Civilians.&#8221;<\/p>\n<p>George Barros, a Russian military expert at the US-based Institute for the Study of War, told BI that Russia is so far not using the bombs in Kursk &#8220;at scale.&#8221;<\/p>\n<p>Russia&#8217;s attacks in Ukraine, Barros said, &#8220;completely obliterate entire neighborhoods and towns over the span of just days.&#8221;<\/p>\n<p>&#8220;The Russians decisively are not doing that in Kursk,&#8221; he added.<\/p>\n<p>But as Ukraine continues its incursion, Russia&#8217;s risk calculations may change.<\/p>\n<p>Russia has <a class=\"link \" href=\"https:\/\/www.businessinsider.com\/russia-accidentally-bombed-itself-again-fourth-time-this-month-uk-2024-1?utm_medium=referral&amp;utm_source=yahoo.com\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:dropped bombs on its territory;elm:context_link;itc:0;sec:content-canvas\">dropped bombs on its territory<\/a> and destroyed its own weaponry since launching its invasion of Ukraine.
