That <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/24\/us\/politics\/trump-macron-ukraine.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">one-two punch<\/a> of flattery and gentle resistance is an example of how some European leaders are trying to approach America at a fraught moment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The question is whether it will work.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron called Mr. Trump \u201cDear Donald\u201d <a class=\"css-yywogo\" href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-press-conference-emmanuel-macron-france-february-24-2025\/\" title=\"\" rel=\"noopener\" target=\"_blank\">four times<\/a> during a joint news conference on Monday, while emphasizing the shared history between France and the United States \u2014 and underscoring that the two leaders had made progress in discussing a sustainable and strong peace agreement for Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But even as he stuck to the script and emphasized shared goals and values, Mr. Macron showed himself willing to push back.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When Mr. Trump claimed in the Oval Office that Europe would \u201cget their money back\u201d because of the way they have funded support for Ukraine, <a class=\"css-yywogo\" href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-remarks-bilat-emmanuel-macron-france-white-house-february-24-2025\/\" title=\"\" rel=\"noopener\" target=\"_blank\">Mr. Macron interjected<\/a>, in a friendly tone, saying, \u201cWe provided real money.\u201d <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/19\/us\/politics\/trump-zelensky-russia-ukraine-war.html?searchResultPosition=5\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Unlike Mr. Trump<\/a>, Mr. Macron clearly labeled Russia as Ukraine\u2019s aggressor. And later, in an interview with Fox News\u2019s \u201cSpecial Report\u201d before returning to France, Mr. Macron mildly criticized threats to slap tariffs on European consumer goods as counterproductive. \u201cHow do you want us to increase security and defense expenditures if we are in a trade war?\u201d he asked.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Europe faces a towering challenge as the full-scale war in Ukraine enters its fourth year and American support for the conflict \u2014 and for the continent as a whole \u2014 wavers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron\u2019s trip was part of a flurry of European diplomacy this week in Washington, with Prime Minister Keir Starmer of Britain expected to meet Mr. Trump on Thursday, and the European Union\u2019s top diplomat, Kaja Kallas, making the rounds with administration officials.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron is <a class=\"css-yywogo\" href=\"https:\/\/x.com\/eucopresident\/status\/1894332084258218279\" title=\"\" rel=\"noopener\" target=\"_blank\">poised to debrief<\/a> European heads of state on Wednesday about his visit with Mr. Trump. Mr. Starmer will meet with a group of leaders in London on Sunday, Donald Tusk, the Polish prime minister, <a class=\"css-yywogo\" href=\"https:\/\/audiovisual.ec.europa.eu\/en\/video\/I-268161\" title=\"\" rel=\"noopener\" target=\"_blank\">said on<\/a> Tuesday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That same day, Britain <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/25\/world\/europe\/uk-defense-spending-starmer.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">announced<\/a> an increase in military spending; British and European leaders are <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/03\/world\/europe\/europe-trump-defense-budgets.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">increasingly talking<\/a> about defense jointly, as both groups recognize that they may need to step into whatever void America leaves.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">E.U. leaders will have <a class=\"css-yywogo\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/02\/24\/remarks-by-president-antonio-costa-at-the-international-summit-on-the-support-of-ukraine\/\" title=\"\" rel=\"noopener\" target=\"_blank\">a special summit on March 6<\/a> about supporting Ukraine and strengthening Europe\u2019s defense, one which leaders have promised will center on more detailed plans.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Even as they chart their own path ahead, European officials are desperate to keep the United States engaged and active. American military capabilities and funding have been critical to supporting Ukraine\u2019s resistance, and the United States is a key trading partner for the 27-member European Union. A deterioration in the trans-Atlantic relationship is in neither\u2019s interest, E.U. leaders often emphasize.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">America\u2019s tonal shift has been so sudden and stark that it has left Europe on the defensive. Mr. Trump has spent recent days and weeks sharply criticizing European allies while making increasingly friendly <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/18\/us\/politics\/trump-russia-putin.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">overtures toward Russia<\/a>. Among his complaints, Mr. Trump has long insisted that European nations spend more on their own security \u2014 a message that Mr. Macron is particularly comfortable delivering.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The French president has for years called for Europe to have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/01\/29\/world\/europe\/macron-biden.html?searchResultPosition=24\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">more \u201cstrategic autonomy\u201d<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/02\/04\/world\/europe\/europe-defense-ukraine-war.html?searchResultPosition=32\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">less military dependence<\/a> on the United States \u2014 often to skepticism from some of France\u2019s neighbors. He underscored it again with Mr. Trump.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cEveryone in Europe is now clear that it is our duty as Europeans\u201d to shoulder more of the continent\u2019s security burden, Mr. Macron said in Washington. \u201cEuropeans are now ready to do a lot more.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron said that Europeans could send troops as part of a future peace deal in Ukraine \u2014 not on the front lines of a conflict, but as a peacekeeping force \u2014 and that the United States would act in \u201csolidarity\u201d to support that approach.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There were few details about how the United States would do so. And if it became necessary, it would take lots of troops, money and time for Europe to develop the capabilities needed to support Ukraine and defend itself independently. That helps to explain why officials are softly urging the United States to remain engaged, and why they are reminding American officials that doing so is in Washington\u2019s own interest.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAutocrats around the world are watching very closely whether there is any impunity if you invade your neighbor and violate international borders,\u201d Ursula von der Leyen, president of the European Commission, said in Kyiv, the Ukrainian capital, on Monday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is not only paramount for Europe,\u201d she added. \u201cIt is also important for Asia, for Africa, and both sides of the Atlantic.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">It is also not clear whether Mr. Macron and other European leaders can influence Mr. Trump on Ukraine as the American leader embraces President Vladimir V. Putin of Russia and redefines that relationship. The <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/19\/world\/europe\/trump-zelensky-ukraine-comments.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">statements<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/24\/world\/europe\/putin-trump-russia-ukraine-war.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">actions<\/a> emerging from Washington have left European officials concerned that Mr. Trump will negotiate a rapid peace agreement with Russia without including Ukrainian and other European leaders, laying the groundwork for a truce that leaves Kyiv vulnerable and emboldens Mr. Putin. That in turn, the Europeans fear, would leave other nations on the continent at risk of future invasion.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On the surface, Mr. Trump and Mr. Macron were all broad smiles and firm handshakes during the French president\u2019s visit. They addressed each other as close friends, reminisced about past meetings \u2014 including a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/07\/14\/world\/europe\/trump-macron-frendship-france-bastille-day-parade.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Bastille Day gathering in 2017<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/07\/world\/europe\/france-notre-dame-reopening.html?searchResultPosition=5\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Notre-Dame Cathedral\u2019s reopening<\/a> last year \u2014 and played up a centuries-old Franco-American alliance.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe United States and France always stand on the same side, the right side, I would say, of history,\u201d Mr. Macron said. \u201cThis is what is at stake today.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He was careful not to antagonize Mr. Trump directly and repeatedly put a positive spin on the American leader\u2019s latest overtures to Russia.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron \u2014 <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/03\/28\/world\/europe\/macron-france-russia-ukraine.html?searchResultPosition=10\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">criticized himself in the early stages of the war for outreach<\/a> to Mr. Putin, before taking a harder line \u2014 called discussions with Russia \u201cuseful.\u201d He even framed U.S.-Ukraine discussions over a mineral deal as a great sign, telling Fox News in an interview that it was \u201cone of the best ways\u201d to ensure the United States was committed to \u201cUkrainian sovereignty.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Behind the united calls for peace, though, were starkly divergent views on how to obtain it. Mr. Trump suggested, \u201cWe could end it within weeks, if we\u2019re smart.\u201d Mr. Macron repeatedly hammered his own message: Don\u2019t rush.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Peace cannot mean Ukraine\u2019s \u201ccapitulation,\u201d Mr. Macron said, adding that Ukraine should not be pushed into a lopsided cease-fire without security guarantees to deter future Russian aggression.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As a cautionary tale, Mr. Macron repeatedly mentioned the 2014 and 2015 cease-fire agreements, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/02\/08\/world\/russia-ukraine-minsk-accords.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">known as the Minsk Accords<\/a>, that were forged after Russian-backed separatists attacked and grabbed territory in eastern Ukraine. Those deals failed to prevent Russia\u2019s 2022 invasion of Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt was violated every time by Russia, and we didn\u2019t react, all of us,\u201d Mr. Macron said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In France, the camaraderie between the two men was seen as a surface-level display that did little to paper over the growing rift in the trans-Atlantic alliance.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Lib\u00e9ration, a left-leaning daily, <a class=\"css-yywogo\" href=\"https:\/\/www.liberation.fr\/international\/europe\/guerre-en-ukraine-macron-chez-trump-pour-eviter-la-paix-russe-20250224_EKRB3NF45REIHBSULXI4BBRNQU\/\" title=\"\" rel=\"noopener\" target=\"_blank\">said<\/a> that \u201cbehind the outward smiles\u201d of the leaders, \u201ca wall is rising\u201d between Europe and the United States. Le Figaro, a conservative daily, <a class=\"css-yywogo\" href=\"https:\/\/www.lefigaro.fr\/international\/guerre-en-ukraine-emmanuel-macron-tente-de-convaincre-donald-trump-de-ne-pas-abandonner-kiev-20250224\" title=\"\" rel=\"noopener\" target=\"_blank\">noted<\/a> that Mr. Macron had not received any \u201cfirm assurances\u201d from Mr. Trump of continued American support.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Le Monde, one of France\u2019s leading newspapers, declared in <a class=\"css-yywogo\" href=\"https:\/\/www.lemonde.fr\/en\/opinion\/article\/2025\/02\/25\/ukraine-war-and-rupture-three-years-after-the-russian-invasion_6738543_23.html\" title=\"\" rel=\"noopener\" target=\"_blank\">an editorial<\/a> that when it comes to reasoning with Mr. Trump, \u201chope is slim,\u201d and that Europe may need to \u201cget battle ready.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><a href=\"https:\/\/www.nytimes.com\/2025\/02\/25\/world\/europe\/trump-macron-starmer-ukraine.html\" target=\"_blank\" rel=\"noopener nofollow\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Follow live updates on the Trump administration.
