{"id":42114,"date":"2025-01-27T23:22:58","date_gmt":"2025-01-28T04:22:58","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/inside-colombias-crisis-over-trumps-deportations\/27\/01\/2025\/"},"modified":"2025-01-27T23:22:58","modified_gmt":"2025-01-28T04:22:58","slug":"inside-colombias-crisis-over-trumps-deportations","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/inside-colombias-crisis-over-trumps-deportations\/27\/01\/2025\/","title":{"rendered":"Inside Colombia\u2019s Crisis Over Trump\u2019s Deportations"},"content":{"rendered":"<p>\n<\/p>\n<div data-testid=\"companionColumn-0\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Colombia\u2019s president, early on Sunday, announced that he had turned back two American military planes carrying deportees from the United States, setting off an extraordinary crisis inside and outside his country as he infuriated President Trump and caught even his own inner circle off guard.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">President Gustavo Petro\u2019s friends \u2014 and even his most powerful political adversary, former President \u00c1lvaro Uribe \u2014 quickly jumped in, working contacts in Washington to help defuse a crisis that threatened to devastate Colombia\u2019s economy and upend relations in the region.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Late on Sunday, after moments when the tense discussions between the two countries appeared on the verge of breaking down, the White House announced that the Colombian government had agreed to receive all deportation flights, including military planes. The Colombian Foreign Ministry soon said \u201cthe impasse\u201d had been overcome.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cDespite the difficulties we had, it\u2019s proof that diplomatic channels continue to be the best way to sort out differences,\u201d said Colombia\u2019s ambassador to the United States, Daniel Garc\u00eda-Pe\u00f1a, who was in Bogot\u00e1, the capital, on Sunday.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He was part of a small group that for several hours managed Mr. Petro on one line and the Trump administration, through its special envoy to Latin America, Mauricio Claver-Carone, on another.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Monday, Mr. Garc\u00eda-Pe\u00f1a said he hoped the \u201cU.S.-Colombia relationship cannot only continue throughout this new administration\u201d but flourish. But on Sunday, that prospect seemed far off.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">For many of those involved, the day began around 4 a.m. with their phones ringing constantly. Mr. Petro had just <a class=\"css-yywogo\" href=\"https:\/\/x.com\/petrogustavo\/status\/1883434963057729650\" title=\"\" rel=\"noopener\" target=\"_blank\">posted a message<\/a> on social media.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe U.S. cannot treat Colombian migrants like criminals,\u201d he said, announcing that he was withdrawing authorization for U.S. military planes to land in Colombia.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">At 9:30 a.m., Mr. Petro <a class=\"css-yywogo\" href=\"https:\/\/x.com\/petrogustavo\/status\/1883522921710158113\" title=\"\" rel=\"noopener\" target=\"_blank\">said<\/a> he had turned military planes back. (The Trump administration said two military flights had been forced to return to the United States.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The tensions built over the day.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump retaliated by <a class=\"css-yywogo\" href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/113896070273857964\" title=\"\" rel=\"noopener\" target=\"_blank\">saying<\/a> he would hit Colombia with 25 percent tariffs, rising to 50 percent within days, as well as a raft of financial and banking sanctions. He also suspended visas for all government officials and their associates. \u201cThese measures are just the beginning,\u201d Mr. Trump wrote.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Petro responded by saying he would impose sanctions on the United States, too.<span class=\"css-8l6xbc evw5hdy0\">  <\/span>\u201cYou will never dominate us,\u201d he declared.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Colombia\u2019s recently appointed foreign minister, Laura Sarabia, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/laurisarabia\/status\/1883652142348603647?s=46\" title=\"\" rel=\"noopener\" target=\"_blank\">called for \u201ccalm.\u201d<\/a><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Gustavo Bol\u00edvar, who directs social services programs for the Petro administration, said the president reached out to him after Mr. Trump\u2019s retaliatory moves. Mr. Bolivar shared his concerns that economic sanctions would harm Colombian businesses, he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At least three former presidents, including Mr. Uribe, a right-wing leader who has long been at odds with Mr. Petro, also offered to help navigate the storm. One official with knowledge of the events said that Mr. Uribe had called Ms. Sarabia and said, essentially: We have differences with President Petro. He made a mistake. But we need to resolve this. How can I help?<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Ms. Sarabia urged Mr. Uribe to call his friends in Washington, including the new secretary of state, Marco Rubio.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The accounts of some of the discussions within the Petro government and with the Trump administration are based in part on interviews with an official in Mr. Petro\u2019s government and with a departing high-ranking official. The two officials requested anonymity to describe sensitive discussions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Republican senators in the United States also weighed in, urging the Trump administration to show restraint, according to the two officials.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In Colombia, members of Mr. Petro\u2019s inner circle warned that American sanctions could cause widespread damage to the country. The United States is Colombia\u2019s largest trading partner, with key industries like oil, coffee and flowers reliant on the U.S. market.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Petro, a former rebel and avowed leftist, is already facing significant challenges, including an eruption of violence near the Venezuelan border involving a rebel group. The unrest is threatening to unravel his promise of bringing lasting peace to a country that has known decades of conflict.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Petro\u2019s confrontation with the Trump administration, and the prompt backlash from the newly sworn-in president, came as Latin American governments are struggling to respond to American pressure to cooperate with measures to curb migration, including stepped-up deportations. At the same time, they are trying to assure their citizens that they will protect their rights.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Petro announced that he was barring military deportation flights after reports from Brazil over the weekend that 88 people on a flight from the United States, including some families, had endured conditions that the Brazilian government described as \u201cunacceptable\u201d and \u201cdegrading.\u201d The deportees had arrived on a nonmilitary plane that malfunctioned and made an emergency landing in Manaus, a city in the Amazon rainforest.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Luis Gilberto Murillo, Colombia\u2019s outgoing foreign minister, who was closely involved in the negotiations with the U.S. government on Sunday, said in an interview that Mr. Petro had two reasons for blocking the U.S. flights. \u201cThe first and most important,\u201d he said, \u201cwas the dignified treatment of Colombians. He does not agree with people being in handcuffs on those flights.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The other issue was the use of military planes, he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Petro was not fully aware of a recent change under the Trump administration that allows military aircraft to be used for deportations, Mr. Murillo said. Generally, migrants being deported have been transported on planes that resemble commercial craft and are operated by U.S. Immigration and Customs Enforcement.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Garc\u00eda-Pe\u00f1a said Colombian officials relented on Sunday when U.S. officials assured them that Colombians aboard deportation flights would not be placed in handcuffs after they were returned and would be escorted by Department of Homeland Security officials, not military personnel.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">They were also told Colombian citizens would not be photographed aboard the flights, he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s press secretary <a class=\"css-yywogo\" href=\"https:\/\/x.com\/PressSec\/status\/1882759560613527770\" title=\"\" rel=\"noopener\" target=\"_blank\">shared images<\/a> last week of people in shackles being led onto military planes. \u201cPresident Trump is sending a strong and clear message to the entire world: if you illegally enter the United States of America, you will face severe consequences,\u201d she wrote.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump described the deportees as \u201ccriminals.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The use of military planes to transport people expelled from the United States, which Mr. Trump authorized through an executive order, has emerged as a key part of fulfilling a campaign promise to carry out sweeping deportations. But the Trump administration has also made clear that it would not dispatch military planes without the approval of the receiving country.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The acting defense secretary, Robert Salesses, <a class=\"css-yywogo\" href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/4037500\/acting-secretary-of-defense-robert-salesses-statement-on-dod-actions-responding\/\" title=\"\" rel=\"noopener\" target=\"_blank\">said<\/a> military planes would be used to transport more than 5,000 people in the custody of the U.S. Border Patrol.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Two military planes <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/24\/us\/politics\/trump-us-guatemala-military-migrants.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">arrived on Friday<\/a> in Guatemala, carrying 160 migrants who had been apprehended after crossing the border, including women and children.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Several Latin American governments have expressed concern over the treatment of migrants being deported now. \u201cWhat happened on this flight was a violation of rights,\u201d said Maca\u00e9 Evaristo, Brazil\u2019s minister of human rights, hours before Mr. Petro spoke out.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Honduras has also <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/03\/world\/americas\/honduras-trump-mass-deportations.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">invoked the need<\/a> to protect its citizens and Mexico\u2019s president, Claudia Sheinbaum, said: \u201cWhat do we ask for? Respect for human rights.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Experts say Mr. Trump\u2019s hard-line response to Mr. Petro may have a chilling effect on other leaders in the region as they weigh their own actions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s swift threat to impose major tariffs on Colombia, which has historically been the strongest United States ally in the region, signals that his migration agenda will be the top priority in diplomatic relationships in the hemisphere, said Will Freeman, a fellow for Latin America studies at the Council on Foreign Relations.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cA previous administration that saw that as one concern among others would probably be walking much more carefully now with Colombia,\u201d said Mr. Freeman. \u201cBut I think the fact that Trump is doing this really shows that he sees it as his No. 1 priority.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For now, Colombia seems intent on avoiding another fight with the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe will have clear protocols, so that this doesn\u2019t happen again,\u201d said Mr. Murillo, the outgoing foreign minister.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration was clearly satisfied with the outcome of its brief if intense feud with Colombia. \u201cAmerica is respected again,\u201d it said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While Colombia stood to lose more than the United States if tariffs had been imposed by both countries, experts say that alienating Colombia, an important asset for American business, could push it closer to China, its second-largest trading partner, which is making inroads across Latin America.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As Mr. Trump and Mr. Petro\u2019s feud escalated on Sunday, China\u2019s ambassador to Colombia <a class=\"css-yywogo\" href=\"https:\/\/x.com\/zhu_jingyang\/status\/1883610027568902589\" title=\"\" rel=\"noopener\" target=\"_blank\">said on social media<\/a> that the two countries \u201care in the best moment of our diplomatic relations.\u201d <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Caught in the middle were the Colombian deportees who had been in the air on their way to Colombia when Mr. Petro turned the military planes back.
