Daniel Hagari, the Israeli military\u2019s chief spokesman, said in a late-night briefing.<\/p>\n<div>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Israel has described Gaza City, in the north of the enclave, as a center for Hamas\u2019s military operations, and its encirclement of the city appeared aimed at cutting it off from the rest of the strip. \u201cEssentially today there is a northern Gaza and a southern Gaza,\u201d Admiral Hagari said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Journalists\u2019 reports were limited by the blackout, but the BBC said one of its Gaza reporters thought the night had brought \u201cthe most intense airstrikes since the beginning of the war,\u201d which it said were largely focused in northwest Gaza. And Wafa, the official Palestinian news agency, reported \u201cviolent explosions and an unprecedented bombardment by Israeli aircraft and warships,\u201d saying the raids targeted the vicinities of several hospitals and had killed and injured dozens of people.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">On Monday morning, NetBlocks, a monitoring service, <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/netblocks\/status\/1721431793574826118\" title=\"\" rel=\"noopener\" target=\"_blank\">said<\/a> that \u201cinternet connectivity is being restored\u201d in Gaza, about 15 hours after the blackout began, although service was still significantly disrupted. The group said it was the second longest such cutoff in the month since the war began.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Admiral Hagari said that the operation on Sunday night was searching for senior Hamas commanders. Earlier in the day, the Israeli military had accused Hamas of using <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2023\/11\/05\/world\/israel-hamas-war-gaza-news\/israel-accuses-hamas-of-operating-out-of-2-more-gaza-hospitals\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">two hospitals in northern Gaza<\/a>, the Sheikh Hamad and Indonesian hospitals, as cover for its operational centers. The claim could not immediately be verified.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The Israeli military had earlier made similar accusations about Al Shifa Hospital, in Gaza City, and on Friday the Israeli military <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/03\/world\/middleeast\/al-shifa-hospital-gaza-explosion.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">confirmed an airstrike near that facility<\/a>. Hamas rejected the assertions about Al Shifa at the time, saying Israel had provided no evidence.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The Palestine Red Crescent Society, an independent aid group, said <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/PalestineRCS\/status\/1721251161691349499\" title=\"\" rel=\"noopener\" target=\"_blank\">on social media<\/a> that the blackout affected more than two million civilians, cutting off access to emergency medical services, and that, as during the previous blackouts, it had lost contact with its teams in Gaza.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The director general of the World Health Organization, Tedros Adhanom Ghebreyesus, said it was \u201cvery concerned\u201d about the communications outage and the reports of heavy bombardment.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cWithout connectivity, people who need immediate medical attention cannot contact hospitals and ambulances,\u201d Dr. Tedros <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/DrTedros\/status\/1721274979847680209\" title=\"\" rel=\"noopener\" target=\"_blank\">said on social media<\/a>. \u201cAll channels of communication must be restored immediately.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The director of NetBlocks, Alp Toker, said in an interview on Sunday that his organization was unable to immediately determine whether the blackout had been caused by Israel taking technical measures against Gaza\u2019s telecommunications infrastructure or by physically damaging it. However, he noted that in the previous blackouts, the restoration of service had come \u201calmost instantaneously,\u201d suggesting physical repairs were not necessary. Paltel, the Gazan telecommunications provider, said it had made no repairs to restore connectivity after the first blackout.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The loss of connectivity in Gaza on Sunday was \u201ctechnically fully consistent\u201d with the previous two blackouts, Mr. Toker said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The first blackout on Oct. 27, which began around sunset, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/29\/world\/middleeast\/gaza-blackout-internet-israel.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">lasted nearly 36 hours<\/a> and spread fear and panic across Gaza as Israel began a ground invasion.
