The 58-year-old\u2019s family fears he is dying.<\/p>\n<p>\u201cI\u2019ll be saying that Dr. Yang\u2019s case needs to be resolved and I\u2019ll be speaking about his human rights, the nature of the detention and the failure to have transparent processes,\u201d Albanese told reporters in the northern Australian city of Darwin shortly before his plane departed for Shanghai.<\/p>\n<p>The Chinese Foreign Ministry this week defended Yang\u2019s prosecution, saying his case had been handled in strict accordance with the law.<\/p>\n<p><a href=\"https:\/\/apnews.com\/article\/climate-sydney-australia-government-and-politics-77139715f40287ece5cf86dfe815c081\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Albanese;elm:context_link;itc:0\" class=\"link \">Albanese<\/a> will on Saturday become the first Australian prime minister to visit China since 2016, signaling an improvement in strained relations between the two nations since Australia\u2019s center-left government was elected last year.<\/p>\n<p>Albanese has been raising the plights of Yang and another detained Australian, journalist Cheng Lei, with Chinese leaders since he first met Xi on the sidelines of a Group of 20 summit in Indonesia a year ago.<\/p>\n<p><a href=\"https:\/\/apnews.com\/article\/australia-china-journalist-cheng-lei-d82400acd9dc977406adc337b724015d\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Cheng was freed and deported last month;elm:context_link;itc:0\" class=\"link \">Cheng was freed and deported last month<\/a> after three years in a Beijing detention for breaking a government-imposed embargo by a few minutes. Her release was interpreted as a Chinese concession ahead of Albanese\u2019s visit.<\/p>\n<p>Albanese will on Tuesday meet <a href=\"https:\/\/apnews.com\/article\/china-premier-congress-li-qiang-economy-4eb585e7fd438815631915f0f4d4dcb4\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Chinese Premier Li Qiang;elm:context_link;itc:0\" class=\"link \">Chinese Premier Li Qiang<\/a>, whose message of congratulations soon after the prime minister\u2019s election victory on May 21 last year raised the prospects of a reset in bilateral relations.<\/p>\n<p>Beijing has previously refused top-level ministerial contacts between the two countries.<\/p>\n<p>From the outset of his prime ministership, Albanese had demanded that China immediately lift what he described as \u201cunjustified\u201d official and unofficial trade barriers costing Australian exporters 20 billion Australian dollars ($13 billion) a year.<\/p>\n<p>Those barriers have since been substantially reduced and now cost around AU$2 billion ($1.3 billion).<\/p>\n<p>Albanese on Saturday credited his government\u2019s different approach toward China for what he describes as \u201cstabilizing\u201d the relationship, after nine years of conservative rule in Australia.<\/p>\n<p>\u201cMy approach towards this relationship has been patient, deliberate and measured, making sure that both of our interests are put forward because that is the way that good diplomacy works,\u201d Albanese said.<\/p>\n<p>\u201cThe fact that it is the first visit in seven years to our major trading partner is a very positive step, and I look forward to constructive discussions and dialogue with the president and the premier during my visit to Shanghai and Beijing,\u201d he added.<\/p>\n<p>China is concerned by the level of restrictions placed on Chinese investment in Australia due to growing security concerns.<\/p>\n<p>Around 400 Australian executives who do business with China are expected to attend a lunch with Albanese in Shanghai on Sunday.
