The GTI&#8217;s definition of the region includes parts of 10 countries: Burkina Faso, Mali, Niger, Cameroon, Guinea, The Gambia, Senegal, Nigeria, Chad and Mauritania.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Sahel has some of the world&#8217;s highest birth rates, and almost two-thirds of the population is under 25.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Unlike in the West where &#8220;lone actor terrorism is on the rise&#8221;, the Sahel, has seen the rapid expansion of militant jihadist groups, according to the report.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It says most of the attacks there were carried out by two organisations: the Islamic State group affiliate in the Sahel and Jama&#8217;at Nusrat al-Islam wal Muslimeen (JNIM) &#8211; a branch of al-Qaeda.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;They&#8217;re trying to introduce new legal orders,&#8221; explains Niagal\u00e9 Bagayoko, chair of the African Security Sector Network. &#8220;They&#8217;re trying to administer justice in particular based on Sharia.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">And in the process, she says they &#8220;are competing with one another&#8221; for land and influence.<\/p>\n<figure class=\"relative mb-4\">\n<div class=\"relative\"><img alt=\"A map of the Sahel\" loading=\"lazy\" width=\"960\" height=\"870\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/s.yimg.com\/ny\/api\/res\/1.2\/2LeWShgDy4JFUKFdrpkOJQ--\/YXBwaWQ9aGlnaGxhbmRlcjt3PTk2MDtoPTg3MA--\/https:\/\/media.zenfs.com\/en\/bbc_us_articles_995\/7b7001d25dc4811c77c302a6aeef77af\"\/><button aria-label=\"View larger image\" class=\"group absolute bottom-3 right-3 size-10 md:size-[50px] lg:inset-0 lg:size-full lg:bg-transparent\" data-ylk=\"elm:expand;itc:1;sec:image-lightbox;slk:lightbox-open;\"><span class=\"absolute bottom-0 right-0 rounded-full bg-white p-3 opacity-100 shadow-elevation-3 transition-opacity duration-300 group-hover:block group-hover:opacity-100 md:p-[17px] lg:bottom-6 lg:right-6 lg:bg-white\/90 lg:p-5 lg:opacity-0 lg:shadow-none\"><svg viewbox=\"0 0 22 22\" aria-hidden=\"true\" class=\"size-4 lg:size-6\" width=\"22\" height=\"22\"><path d=\"M12.372.92c0-.506.41-.916.915-.916L21 0l-.004 7.712a.917.917 0 0 1-1.832 0V3.183l-6.827 6.828-1.349-1.348 6.828-6.828h-4.529a.915.915 0 0 1-.915-.915M1.835 17.816l6.828-6.828 1.349 1.349-6.829 6.827h4.529a.915.915 0 0 1 0 1.831L0 21l.004-7.713a.916.916 0 0 1 1.831 0z\"\/><\/svg><\/span><\/button><dialog aria-label=\"Modal Dialog\" aria-modal=\"true\" class=\"fixed inset-0 z-4 size-full max-h-none max-w-none bg-white hidden\"\/><\/div><figcaption class=\"relative text-sm mt-1 pr-2.5\">\n<p>[BBC]<\/p>\n<\/figcaption><\/figure>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">IS-Sahel has reportedly doubled the amount of territory it controls in Mali since the country&#8217;s coups of 2020 and 2021 &#8211; largely in the east near its borders with Burkina Faso and Niger &#8211; while JNIM also continued to expand its reach, according to a UN panel of experts on Mali.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The GTI report notes that both groups have recruited more fighters, including child soldiers in the case of IS.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;In some instances, people tend to be in a point of choicelessness by the time they decide to join a militant group,&#8221; says Beverly Ochieng, a senior analyst specialising in Francophone Africa at Control Risks, a geopolitical risk consultancy. &#8220;These are communities that are very vulnerable.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The GTI report explains how political instability and weak governance are creating ideal conditions for insurgent groups to grow, pointing to conflict as &#8220;the primary driver of terrorism&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Sahel is sometimes referred to as the &#8220;coup belt&#8221; of Africa.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Since 2020 there have been six successful coups in the region as defined by the GTI report: two in Mali, two in Burkina Faso, one in Guinea and one in Niger. These countries are now all run by military juntas.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The Sahel has experienced a breakdown in state society,&#8221; says Dr Folahanmi Aina, an expert on the region at SOAS University in London.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;It&#8217;s been informed by years of neglect from political leaders who haven&#8217;t necessarily prioritised people-centred governance and local grievances have festered, resulting in terror groups trying to leverage these.&#8221;<\/p>\n<figure class=\"relative mb-4\">\n<div class=\"relative\"><img alt=\"Two junta leaders, Niger's General Abdourahamane Tiani salutes next to his Burkinabe counterpart Captain Ibrahim Traor\u00e9\" loading=\"lazy\" width=\"820\" height=\"460\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/s.yimg.com\/ny\/api\/res\/1.2\/S3WUeBgZt7OOVurh.flFgA--\/YXBwaWQ9aGlnaGxhbmRlcjt3PTk2MDtoPTUzOQ--\/https:\/\/media.zenfs.com\/en\/bbc_us_articles_995\/7889d67f39ac0310c3b00f80f23c3d6b\"\/><button aria-label=\"View larger image\" class=\"group absolute bottom-3 right-3 size-10 md:size-[50px] lg:inset-0 lg:size-full lg:bg-transparent\" data-ylk=\"elm:expand;itc:1;sec:image-lightbox;slk:lightbox-open;\"><span class=\"absolute bottom-0 right-0 rounded-full bg-white p-3 opacity-100 shadow-elevation-3 transition-opacity duration-300 group-hover:block group-hover:opacity-100 md:p-[17px] lg:bottom-6 lg:right-6 lg:bg-white\/90 lg:p-5 lg:opacity-0 lg:shadow-none\"><svg viewbox=\"0 0 22 22\" aria-hidden=\"true\" class=\"size-4 lg:size-6\" width=\"22\" height=\"22\"><path d=\"M12.372.92c0-.506.41-.916.915-.916L21 0l-.004 7.712a.917.917 0 0 1-1.832 0V3.183l-6.827 6.828-1.349-1.348 6.828-6.828h-4.529a.915.915 0 0 1-.915-.915M1.835 17.816l6.828-6.828 1.349 1.349-6.829 6.827h4.529a.915.915 0 0 1 0 1.831L0 21l.004-7.713a.916.916 0 0 1 1.831 0z\"\/><\/svg><\/span><\/button><dialog aria-label=\"Modal Dialog\" aria-modal=\"true\" class=\"fixed inset-0 z-4 size-full max-h-none max-w-none bg-white hidden\"\/><\/div><figcaption class=\"relative text-sm mt-1 pr-2.5\">\n<p>Burkina Faso&#8217;s Capt Ibrahim Traor\u00e9 (L) and Niger&#8217;s Gen Abdourahamane Tiani (R) took power in coups, promising to combat insurgents [Getty Images]<\/p>\n<\/figcaption><\/figure>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">There was a perception that civilian governments were unable to combat security threats from insurgent groups, &#8220;but despite these juntas taking over, they haven&#8217;t necessarily improved optics on the ground and in fact insecurity has worsened,&#8221; says Dr Aina. &#8220;The juntas are professionally unprepared for the rigours of governance.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In fact in 2024, Burkina Faso &#8220;remained the country most affected by terrorism for the second year in a row&#8221; according to the GTI.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In the 14 years since the report began, it is the only country to top the list that is not Iraq or Afghanistan.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Jihadist groups sustain their operations in the Sahel with a range of illicit economic activities, including kidnap for ransom and cattle rustling, according to the GTI report.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The region has also become a key route for drug traffickers bringing cocaine from South America to Europe, and the report notes that &#8220;drug trafficking represents one of the most financially lucrative illicit activities linked to terrorism in the Sahel&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It points out that that some groups veer away from directly engaging in organised crime, however, preferring to &#8220;make money by imposing taxes or providing security and protection in exchange for payment&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It goes on to explain: &#8220;This model not only generates revenue but also helps these groups integrate into local communities, strengthening their influence.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Insurgent groups are also vying for control of the Sahel&#8217;s rich natural resources.
