{"id":41563,"date":"2025-01-21T10:19:36","date_gmt":"2025-01-21T15:19:36","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/u-k-may-change-terrorism-law-after-southport-attack-starmer-says\/21\/01\/2025\/"},"modified":"2025-01-21T10:19:36","modified_gmt":"2025-01-21T15:19:36","slug":"u-k-may-change-terrorism-law-after-southport-attack-starmer-says","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/u-k-may-change-terrorism-law-after-southport-attack-starmer-says\/21\/01\/2025\/","title":{"rendered":"U.K. May Change Terrorism Law After Southport Attack, Starmer Says"},"content":{"rendered":"<p>\n<\/p>\n<div data-testid=\"companionColumn-0\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Britain faces a new and dangerous form of extremism, Prime Minister Keir Starmer said on Tuesday, warning that loners and misfits were being radicalized by \u201ca tidal wave of violence freely available online.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/news\/pm-statement-on-the-southport-public-inquiry-21-january-2025\" title=\"\" rel=\"noopener\" target=\"_blank\">speech at Downing Street<\/a>, Mr. Starmer said that unlike the terrorist threat posed by organized groups like Al Qaeda, where a clear ideology could be identified, some young people were becoming fixated on extreme violence for its own sake. He compared the brutal murder of three girls at a dance class last July in Southport, England, to some of the school shootings seen in America.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Monday, Axel Rudakubana, 18, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/world\/europe\/trial-southport-stabbings-uk-axel-rudakubana.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">admitted to murdering three girls<\/a> in the coastal town of Southport and to attempting to kill 10 other people. The attack last summer <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/08\/03\/world\/europe\/southport-stabbing-uk-riots.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">prompted rioting in several towns and cities<\/a> across England and in Northern Ireland.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Serena Kennedy, the chief constable of Merseyside Police, the force that covers Southport, said <a class=\"css-yywogo\" href=\"https:\/\/www.merseyside.police.uk\/news\/merseyside\/news\/2025\/january-2025\/statements-from-merseyside-police-counter-terrorism-policing-and-lancashire-child-safeguarding-partnership\/\" title=\"\" rel=\"noopener\" target=\"_blank\">in a statement<\/a> on Monday that Mr. Rudakubana had \u201can <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/21\/world\/europe\/uk-southport-axel-rudakubana-stabbing-violence.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">unhealthy obsession with extreme violence<\/a>,\u201d as evidenced by a trove of documents, images, videos and texts about violence, conflict and genocide that he had viewed on his digital devices.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe know that he had researched numerous documents online which show that obsession,\u201d she said, adding: \u201cFrom all those documents, no one ideology was uncovered, and that is why this was not treated as terrorism.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On Monday the government announced a public inquiry after it emerged that the perpetrator had been referred three times to a counterterrorism program called Prevent, when he was 13 and 14, because of his interest in extreme violence. Because he was deemed not to be motivated by a terrorist ideology, he was not considered suitable for intervention.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Starmer said that this judgment was \u201cclearly wrong,\u201d and that he would not let any institution of the state \u201cdeflect from their failure,\u201d which, \u201cin this case, frankly, leaps off the page.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He rejected claims from Britain\u2019s right-wing media that there had been a coverup around the murders, saying that he had been briefed on the police investigation as it was underway but had been prevented by law from disclosing information about the perpetrator in advance of any possible trial. Strict rules govern the release of information during active court proceedings in Britain in order to guarantee the right to a fair trial.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cIf this trial had collapsed because I or anyone else had revealed crucial details while the police were investigating while the case was being built, while<em class=\"css-2fg4z9 e1gzwzxm0\"> <\/em>we were awaiting a verdict, then the vile individual who committed these crimes would have walked away a free man,\u201d Mr. Starmer said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the days after the attack on July 29, right-wing critics suggested that information was being suppressed about the perpetrator to contain public anger. Rioting exploded after the rapid spread of misinformation about the killer\u2019s identity \u2014 including false claims that he was a recently arrived undocumented immigrant from Syria. Mr. Rudakubana was born in Wales.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The police announced in October that after searching Mr. Rudakubana\u2019s house, they had found ricin, a lethal toxin, and a PDF file titled \u201cMilitary Studies in the Jihad Against the Tyrants: The Al Qaeda Training Manual.\u201d But in statements on Monday, investigators made clear that the killer\u2019s interest in violence was wide-ranging and did not appear to stem from any single ideology.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Southport attack was \u201ca sign,\u201d Mr. Starmer said, that terrorism was evolving and that Britain faced a new threat alongside more organized groups such as those linked to or inspired by Al Qaeda.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe also see acts of extreme violence perpetrated by loners, misfits, young men in their bedroom, accessing all manner of material online, desperate for notoriety,\u201d said Mr. Starmer, adding that, while such people were sometimes inspired by traditional terrorist groups, they were \u201cfixated on that extreme violence, seemingly for its own sake.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Since such acts were designed to terrorize, Mr. Starmer said, Britain\u2019s antiterror laws might need to change in order to recognize and tackle the new threat.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI do think it\u2019s new \u2014 you\u2019ve seen versions of it in America with some of the mass shootings in schools,\u201d he said. \u201cIt is not an isolated, ghastly example.
