But on Monday, Ms. Bezrukova said she would remain in her position, pointing out that her contract had been renewed by her agency\u2019s supervisory board and that Mr. Umerov had no right to override that decision.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The agency was established to ensure transparency and efficiency in acquiring arms. Activists and some lawmakers, including a prominent one in President Volodymyr Zelensky\u2019s party, denounced Mr. Umerov\u2019s move as an abuse of power undermining anticorruption efforts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe minister\u2019s action is a serious offense against our legislation and corporate governance,\u201d Ms. Bezrukova said in an interview over the weekend, calling it an \u201cattack\u201d on the agency\u2019s efforts to cut out <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/12\/world\/europe\/ukraine-arms-dealer-serhiy-pashinsky.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">questionable intermediaries<\/a> Ukraine has sometimes relied on to buy weapons during the war.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">She reported to her office on Monday, and it was unclear how the standoff would be resolved.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The dispute threatens to weaken an organization that managed over $7 billion in weapons procurement last year and has become a partner for Western allies channeling funds into Ukraine\u2019s growing defense industry \u2014 a new initiative aimed at developing an alternative for dwindling arms supplies from the West.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After meeting with government and agency officials in Kyiv on Monday to discuss the standoff, diplomats from the Group of 7 nations urged in a <a class=\"css-yywogo\" href=\"https:\/\/x.com\/g7ambreformua\/status\/1883968159851634927?s=46\" title=\"\" rel=\"noopener\" target=\"_blank\">statement<\/a> that the situation \u201cbe resolved expeditiously and focus on keeping defense procurement going.\u201d It said that \u201cconsistency with good governance principles and NATO recommendations is important to maintain the trust of the public and international partners.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The head of the Ukrainian Parliament\u2019s anticorruption committee has <a class=\"css-yywogo\" href=\"https:\/\/www.facebook.com\/anastasia.krasnosilska\/posts\/9492515234113535?ref=embed_post\" title=\"\" rel=\"noopener\" target=\"_blank\">called for<\/a> the defense minister\u2019s<span class=\"css-8l6xbc evw5hdy0\">  <\/span>resignation, but it seems unlikely that he will resign, as Mr. Zelensky has not offered any criticism so far. Mr. Umerov did not respond to a request for comment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">This is not the first time the Ukrainian government has moved to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/09\/03\/world\/europe\/ukraine-electric-boss-fired-russia-pounds-power-grid.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">oust officials<\/a> with responsibility for reforming state institutions, some of whose efforts have caused internal friction.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But the attempt to dismiss Ms. Bezrukova comes as Ukraine is struggling to send enough weapons to troops at the front trying to fend off the Russian invasion that began in 2022 and faces the risk of losing vital arms supplies from its key ally, the United States. Activists are also concerned that it sends the wrong message to Western partners who have expressed concerns about corruption in Ukraine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat minister Umerov is doing is sabotaging our defense capabilities and our ability to keep the trust of our international partners regarding weapons procurement,\u201d said Daria Kaleniuk, the executive director of Ukraine\u2019s Anti-Corruption Action Center, a group dedicated to rooting out public graft that is now focused on war profiteering.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Umerov said in a <a class=\"css-yywogo\" href=\"https:\/\/www.facebook.com\/rustemumerov.ua\/posts\/pfbid02TW5vfBiXgEFy8QMgvWZqauQCJTm7Wi31rbNokhC7EayUcq7N7wXV1stYyf6xuC7Fl\" title=\"\" rel=\"noopener\" target=\"_blank\">post on Facebook<\/a> that the agency had failed in the \u201ctimely supply of ammunition to our army\u201d and had instead become embroiled in \u201cpolitical games, leaks of contracts, and leaks of information.\u201d He did not provide specific examples.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Tamerlan Vahabov, a former adviser to Ms. Bezrukova who resigned last year, has also criticized the agency, saying it had sometimes failed to effectively evaluate contracts. He said the agency leaned too heavily on purchasing from state companies instead of private suppliers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Bezrukova was appointed a year ago, after Mr. Umerov took over as defense minister, and promised to root out corruption in the ministry following a series of revelations about <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/18\/world\/europe\/zelensky-ukraine-defense-shakeup.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">mismanaged contracts<\/a> for weapons and basic supplies such as food.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The main task of Ms. Bezrukova, a former top manager at the national electricity company, was to eliminate intermediaries, often shady arms dealers who were <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/09\/world\/europe\/ukraine-military-arms-dealer-pentagon.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">inflating prices<\/a>. She said the agency had reduced Ukrainian <a class=\"css-yywogo\" href=\"https:\/\/www.pravda.com.ua\/eng\/columns\/2025\/01\/8\/7492556\/\" title=\"\" rel=\"noopener\" target=\"_blank\">intermediaries\u2019 share<\/a> of procurements from 81 percent in 2023 to just 12 percent last year. These figures could not be independently verified.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Ms. Bezrukova said her work led to tensions with the ministry. She claimed that defense officials pressured her to sign a contract with a state-owned Ukrainian weapons factory that lacked the workers and gunpowder to produce mortar shells.<span class=\"css-8l6xbc evw5hdy0\">  <\/span>Many of the shells failed to fire after being sent to the front setting off a <a class=\"css-yywogo\" href=\"https:\/\/kyivindependent.com\/ukraine-withdraws-over-20-000-mortar-shells-due-to-malfunction\/\" title=\"\" rel=\"noopener\" target=\"_blank\">major scandal<\/a> in Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Vahabov said that even if she faced pressure, Ms. Bezrukova should have been more vocal in opposing the contract. He also said that she could have conducted more due diligence controls of production of the weapons at the factory.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Bezrukova said she had hoped that the creation of a supervisory board at the agency late last year, a move <a class=\"css-yywogo\" href=\"https:\/\/x.com\/G7AmbReformUA\/status\/1846176184675025085\" title=\"\" rel=\"noopener\" target=\"_blank\">applauded<\/a> by Western partners, would help safeguard her independence. \u201cI don\u2019t want to be window dressing or a reputational washing machine,\u201d she said in the interview Saturday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">However, a day before the board\u2019s first meeting, on Dec. 17, the defense ministry amended the agency\u2019s charter, effectively granting the ministry final authority over most of the board\u2019s decisions. \u201cThey de facto sterilized the board\u2019s authority,\u201d said Yuriy Dzhygyr, the chairman of the board.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After the supervisory board voted last week to extend Ms. Bezrukova\u2019s contract for one year, Mr. Umerov said he would not renew her contract and announced the dismissal of two state representatives on the board, including Mr. Dzhygyr.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Ms. Kaleniuk, the anticorruption activist, said the charter did not grant the defense ministry a say in extending the agency head\u2019s contract. The charter, reviewed by The New York Times, does, however, allow the defense ministry to dismiss any agency official \u201cin the event of identified existing or potential threats to Ukraine\u2019s national security.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It remains unclear on what legal grounds Mr. Umerov decided to fire Ms. Bezrukova.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Monday, Ukraine\u2019s National Anti-Corruption Bureau opened an investigation into Mr. Umerov over accusations of abuse of power. The inquiry follows a complaint filed by the Anti-Corruption Action Center, according to a letter from the bureau to the group, which was shared with The Times by Ms. Kaleniuk.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">With Western partners <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/23\/world\/europe\/eu-ukraine-war-ammunition.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">unable to supply<\/a> all the weapons Ukraine needs, the agency has helped enact an initiative that uses Western funds to pay for contracts signed with local arms manufacturers. The defense ministry said that more than half a billion dollars\u2019 worth of weapons <a class=\"css-yywogo\" href=\"https:\/\/mod.gov.ua\/en\/news\/results-of-the-danish-model-of-support-for-ukraine-s-defense-industry-in-2024-the-armed-forces-of-ukraine-received-weapons-valued-at-nearly-538-million\" title=\"\" rel=\"noopener\" target=\"_blank\">were produced<\/a> through this new mechanism last year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Whether that will still happen is unclear.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The German Marshall Fund of the United States, a research institution, raised concerns about the Ukrainian infighting.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is the worst possible time,\u201d it said in a <a class=\"css-yywogo\" href=\"https:\/\/www.gmfus.org\/news\/ukraines-defense-ministry-needs-protection-itself?fbclid=IwY2xjawIBoUVleHRuA2FlbQIxMAABHUHWCpdolCVsXT1f-q4l_z0cCcpVTFhhH_7M3wcSFCZJDSEI8kzzfFXroQ_aem_2vndaNkhBVgKM_iQJc8ITQ\" title=\"\" rel=\"noopener\" target=\"_blank\">statement<\/a>, \u201cfor Kyiv to turn back the clock on a defense reform success story: when Ukraine needs additional funding for weapons and cynical opponents in Moscow and in certain quarters of Washington are looking for reasons to cast doubt upon the integrity of Ukrainian defense governance.\u201d<\/p>\n<p class=\"css-798hid etfikam0\">Andrew E.
