed to prevent Israeli civilians from obstructing aid convoys and ransacking their cargo.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Yair Lapid, the leader of Israel\u2019s opposition, criticized the court ruling, noting, \u201cIsrael was the one that was brutally attacked from Gaza and was forced to defend itself against a horrific terrorist organization.\u201d But he also said that the ruling could have been averted by if a \u201csane and professional government would have prevented insane statements by ministers, stopped criminals who torch aid trucks and performed quiet and effective political work.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Israel\u2019s isolation has extended to the cultural and academic worlds, where decades-old calls to boycott Israeli artists and universities have gathered momentum.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In recent months, universities in countries including Ireland, the Netherlands, Norway, Slovenia and Spain have announced that they have cut ties with Israeli counterparts or are considering doing so.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cWe want to give a clear message that the warfare that the State of Israel is now carrying out in Gaza is unacceptable, and undermines the democratic foundation on which all universities must build,\u201d the University of Southeastern Norway said in a <a class=\"css-yywogo\" href=\"https:\/\/www.usn.no\/nyhetsarkiv\/avslutter-samarbeid-med-universiteter-i-israel\" title=\"\" rel=\"noopener\" target=\"_blank\">statement<\/a> in February after terminating its exchange programs with two Israeli colleges.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Thousands of artists <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/28\/arts\/design\/venice-biennale-israel-petition-disregarded.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">signed<\/a> an open letter in February calling for the organizers of the Venice Biennale, one of the art world\u2019s most important festivals, to bar Israel from participating in this year\u2019s gathering.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Though the festival ignored the petition, the Israeli team behind the country\u2019s entry chose to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/16\/arts\/design\/israel-pavilion-venice-biennale.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">close<\/a> its display to the public until a cease-fire was reached.
