After that meeting in Saudi Arabia on Tuesday, Mr. Trump <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/18\/us\/politics\/trump-russia-putin.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">suggested<\/a> that Ukraine had started the war, a comment that brought a strong rebuttal from Mr. Zelensky on Wednesday morning.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI would like to have more truth with the Trump team,\u201d Mr. Zelensky said in some of the most overt criticism yet of Mr. Trump and his view of the war in Ukraine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky, summoning reporters to his presidential office in Kyiv, a building still fortified with sandbags, said that the U.S. president was living in a \u201cweb of disinformation.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In <a class=\"css-yywogo\" href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114031332924234939\" title=\"\" rel=\"noopener\" target=\"_blank\">a post<\/a> on his Truth Social account, Mr. Trump responded with a scathing attack on Mr. Zelensky.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThink of it, a modestly successful comedian, Volodymyr Zelenskyy, talked the United States of America into spending $350 Billion Dollars, to go into a War that couldn\u2019t be won, that never had to start, but a War that he, without the U.S. and \u201cTRUMP,\u201d will never be able to settle,\u201d Mr. Trump wrote.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As he did in making his assertions a day earlier, he misrepresented verifiable facts. The United States, for instance, has allocated $119 billion for aid to Ukraine, according to a research organization in Germany, the Kiel Institute, not $350 billion.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump also suggested that future security of Ukraine would not be an American problem. \u201cThis War is far more important to Europe than it is to us,\u201d he wrote. \u201cWe have a big, beautiful Ocean as separation.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The deepening feud threatens to undermine Ukraine\u2019s war effort and further weaken its position in the peace talks that have already started between the U.S. and Russia \u2014 notably without Kyiv\u2019s involvement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s fixation on the United States being repaid for military and financial assistance over three years of war could put a stop on any future aid package to the war-torn country. Ukraine has long been dependent on regular American deliveries of air-defense weapons, shells and other type of ammunition to sustain its fight against Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cLet\u2019s be honest: Without the U.S., it will be very difficult for us,\u201d Gen. Kyrylo Budanov, the head of Ukraine\u2019s military intelligence agency, <a class=\"css-yywogo\" href=\"https:\/\/defence24.pl\/wojna-na-ukrainie-raport-specjalny-defence24\/gen-budanow-dla-defence24-rosja-bedzie-probowala-wbijac-klin-miedzy-polske-a-ukraine?fbclid=IwY2xjawIijLtleHRuA2FlbQIxMAABHRNCphrMMMs7WsxSZLMOEfFB5V2cmTplDvnkZormDEz0SckCXDHeohMYOw_aem_F-xCbqO1Wp6WyXvXYVM1GA\" title=\"\" rel=\"noopener\" target=\"_blank\">said on Wednesday<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Kyiv has pushed for a seat at the negotiating table with Russia. But Mr. Trump\u2019s portrayal of Moscow as a willing partner in peace talks, and his dismissal of Mr. Zelensky as an illegitimate and ineffective leader, risks further sidelining Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In his social media post Wednesday, Mr. Trump said in a menacing tone that Mr. Zelensky had \u201cbetter move fast\u201d to secure peace \u201cor he is not going to have a Country left.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">His comments followed up similarly accusatory statements he made on Tuesday. Mr. Trump said Ukraine \u201cshould have never started\u201d the war, and appeared to embrace what has been a Russian demand that Ukraine hold elections as a necessary step in the settlement talks.<span class=\"css-8l6xbc evw5hdy0\">  <\/span>Elections were suspended under martial law after Russia\u2019s invasion in February 2022.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump also said Tuesday that Mr. Zelensky\u2019s approval rating was 4 percent. Mr. Zelensky said that was not true, citing polls showing far higher support. In <a class=\"css-yywogo\" href=\"https:\/\/www.kiis.com.ua\/?lang=ukr&amp;cat=reports&amp;id=1466&amp;page=1%20%20As%20of%20December%202024,%2052%25%20of%20Ukrainians%20trusted%20President%20Volodymyr%20Zelensky,%20while%2039%25%20expressed%20distrust.%20Another%209%25%20reported%20being%20undecided%20about%20their%20stance.%20Although%20trust%20levels%20declined%20over%20the%20past%20year,%20the%20trust-distrust%20balance%20remains%20positive%20at%20+13%25.\" title=\"\" rel=\"noopener\" target=\"_blank\">one conducted in December<\/a> by the Kyiv International Institute of Sociology, for example, 52 percent of Ukrainians said that they trusted his leadership.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cSo, if anyone wants to replace me right now \u2014 that\u2019s not going to happen,\u201d Mr. Zelensky said, referring to his approval ratings.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump\u2019s false statements, Mr. Zelensky said, stemmed from misinformation spread by people around him. \u201cSuch rhetoric doesn\u2019t help Ukraine \u2014 it only helps in bringing Putin out of isolation,\u201d he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Until this week, Mr. Zelensky had <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/18\/world\/middleeast\/ukraine-trump-russia-war-peace-talks.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">walked a fine line<\/a> of staking out Ukrainian positions while avoiding any suggestion of an open breach with the United States, Ukraine\u2019s most important ally in a war that is nearing the three-year mark. But after the initial cease-fire talks between Russia and the United States on Tuesday, Mr. Zelensky starkly laid out his refusal to accept terms negotiated without Ukrainian participation.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">His comments on Wednesday \u2014 pushing back on Mr. Trump\u2019s false assertions while refraining from direct criticism by attributing them to a broader disinformation bubble \u2014 were in line with his efforts to maintain a balancing act and maintain ties with the U.S.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the news conference Wednesday, Mr. Zelensky was focused and spoke with intensity. He said he was not personally ruffled by the negotiations with the Trump administration. \u201cThis is not my first dialogue or fight,\u201d he said. \u201cI take it calmly.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Russia, he said, is clearly pleased with the turn of diplomatic developments. \u201cI think Putin and the Russians are very happy, because questions are discussed with them,\u201d Mr. Zelensky said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cYesterday, there were signals of speaking with them as victims,\u201d he said of the Trump officials\u2019 tone toward the Russians, whose government set off the largest war in Europe since World War II, one that has killed or wounded about a million people on both sides. \u201cThat is something new.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukrainians, Mr. Zelensky said, are not likely to trust promises Russian negotiators offer in talks. \u201cNobody in Ukraine trusts Putin,\u201d he said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky also laid out efforts to coordinate from allies security guarantees intended to prevent Russia from violating any cease-fire. This has been an overriding focus of Ukrainian diplomacy going into any peace talks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For Russia, a continuation of the war also carries costs, including by the estimate of military analysts a staggering toll of 1,000 soldiers or more killed or wounded daily, as well as punishing economic sanctions. Ukraine wants to trade this pressure on Russia for acceptance of a peacekeeping force or other guarantee of security to prevent the war, already the bloodiest in Europe in generations, from restarting.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky repeated that one option would be membership in NATO, a possibility that President Vladimir V. Putin of Russia has rejected and that the United States has said it does not support. The Ukrainian leader also mentioned maintaining the country\u2019s standing army of about one million soldiers and a peacekeeping contingent from European countries, or some combination of these measures.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin on Wednesday praised the Trump administration officials in Riyadh, Saudi Arabia, for having fostered a \u201cvery friendly\u201d atmosphere. Unlike past American administrations, he suggested, the Trump team did not criticize Russia\u2019s actions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cOn the American side, there were completely different people who were open to the negotiation process without any bias, without any condemnation of what was done in the past,\u201d Mr. Putin said, speaking to reporters while on a visit to St. Petersburg.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin said he looked forward to a meeting with Mr. Trump, but declined to give a date, cautioning that there was still a lot of preparatory work to be done, \u201cincluding on the Ukrainian track.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI\u2019ll be happy to meet with Donald,\u201d he said. \u201cWe haven\u2019t seen each other in a while. But we\u2019re in a situation where it\u2019s not enough to meet just to have tea or coffee and sit and talk about the future.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin dismissed fears that American allies in Europe were being excluded from the U.S.-Russia talks, arguing that the two countries had bilateral issues to discuss, such as the expiration of the New START nuclear arms control treaty next year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhy are they being hysterical?\u201d Mr. Putin said, apparently referring to the Europeans. \u201cHysteria is not appropriate here.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin said that Mr. Trump told him in their phone call last week that \u201cthe United States expects that the negotiating process will take place with the participation of both Russia and Ukraine.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cNo one is excluding Ukraine from this process,\u201d Mr. Putin said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky delivered his comments on the same day that Keith Kellogg, the retired general appointed by Mr. Trump as his special envoy to Ukraine and Russia, arrived in Kyiv for a three-day visit to discuss possible ways to end the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Speaking from Kyiv\u2019s railway station upon arrival, Mr. Kellogg said his mission would be \u201cto sit and listen\u201d to Ukraine\u2019s concerns. The United States, he said, understands Ukraine\u2019s \u201cneed for security guarantees\u201d and the \u201cimportance of sovereignty of this nation\u201d \u2014 remarks that contrasted sharply with Mr. Trump\u2019s disparaging comments from the day before.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky said he wanted to take Mr. Kellogg to the front line so he could see the war firsthand.
