{"id":38805,"date":"2024-11-26T18:59:40","date_gmt":"2024-11-26T23:59:40","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/bolsonaro-allies-nearly-launched-military-coup-in-2022-police-report-says\/26\/11\/2024\/"},"modified":"2024-11-26T18:59:40","modified_gmt":"2024-11-26T23:59:40","slug":"bolsonaro-allies-nearly-launched-military-coup-in-2022-police-report-says","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/bolsonaro-allies-nearly-launched-military-coup-in-2022-police-report-says\/26\/11\/2024\/","title":{"rendered":"Bolsonaro allies nearly launched military coup in 2022, police report says"},"content":{"rendered":"<p>\n<\/p>\n<div data-article-body=\"true\">\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Brazil came within a whisker of a far-right military coup and the assassination of a supreme court judge just days before President Luiz In\u00e1cio Lula da Silva took power in January 2023, a federal police report has claimed.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">The report about the alleged plot to help the rightwing populist Jair Bolsonaro cling to power was made public on Tuesday, and paints a chilling portrait of how close one of the world\u2019s largest democracies came to being plunged back into authoritarian rule.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">The 884-page document describes a complex, three-year conspiracy that investigators believe was designed to pave the way for a military power grab by using social media to disseminate false claims of electoral fraud that plotters hoped would justify such an intervention in the public eye.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\"><span>Related: <\/span><a href=\"https:\/\/www.yahoo.com\/news\/brazil-former-president-jair-bolsonaro-190012803.html\" data-ylk=\"slk:Brazil\u2019s former president Jair Bolsonaro charged with plotting coup d\u2019\u00e9tat;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">Brazil\u2019s former president Jair Bolsonaro charged with plotting coup d\u2019\u00e9tat<\/a><\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Police claim that plot was supposed to reach \u201cits zenith\u201d on 15 December 2022 \u2013 a fortnight before Lula was due to be sworn in after narrowly beating Bolsonaro in October\u2019s presidential election.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Conspirators, including several senior military figures, allegedly hoped that on that day Bolsonaro would sign a \u201ccoup decree\u201d which would in effect allow a military takeover.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">On 16 December 2022, \u201cafter the consummation of the coup d\u2019\u00e9tat\u201d, the report claims two close Bolsonaro allies \u2013 the former defence minister Gen Walter Braga Netto and the former minister of institutional security Gen Augusto Heleno \u2013 were to be placed in charge of a \u201ccrisis management\u201d cabinet.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">The federal police report \u2013 which the Guardian has reviewed \u2013 claims the only reason Bolsonaro did not sign that decree blocking the transfer of power was because the plotters had failed to secure sufficient support from Brazil\u2019s military top brass.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">\u201cThe evidence [gathered] \u2026 shows that the commander of the navy, Adm Almir Garnier [Santos], and the defence minister, [Gen] Paulo S\u00e9rgio [Nogueira de Oliveira], adhered to the coup attempt. However, the [army] commander [Marco Ant\u00f4nio] Freire Gomes and [Carlos de Almeida] Baptista J\u00fanior of the air force positioned themselves against any kind of measure that would cause an institutional rupture in the country,\u201d the report alleges.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Federal police said the only thing that prevented the coup attempt taking place was \u201cthe unequivocal stance\u201d of Freire Gomes, Baptista Junior and the majority of the army high command. It claimed those people \u201cremained faithful to the values \u200b\u200bthat govern the democratic rule of law state and did not cave in to coup-mongering pressure\u201d.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Bolsonaro was last week <a href=\"https:\/\/www.yahoo.com\/news\/brazil-former-president-jair-bolsonaro-190012803.html\" data-ylk=\"slk:formally accused of being one of 37 people involved in criminal conspiracy;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">formally accused of being one of 37 people involved in criminal conspiracy<\/a> designed to obliterate Brazil\u2019s democratic system through a rightwing coup d\u2019\u00e9tat. He denied those accusations on Tuesday, calling them madness.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">\u201cI never discussed a coup with anyone,\u201d he told reporters in the capital, Bras\u00edlia. \u201cIf someone had come and talked to me about a coup, I would have asked them: \u2018What about the day after? What would the world do?\u2019\u201d<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">However, the federal police report claimed: \u201cThe evidence obtained over the course of the investigation shows unequivocally that the then president Jair Messias Bolsonaro planned, took action and had direct and effective control of the executory acts carried out by the criminal organization that sought to execute a military coup and dismantle the rule of law, something that did not occur as a result of circumstances beyond his control.\u201d<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Gen Braga Netto last week denied a coup plot had been afoot, calling such claims \u201cfanciful and absurd\u201d. Gen Heleno has yet to comment on the police claims but last year publicly denied being involved in preparations for a coup.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Gen Nogueira de Oliveira and Adm Almir Garnier Santos have yet to publicly comment on the claims.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">The police report indicates that schemers close to Bolsonaro had put in place contingency plans in case the alleged coup attempt failed. A laptop seized from Lt Col Mauro Cid, who was Bolsonaro\u2019s aide-de-camp during his 2019-23 presidency, allegedly contained a PowerPoint presentation with details of a military-style escape plan for Bolsonaro \u201cin case the attempted coup was thwarted\u201d.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">\u201cThe plan involves the use of weapons to ensure the ex-president\u2019s escape,\u201d the report adds of the alleged \u201cexfiltration\u201d plan.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">The police inquiry also contains shocking details of how close plotters may have come to abducting or assassinating the supreme court judge Alexandre de Moraes.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">On 15 December, as plotters unsuccessfully pushed for Bolsonaro to sign the decree authorizing a military intervention, the report claims that at least six members of a pro-Bolsonaro cell \u201cpositioned themselves in strategic points near the minister\u2019s official residence and the supreme court to carry out the action\u201d. However, at the last minute the \u201cclandestine\u201d mission to \u201cneutralize\u201d Moraes was aborted, police said, partly because of the army chief\u2019s refusal to support the conspiracy.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Police said they had also discovered <a href=\"https:\/\/www.yahoo.com\/news\/brazil-former-president-jair-bolsonaro-190012803.html\" data-ylk=\"slk:plans to murder Lula and his vice-president, Geraldo Alckmin;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">plans to murder Lula and his vice-president, Geraldo Alckmin<\/a>, in Lula\u2019s case with poison or toxic chemicals. The report claimed Bolsonaro had \u201cfull knowledge\u201d of the \u201coperational planning\u201d for such criminal acts.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\"><strong>How did it begin?<\/strong><\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Brazil\u2019s leftist president, Jo\u00e3o Goulart, was toppled in a coup in April 1964. General Humberto Castelo Branco became leader, political parties were banned, and the country was plunged into 21 years of military rule.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">The repression intensified under Castelo Branco\u2019s hardline successor, Artur da Costa e Silva, who took power in 1967. He was responsible for a notorious decree called AI-5 that gave him wide ranging dictatorial powers and kicked off the so-called \u201canos de chumbo\u201d (years of lead), a bleak period of tyranny and violence which would last until 1974.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\"><strong>What happened during the dictatorship?<\/strong><\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Supporters of Brazil\u2019s 1964-1985 military regime &#8211; including Jair Bolsonaro &#8211; credit it with bringing security and stability to the South American country and masterminding a decade-long economic \u201cmiracle\u201d.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">It also pushed ahead with several pharaonic infrastructure projects including the still unfinished Trans-Amazonian highway and the eight-mile bridge across Rio\u2019s Guanabara bay.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">But the regime, while less notoriously violent than those in Argentina and Chile, was also responsible for murdering or killing hundreds of its opponents and imprisoning thousands more. Among those jailed and tortured were Brazil\u2019s first female president, Dilma Rousseff, then a leftwing rebel.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">It was also a period of severe censorship. Some of Brazil\u2019s best-loved musicians &#8211; including Gilberto Gil, Chico Buarque and Caetano Veloso &#8211; went into exile in Europe, writing songs about their enforced departures.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\"><strong>How did it end?<\/strong><\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Political exiles began returning to Brazil in 1979 after an amnesty law was passed that began to pave the way for the return of democracy.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">But the pro-democracy \u201cDiretas J\u00e1\u201d (Direct elections now!) movement only hit its stride in 1984 with a series of vast and historic street rallies in cities such as Rio de Janeiro, S\u00e3o Paulo and Belo Horizonte.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">Civilian rule returned the following year and a new constitution was introduced in 1988. The following year Brazil held its first direct presidential election in nearly three decades.<\/p>\n<p class=\"col-body mb-4 text-lg md:leading-8 break-words min-w-0\">\u200bThis week\u2019s revelations have horrified and shocked many citizens in a country which only emerged from 21 years of military dictatorship in 1985. Several of those accused of being part of the 2022 pro-Bolsonaro coup plot were part of that 1964-85 regime.
