{"id":30382,"date":"2024-05-30T07:54:04","date_gmt":"2024-05-30T11:54:04","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/spain-approves-amnesty-law-on-2017-catalan-independence-referendum\/30\/05\/2024\/"},"modified":"2024-05-30T07:54:04","modified_gmt":"2024-05-30T11:54:04","slug":"spain-approves-amnesty-law-on-2017-catalan-independence-referendum","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/spain-approves-amnesty-law-on-2017-catalan-independence-referendum\/30\/05\/2024\/","title":{"rendered":"Spain Approves Amnesty Law on 2017 Catalan Independence Referendum"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Spain\u2019s Parliament approved a landmark law on Thursday that grants amnesty to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/09\/26\/world\/europe\/spain-catalonia-referendum.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Catalan separatists involved in the illegal October 2017 independence referendum<\/a>, a reprieve that could apply to hundreds of people, including <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/02\/04\/world\/europe\/carles-puigdemont-catalonia.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Carles Puigdemont, the former Catalan leader<\/a> who has been living in self-imposed exile for seven years.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The measure had met with resistance from opposition parties in recent months, and led to widespread anger and huge demonstrations in cities around Spain, with opponents denouncing it as a ploy by Prime Minister Pedro S\u00e1nchez to remain in power. Mr. S\u00e1nchez brokered the amnesty deal with the Catalan separatist party Together for Catalonia after his own party fell short of a majority in last July\u2019s general elections.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Cries of \u201ctraitor\u201d could be heard from several lawmakers in Parliament when Mr. S\u00e1nchez cast his vote on Thursday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Spain\u2019s judges now have two months to apply the new law, although its opponents vowed to continue trying to block it. Some argue that the measure violates the Constitution\u2019s principle of equality because it is unfair to other people facing legal proceedings.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The regional president of Madrid, Isabel Ayuso, said in a radio interview on Thursday that her government would take steps to hinder implementation of the new law and present an appeal to the Constitutional Court.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Pablo Sim\u00f3n, a political scientist at Carlos III University in Madrid, said that judges could also bring legal challenges if they considered granting general legal amnesty to be discriminatory.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cEach judge has different criteria,\u201d Mr. Sim\u00f3n said, adding that they could also appeal for intervention from the European Court of Justice \u201cif they consider that giving a general legal pardon is discriminatory,\u201d in which case \u201cthe law could be paralyzed.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The amnesty law applies to people involved in the Catalan independence movement, which came to a head in October 2017, when the region\u2019s separatist government, led by Mr. Puigdemont, ignored Spanish court orders and moved ahead with a referendum.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Numerous voters were injured by violent police intervention, and a declaration of independence followed the balloting \u2014 as did a crackdown by the Spanish government, which <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/10\/27\/world\/europe\/spain-catalonia-puigdemont.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">fired the Catalan government<\/a> and imposed direct control. Nine political leaders <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/10\/14\/world\/europe\/catalonia-separatists-verdict-spain.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">were jailed<\/a> for crimes including sedition, while Mr. Puigdemont fled across the border to France, and then to Belgium, narrowly avoiding arrest.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Although Mr. S\u00e1nchez\u2019s government has already granted pardons to the political leaders and activists who were jailed, the amnesty goes a step further.
