The coalition was formed out of months of negotiations spurred by the success of right-wing leader Geert Wilders\u2019 party in November elections.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is an experiment for the Netherlands,\u201d said Armen Hakhverdian, a political scientist at the University of Amsterdam.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Long seen as a bastion of liberalism, the Netherlands is one of several European countries that have experienced electoral swings to the right. Last year, Italy <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/11\/world\/europe\/giorgia-meloni-italy-g7.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">voted in a hard-right leader<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/06\/world\/europe\/slovakia-election-president.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Slovakia elected a populist president<\/a> with ties to Prime Minister Viktor Orban of Hungary; and this weekend in France, the far right <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/30\/world\/europe\/france-elections.html?searchResultPosition=3\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">surged in the first round<\/a> of legislative elections.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">It remains to be seen how the style of governing \u2014 and its far-right leanings \u2014 will fare in the Netherlands, a country of nearly 18 million people where the political system rests on a culture of consensus building and the art of compromise. There could also be broad implications for the country\u2019s standing on the international stage.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Here\u2019s what to know about the new government and its role in Europe:<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-6d6d4775\">What does it look like?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The party of Mr. Wilders \u2014 a populist leader known for his anti-Muslim stance \u2014 won the largest share of votes in the November elections. Long an anathema to most other political parties, in part because of his anti-Islam rhetoric, Mr. Wilders said in March that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/13\/world\/europe\/geert-wilders-netherlands-prime-minister.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">he would forgo becoming prime minister<\/a> in an effort to increase the chances of forming a right-wing coalition.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Four parties that participated in the negotiations will make up the new government: Mr. Wilders\u2019 Party for Freedom; the People\u2019s Party for Freedom and Democracy, a center-right party that governed for nearly 14 years; the Farmer Citizen Movement, a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/03\/16\/world\/europe\/netherlands-elections-farmers-emissions.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">populist pro-farmer party<\/a>; and New Social Contract, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/21\/world\/europe\/netherlands-dutch-election-omtzigt.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">a new centrist party<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Together, they hold 88 seats in the 150-seat House of Representatives \u2014 a comfortable majority.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The parties tapped Dick Schoof, a former intelligence chief with no party affiliation, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/29\/world\/europe\/netherlands-prime-minister-dick-schoof.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">for the role of prime minister<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-1c1f9fc3\">Will Wilders\u2019 influence wane?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Wilders will keep his seat as his party\u2019s leader in the House. And even though he will not be prime minister, he will still wield significant influence over the new cabinet. His Party for Freedom also supplied the biggest share of ministers and secretaries to the new cabinet, including the crucial position of minister of asylum and migration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">By keeping his seat in the House, he might feel more free to say what he wants, given that he is not responsible for maintaining cabinet unity, according to Simon Otjes, an assistant professor of Dutch politics at Leiden University.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After winning the election, Mr. Wilders seemed to moderate some of his most extreme views, including seeking a ban on mosques and Islamic schools and a Dutch exit from the European Union. But the appointment of some of his most hard-line allies to powerful ministerial posts \u2014 including one <a class=\"css-yywogo\" href=\"https:\/\/nltimes.nl\/2024\/06\/24\/immigration-minister-backs-replacement-theory-support-concerned-demographic-changes\" title=\"\" rel=\"noopener\" target=\"_blank\">who espoused the white nationalist \u201cgreat replacement theory\u201d<\/a> \u2014 suggests that Mr. Wilders might lean on them to push through some of his most controversial positions.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-6401d4bb\">How will this affect European relations?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The Netherlands has long exercised an outsized influence in the European Union. Mark Rutte, the departing prime minister, was seen as the unofficial leader of the bloc\u2019s \u201cfrugal\u201d nations \u2014 a fluid grouping of northern countries that prefer limited E.U. spending \u2014 and known for his negotiation skills and connections.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">That could all change with Mr. Schoof as the Dutch leader. A nonpartisan prime minister with no political experience, he might struggle to exert the kind of influence in Brussels that the Netherlands had gotten used to under Mr. Rutte, political experts said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Hakhverdian, the political scientist, said that international affairs had played only a small role in the election campaign, which was dominated by the theme of migration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is a cabinet with very few international ambitions,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Rutte, who <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/26\/world\/europe\/mark-rutte-nato-secretary-general.html?searchResultPosition=1\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">will become the secretary general of NATO<\/a>, used his farewell message as prime minister to <a class=\"css-yywogo\" href=\"https:\/\/www.rijksoverheid.nl\/documenten\/toespraken\/2024\/06\/30\/afscheidsboodschap-van-minister-president-rutte-aan-nederland\" title=\"\" rel=\"noopener\" target=\"_blank\">urge continued support for Ukraine<\/a> in its war with Russia. Critics have accused Mr. Wilders of being pro-Russia, and pro-Kremlin outlets welcomed his election win. Although in the past he has spoken out against providing weapons to Ukraine, in February Mr. Wilders <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/europe\/dutch-election-winner-wilders-willing-consider-more-ukraine-aid-2024-02-24\/\" title=\"\" rel=\"noopener\" target=\"_blank\">expressed a willingness<\/a> to consider more military aid to the country.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-b30f02b\">What\u2019s next?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">With a nonpartisan prime minister and a less detailed coalition agreement, the four governing parties said they would work together in a slightly different form than previous Dutch governments in an effort to create more distance between the cabinet and the House. Part of that involved promising to install a cabinet with a large number of political outsiders.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But most of the 29 ministerial posts have gone to prominent members of the four parties, and the cabinet has a clear right-wing stamp \u2014 suggesting that it might not be as far removed from the House as was initially proposed.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The ministers and secretaries will get to work immediately, but deep disagreements among the four parties remain, and mutual trust appears to be limited after the long and difficult coalition negotiations. That could make getting their campaign pledges through the House of Representatives challenging.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In addition, some of the pledges that Mr. Wilders made during the election may be unrealistic or unconstitutional, Mr. Hakhverdian said.
