He would be the 17th secretary of energy, a position that was created in 1977.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At his <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/15\/climate\/chris-wright-energy-secretary-nominee.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">confirmation hearing<\/a>, Mr. Wright said his top priority was to \u201cunleash\u201d domestic energy production, including liquefied natural gas and nuclear power. He also told Democrats that he believed climate change was a \u201cglobal challenge that we need to solve\u201d and that he would support the development of renewable energy like wind and solar power.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the same time, Mr. Wright said he would \u201cwork tirelessly\u201d to support Mr. Trump\u2019s \u201cbold\u201d energy agenda. The president has frequently dismissed climate change as a hoax, disparaged wind and solar power and said he wants to expand the use of oil, gas and coal, the burning of which is driving climate change.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Energy Department plays a central role in developing new energy technologies. The agency oversees a <a class=\"css-yywogo\" href=\"https:\/\/www.energy.gov\/science\/science-innovation\/office-science-national-laboratories\" title=\"\" rel=\"noopener\" target=\"_blank\">network of 17 national laboratories<\/a> that conduct cutting-edge research as well as a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/06\/climate\/energy-electric-car-batteries-trump.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">powerful loan office<\/a> that has backed dozens of low-carbon energy projects, including battery factories in Ohio and Tennessee and two giant nuclear reactors in Georgia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Wright would also oversee approvals of liquefied gas export terminals, which the Biden administration tried to slow, angering industry groups. Mr. Trump has already ordered the Energy Department to restart reviews of proposed export facilities.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Energy Department is a sprawling agency. About 80 percent of the department\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.energy.gov\/sites\/default\/files\/2023-03\/doe-fy2024-budget-in-brief.pdf\" title=\"\" rel=\"noopener\" target=\"_blank\">$52 billion annual budget<\/a> goes toward maintaining the nation\u2019s nuclear arsenal, cleaning up environmental messes from the Cold War and conducting research in areas like high-energy physics.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Under the Biden administration, the department aggressively supported new clean energy technologies such as <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/11\/climate\/bill-gates-nuclear-wyoming.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">advanced nuclear power<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/28\/climate\/geothermal-energy-projects.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">enhanced geothermal energy<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/13\/climate\/hydrogen-hubs-biden-climate.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">green hydrogen fuels<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/07\/14\/climate\/renewable-energy-batteries.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">next-generation batteries<\/a> and more. Backed by new funding from Congress, it issued tens of billions in loans and grants to everything from <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/25\/climate\/energy-department-grants-decarbonize-industry.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">firms making low-carbon cement<\/a> to power companies <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/30\/climate\/energy-department-electric-grid.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">building new transmission lines<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At his confirmation hearing, Mr. Wright mostly declined to go into details about how he would run the department.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Some conservative groups have urged Mr. Wright to reorient or even shutter the agency\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/06\/climate\/energy-electric-car-batteries-trump.html?searchResultPosition=2\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Loan Programs Office<\/a>, which was given roughly $400 billion in loan authority by Congress to bring promising energy technologies to market. Under the Biden administration, the office finalized more than $60.6 billion in loans and loan guarantees to companies that were mining lithium, restarting a shuttered nuclear plant, converting wind and solar power into hydrogen fuels and more. It also issued $47 billion in conditional loans that have not been finalized.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As of Jan. 17, there were still 160 companies <a class=\"css-yywogo\" href=\"https:\/\/www.energy.gov\/lpo\/articles\/lpo-year-review-2024\" title=\"\" rel=\"noopener\" target=\"_blank\">seeking more than $200 billion in loans<\/a> and loan guarantees. But the loan office\u2019s work has largely been paused since Mr. Trump took office, and it is unclear what will happen to those applications.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Most major environmental groups and many Democrats opposed Mr. Wright\u2019s confirmation, saying that he downplayed the risks of a warming planet. In a social media post in 2023, <a class=\"css-yywogo\" href=\"https:\/\/www.linkedin.com\/posts\/chris-wright-b8370a17b_energysobriety-activity-7021514919787319298-xpzQ\/\" title=\"\" rel=\"noopener\" target=\"_blank\">Mr. Wright wrote<\/a>, \u201cThere is no climate crisis, and we\u2019re not in the midst of an energy transition, either.\u201d On a podcast last year, he said that climate change would have \u201ca slow-moving, modest impact two or three generations from now.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On podcasts and in speeches, Mr. Wright has frequently made a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/12\/climate\/wright-trump-oil-gas-energy.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">moral case for fossil fuels<\/a>, arguing that the world\u2019s poorest people need access to oil, gas and coal to enjoy the benefits of modern life that rich nations take for granted.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, some Senate Democrats joined Republicans in voting to approve Mr. Wright\u2019s nomination. They included Ruben Gallego of Arizona, Michael Bennet and John Hickenlooper of Colorado, Maggie Hassan and Jeanne Shaheen of New Hampshire, Ben Ray Luj\u00e1n and Martin Heinrich of New Mexico, as well as Angus King, an independent from Maine who normally caucuses with Democrats.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhile I do not agree with Mr. Wright on a number of issues, he has committed to working with us in good faith\u201d on issues like investing in national labs and building out high-voltage power lines, Mr. Heinrich said last month.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Wright graduated from the Massachusetts Institute of Technology and did graduate work on solar energy at the University of California, Berkeley. In 1992, he founded Pinnacle Technologies, which created software to measure the motion of fluid beneath the Earth\u2019s surface. The software helped bring about a commercial shale-gas revolution.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Wright started Liberty Energy in 2011, and the company has worked with others on geothermal energy and small, modular nuclear reactors.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Wright holds 2.6 million shares in the company, which were worth roughly $47 million based on Monday\u2019s closing stock price. In a <a class=\"css-yywogo\" href=\"https:\/\/www.energy.senate.gov\/services\/files\/186EF87B-3F53-4BD9-9605-77866578ADD9\" title=\"\" rel=\"noopener\" target=\"_blank\">written statement to the Senate<\/a> he promised to step down from Liberty Energy and divest his holdings within 90 days after being confirmed.
