{"id":42180,"date":"2025-01-28T13:54:45","date_gmt":"2025-01-28T18:54:45","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/rwanda-the-wests-donor-darling-seizes-an-opportunity-in-congo\/28\/01\/2025\/"},"modified":"2025-01-28T13:54:45","modified_gmt":"2025-01-28T18:54:45","slug":"rwanda-the-wests-donor-darling-seizes-an-opportunity-in-congo","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/rwanda-the-wests-donor-darling-seizes-an-opportunity-in-congo\/28\/01\/2025\/","title":{"rendered":"Rwanda, the West\u2019s \u2018Donor Darling,\u2019 Seizes an Opportunity in Congo"},"content":{"rendered":"<p>\n<\/p>\n<div data-testid=\"companionColumn-0\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">After Rwanda-backed rebels seized the Congolese city of Goma in 2012, powerful nations across the world registered their disapproval, announcing sanctions against Rwanda and other measures that led to the rebels\u2019 defeat a year later.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When those same rebels battled to capture Goma on Sunday, several nations once again voiced their criticism, but they have yet to apply the level of pressure on Rwanda that eventually led the rebels to stand down more than a decade ago.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As hundreds of thousands of civilians fled escalating violence in recent days, seeking sanctuary in Goma, the rebel group M23 was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/card\/2025\/01\/27\/world\/africa\/photos-rebels-goma-congo\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">right behind them<\/a>. M23, which the United Nations and others say is funded and armed by Rwanda, declared that it had captured Goma early on Monday.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Now, with the fate of the city in the balance, analysts say a conflict that could be tamed with strong international pressure against Rwanda is, instead, spiraling out of control. Rwanda has as many as 4,000 troops in eastern Congo supporting the M23 advance, United Nations experts say. The government of Paul Kagame, Rwanda\u2019s president, appears intent on rewriting Congo\u2019s map by seizing land, and so far, beyond issuing reproofs, Western countries have barely mustered a response.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kagame has denied that Rwanda is arming M23, or that his troops are in the Democratic Republic of Congo. He says M23 is simply defending the rights of Congo\u2019s minority Tutsis \u2014 Mr. Kagame\u2019s own ethnic group, which was the principal target of Rwanda\u2019s 1994 genocide. Most analysts say that this is a pretext to occupy Congolese territory and plunder its vast mineral wealth.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a call with President Felix Tshisekedi of Congo on Monday, Secretary of State Marco Rubio \u201ccondemned the assault on Goma by the Rwanda-backed M23 and affirmed the United States\u2019 respect for the sovereignty of the DRC,\u201d according to the State Department.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The United Kingdom and France had earlier condemned Rwanda\u2019s presence in eastern Congo. Antonio Guterres, the U.N. secretary general, on Monday <a class=\"css-yywogo\" href=\"https:\/\/www.france24.com\/en\/africa\/20250127-un-chief-rwandan-dr-congo\" title=\"\" rel=\"noopener\" target=\"_blank\">called<\/a> for the first time for Rwandan troops to withdraw from eastern Congo.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But Mr. Kagame\u2019s small central African nation has spent the last decade bolstering its reputation among western powers, making it too useful to sanction quickly, some analysts say. The European Union signed a strategic minerals deal with Rwanda last year, prompting <a class=\"css-yywogo\" href=\"https:\/\/www.politico.eu\/article\/eu-rwanda-minerals-agreement-coltan-ore-mining-conflict-smuggling-rubaya-democratic-republic-of-the-congo-paul-kagame\/\" title=\"\" rel=\"noopener\" target=\"_blank\">accusations from rights groups that it is fueling the conflict<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Rwanda, with a population of just 14 million people, <a class=\"css-yywogo\" href=\"https:\/\/peacekeeping.un.org\/en\/troop-and-police-contributors\" title=\"\" rel=\"noopener\" target=\"_blank\">currently contributes<\/a> the second-highest number of peacekeepers to the United Nations. Starting in 2021, its troops beat back a jihadist insurgency in an area of Mozambique where a French oil giant has a $20 billion gas project. Rwanda has also <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/23\/world\/europe\/uk-rwanda-policy-explained.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">shown<\/a> a <a class=\"css-yywogo\" href=\"https:\/\/www.diis.dk\/en\/event\/offshoring-refugees-to-rwanda-a-new-era-europes-anti-refugee-policies\" title=\"\" rel=\"noopener\" target=\"_blank\">willingness<\/a> to take asylum seekers from Europe, offering to help tackle an issue that has fueled that continent\u2019s far right movements.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">And for years, Rwanda has been seen by Western donors as the textbook example of how to get aid right, using the aid to leverage economic growth and development while styling itself the <a class=\"css-yywogo\" href=\"https:\/\/foreignpolicy.com\/2015\/04\/02\/africas-singapore-dream-rwanda-kagame-lee-kuan-yew\/\" title=\"\" rel=\"noopener\" target=\"_blank\">Singapore of Africa<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cPowerful Western countries have for long been reticent about punishing Rwanda, which cultivated a reputation as a donor darling,\u201d said Dino Mahtani, a former adviser to the U.N. peacekeeping mission in Congo. \u201cWhile some are now finally demanding Kagame pull back support to M23, they are unlikely to take action against what they see as the military solution against jihadis in Mozambique.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Congo, on the other hand, has regularly been written off as a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2006\/02\/13\/world\/africa\/un-pleads-for-aid-to-save-lives-in-congo.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">hopeless case<\/a>, a <a class=\"css-yywogo\" href=\"https:\/\/www.lemonde.fr\/en\/opinion\/article\/2023\/01\/31\/the-democratic-republic-of-congo-a-helpless-giant-against-rwandan-interference_6013762_23.html\" title=\"\" rel=\"noopener\" target=\"_blank\">helpless giant<\/a> in Africa wracked by a series of wars, rife with corruption and suffering.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">And the suffering is overwhelming.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Holding a tiny baby and trying to keep her other children close, Sifa Kigugo arrived in Goma on Sunday, just before the rebel takeover, with nowhere to go. She had given birth just five days before, but when fighting broke out around her village, she had to run.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Millions of Congolese like Ms. Kigugo have been forced to abandon their homes, with several hundred thousand displaced last week alone. <a class=\"css-yywogo\" href=\"https:\/\/www.unhcr.org\/news\/briefing-notes\/unhcr-gravely-concerned-worsening-violence-and-humanitarian-crisis-eastern-dr\" title=\"\" rel=\"noopener\" target=\"_blank\">Bombs have fallen<\/a> on the camps meant to house them. Sexual violence, long used as a weapon of war in Congo, has lately increased sharply, reaching <a class=\"css-yywogo\" href=\"https:\/\/www.doctorswithoutborders.org\/latest\/msf-reports-unprecedented-number-sexual-violence-cases-dr-congo\" title=\"\" rel=\"noopener\" target=\"_blank\">record levels<\/a> last year, after M23 began its most recent push.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhen will the international community stop turning a blind eye to the Congolese tragedy, and accepting or tolerating systematic violations of international law and human rights?\u201d <a class=\"css-yywogo\" href=\"https:\/\/x.com\/DenisMukwege\/status\/1883485405305094528\" title=\"\" rel=\"noopener\" target=\"_blank\">asked<\/a> Denis Mukwege, a gynecologist who has treated thousands of rape victims in Congo and won the 2018 Nobel Peace Prize.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">More than 21 million people in Congo \u2014 about one-fifth of the population \u2014 need aid. But humanitarian workers warn that the actions of the new Trump administration could plunge the country deeper into crisis. After taking office, President Trump issued an executive order directing a 90-day freeze on almost all foreign aid, pending a review. Last year 68.8 percent of <a class=\"css-yywogo\" href=\"https:\/\/fts.unocha.org\/countries\/52\/summary\/2024\" title=\"\" rel=\"noopener\" target=\"_blank\">all humanitarian aid<\/a> in Congo came from the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It is also Rwanda\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.foreignassistance.gov\/cd\/rwanda\/2021\/obligations\/0\" title=\"\" rel=\"noopener\" target=\"_blank\">biggest bilateral donor<\/a>, giving over $188 million to the country in 2023. Now that aid has been paused, the U.S. may be in a weaker position to influence Rwanda, according to some analysts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2012, in the wake of M23\u2019s first occupation of Goma, President Barack Obama <a class=\"css-yywogo\" href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2012\/12\/18\/readout-president-s-call-president-kagame\" title=\"\" rel=\"noopener\" target=\"_blank\">called Mr. Kagame<\/a> and urged him to stop supporting the rebels.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">More recently, Western nations have taken some action against M23: In 2023, the United States and the European Union <a class=\"css-yywogo\" href=\"https:\/\/www.hrw.org\/news\/2023\/08\/28\/us-sanctions-rights-abusers-eastern-congo\" title=\"\" rel=\"noopener\" target=\"_blank\">imposed<\/a> sanctions on a few Rwandan and Congolese military commanders involved in the conflict, and the United States <a class=\"css-yywogo\" href=\"https:\/\/www.theafricareport.com\/323896\/us-suspends-military-aid-to-rwanda-over-support-for-m23-rebels-in-drc\/\" title=\"\" rel=\"noopener\" target=\"_blank\">suspended<\/a> military aid to Rwanda last year.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On Tuesday, Germany\u2019s development ministry suspended aid talks with Rwandan officials. But many Congolese, including protesters in multiple cities this week, say the E.U. and the United States need to do more to stop Mr. Kagame.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Rwanda\u2019s exploitation of Congo\u2019s rare minerals has been detailed in multiple reports from the United Nations. Last year, M23 seized an area around the Congolese town of Rubaya that is rich in coltan, an ore used in cellphones and computers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">U.N. experts said in December that at least 150 tons of coltan were illegally exported to Rwanda and mixed with Rwandan production. Last month Congo filed criminal complaints in France and Belgium against subsidiaries of Apple, accusing it of using conflict minerals sourced in Congo.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Analysts say M23, under Rwanda\u2019s guidance, is looking to occupy Congo for the long term, behaving in ways that suggests it plans to establish an administrative state, collecting taxes and imposing fines on residents. \u201cThis seems to be a long game of territorial acquisition,\u201d said Mr. Mahtani, the former adviser to the U.N. peacekeeping mission.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-11\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In Congo\u2019s capital, Kinshasa, on Tuesday, anti-Rwanda protesters attacked several foreign embassies and a United Nations building in an eruption of anger at Congo\u2019s allies for failing to stop M23\u2019s advance. Protests also broke out in Bukavu, a larger city to Goma\u2019s south to which some Congolese officers are thought to have fled. Many of Bukavu\u2019s residents fear they are the rebels\u2019 next target.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-12\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Some observers see peace talks organized by nations in the region, including Angola, as the best hope for ending the violence. Secretary Rubio said on Monday that negotiations should restart as soon as possible.
