That death toll makes it one of the bloodiest days in the country\u2019s recent history.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The protests were the largest so far over the bill, which Mr. Ruto\u2019s government introduced last month to raise revenue by imposing additional taxes. But Mr. Ruto\u2019s alliance, which has a majority in Parliament, quickly passed the legislation.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A tense mood was lingering in major cities across Kenya on Wednesday, after protesters on Tuesday stormed Parliament and set parts of it ablaze in actions that Mr. Ruto said posed an \u201cexistential danger\u201d to the East African nation and prompted him to deploy the military.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some protesters had vowed to march again on Thursday to protest the crackdown and mourn those killed.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Roseline Odede, the chairwoman of the Kenya National Commission on Human Rights, a state agency, told a news conference on Wednesday that the group would start an inquiry into Tuesday\u2019s violent episode.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt violates a lot of rights in terms of response,\u201d Ms. Odede said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The state agency put the death toll at 22, while the independent Kenya Human Rights Commission and the Police Reforms Working Group, a coalition of grass-roots organizations, cited 23 dead.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Although businesses were slowly reopening across the country, newspapers being sold on the streets of Nairobi, the capital, captured the chaos of the previous day. \u201cPandemonium,\u201d the front page of the Daily Nation newspaper said. \u201cDeaths, chaos, rage,\u201d The Star newspaper declared.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI am shocked and sad and fuming,\u201d said John Thwagi, a taxi driver who had ventured into the city. \u201cThe death and destruction is so unbelievable and so unnecessary.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The nationwide protests have been leaderless, with young protesters using social media to organize and directly address their lawmakers. Observers say that a large majority of the protesters are members of Gen Z, the generation born in the mid- to late 1990s and early 2000s.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Many have taken to platforms like X and TikTok to agitate against the bill \u2014 and <a class=\"css-yywogo\" href=\"https:\/\/www.tiktok.com\/@doitlikeanini\/video\/7381831563249470726\" title=\"\" rel=\"noopener\" target=\"_blank\">to also tell politicians to stay away<\/a> from the demonstrations and not muddy their movement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Several people have also <a class=\"css-yywogo\" href=\"https:\/\/x.com\/citizentvkenya\/status\/1805865025027838190\" title=\"\" rel=\"noopener\" target=\"_blank\">put out calls on social media<\/a> about friends, colleagues and family members who were last seen during the protests on Tuesday. Activists say the wave of abductions that occurred in the days and hours leading up to the demonstrations have continued in their aftermath.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">About 50 young Kenyans have been abducted, said Faith Odhiambo, the president of the Law Society of Kenya. They had been vocal about the tax increases and had been threatened, physically trailed and their communications monitored, she said. Those abducted included Ms. Odhiambo\u2019s personal assistant, she <a class=\"css-yywogo\" href=\"https:\/\/x.com\/LawSocietyofKe\/status\/1805578108805771771\" title=\"\" rel=\"noopener\" target=\"_blank\">said in a statement<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Rights groups have long accused Kenya\u2019s police force of kidnappings and extrajudicial disappearances. But others remained missing, including Gabriel Oguda, an activist and policy analyst, and Kasmuel McOure, a musician and activist whom The New York Times interviewed in the past few days, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/FaithOdhiambo8\/status\/1805841265575031241\" title=\"\" rel=\"noopener\" target=\"_blank\">Ms. Odhiambo said<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">One prominent protester, who declined to be named for safety reasons, said on Wednesday that he had survived an abduction attempt and was in hiding. After sundown, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/HonAdenDuale\/status\/1805648322595586356\" title=\"\" rel=\"noopener\" target=\"_blank\">Defense Minister Aden Duale said he would deploy the military<\/a> to support the police in dealing with the \u201csecurity emergency\u201d in the country. The Law Society of Kenya <a class=\"css-yywogo\" href=\"https:\/\/acrobat.adobe.com\/id\/urn:aaid:sc:EU:75f29261-fab6-448f-8fa4-9863a395897d\" title=\"\" rel=\"noopener\" target=\"_blank\">decried<\/a> the minister\u2019s move as \u201cunconstitutional.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">An hour later, Mr. Ruto struck an uncompromising tone in a televised speech, calling the protests \u201ctreasonous\u201d and blaming \u201ccriminals pretending to be peaceful protesters\u201d for the violence.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI assure the nation that the government has mobilized all resources at the nation\u2019s disposal to ensure that a situation of this nature will not recur again at whatever cost,\u201d Mr. Ruto said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Wednesday, the strong smell of tear gas still wafted through the air in downtown Nairobi after the previous day\u2019s clashes between protesters and the police. Large rocks and a burned car were strewed next to the City Hall offices that protesters had breached. Across the street, the fence at the entrance to the Supreme Court complex was destroyed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Police officers also cordoned off the streets leading to Parliament and were not allowing pedestrians to pass.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Political leaders and rights groups urged the president to de-escalate the situation.
