The flight was rescuing wounded government soldiers who had clashed with an armed group in Upper Nile State in the northeast. A day later, the United States said it was removing all nonemergency government employees from the country, citing security threats.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The attack underscored the shaky stability of the East African nation, almost a decade and a half after it gained independence amid hope and fanfare. The latest clashes, and the preceding political tensions, have regional observers fearing the collapse of a peace deal that was agreed on seven years ago.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Here\u2019s what to know.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-30a841e2\">Who\u2019s fighting?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The main parties involved in the latest clashes are the South Sudanese national military, under the government of President Salva Kiir, and an opposition force known as the White Army, which is believed to be allied with Vice President Riek Machar.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Kiir and Mr. Machar led the two warring sides of the civil war that broke out in 2013, ending with a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2018\/06\/27\/world\/africa\/south-sudan-peace-deal.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">fragile peace agreement in 2018<\/a>. The deal demilitarized the capital, Juba, moved to ensure that both sides shared earnings from oil exports and returned Mr. Machar as vice president.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Yet deep-seated political and ethnic tensions <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/02\/03\/world\/africa\/pope-francis-south-sudan.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">have endured<\/a>, as have militias and armed factions with shifting loyalties. Clashes are frequently <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/08\/09\/world\/africa\/deadly-clashes-threaten-south-sudans-shaky-peace-deal.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">characterized by interethnic violence<\/a>, particularly between Mr. Kiir\u2019s Dinka and Mr. Machar\u2019s Nuer ethnic groups. Recurring violence has precipitated large-scale displacement, plunged the country into economic free-fall and sharply raised the price of food and fuel.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-723a3e1e\">What led to the latest escalation?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Machar\u2019s political coalition has <a class=\"css-yywogo\" href=\"https:\/\/www.eyeradio.org\/splm-io-urges-release-of-top-officials-it-says-were-arbitrarily-arrested\/#google_vignette\" title=\"\" rel=\"noopener\" target=\"_blank\">accused the government<\/a> of targeting his allies in February, including by launching a large-scale operation against his supporters in Upper Nile State. At least 22 political and military leaders allied with Mr. Machar <a class=\"css-yywogo\" href=\"https:\/\/www.hrw.org\/news\/2025\/03\/13\/south-sudan-opposition-leaders-others-detained\" title=\"\" rel=\"noopener\" target=\"_blank\">have been arrested<\/a>, with the whereabouts of some of them still unknown, Human Rights Watch has said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In early March, the government <a class=\"css-yywogo\" href=\"https:\/\/www.eyeradio.org\/govt-confirms-white-army-assault-on-nasir-garrison-sspdf-withdrawal\/\" title=\"\" rel=\"noopener\" target=\"_blank\">accused the White Army<\/a> of attacking and capturing a military garrison in the northern town of Nasir along the border with Ethiopia. The authorities in Juba responded by arresting several of Mr. Machar\u2019s allies, including the deputy chief of the army, Gen. Gabriel Duop Lam, and the petroleum minister, Puot Kang Chol.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The U.N. helicopter in Upper Nile came under fire on March 7, despite <a class=\"css-yywogo\" href=\"https:\/\/peacekeeping.un.org\/en\/unmiss-personnel-killed-and-injured-during-attack-un-helicopter-nasir-south-sudan#:~:text=%E2%80%9CThe%20attack%20on%20UNMISS%20personnel,Head%20of%20UNMISS%2C%20Nicholas%20Haysom.\" title=\"\" rel=\"noopener\" target=\"_blank\">assurances of safe passage<\/a>, according to the chief of the U.N. South Sudan mission, Nicholas Haysom. In addition to a member of the helicopter crew, the attack left several military officers dead, including a general, the United Nations said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The latest tensions have put the delicate government at risk of collapsing, with opposition groups describing the arrests as a sign of Mr. Kiir\u2019s reluctance to honor the peace agreement and his determination to maintain control over the country\u2019s political landscape. Presidential elections, now scheduled for next year, have repeatedly been delayed, causing frustration among opposition factions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cSouth Sudan is one major escalation away from slipping into a new civil war,\u201d said Alan Boswell, the Horn of Africa director at the International Crisis Group. \u201cShould the government collapse or large-scale ethnic violence break out, the country could fragment.\u201d<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-144a0c20\">Have U.S. aid cuts affected the situation?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The cuts in American aid are already having a dire impact on the humanitarian situation in South Sudan. The United States <a class=\"css-yywogo\" href=\"https:\/\/www.foreignassistance.gov\/cd\/south%20sudan\/2023\/obligations\/0\" title=\"\" rel=\"noopener\" target=\"_blank\">spent $760 million on programs<\/a>, including emergency food assistance and health, in the country in 2023.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Aid groups say the dearth of humanitarian aid is worsening food insecurity, and the cessation of health programs may spread diseases like cholera, malaria and tuberculosis even further. In January, <a class=\"css-yywogo\" href=\"https:\/\/www.unocha.org\/publications\/report\/south-sudan\/south-sudan-humanitarian-access-snapshot-january-2025\" title=\"\" rel=\"noopener\" target=\"_blank\">the United Nations said<\/a> that violence, bureaucratic impediments and cash extortion of its contractors were impeding effective delivery of aid, including in Upper Nile State.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-26cf40c6\">What role does Uganda play?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Uganda said last week that <a class=\"css-yywogo\" href=\"https:\/\/x.com\/mkainerugaba\/status\/1899381746207965285\" title=\"\" rel=\"noopener\" target=\"_blank\">its special forces<\/a> had <a class=\"css-yywogo\" href=\"https:\/\/x.com\/mkainerugaba\/status\/1899204699208724671\" title=\"\" rel=\"noopener\" target=\"_blank\">deployed to Juba<\/a> to \u201csecure\u201d the South Sudanese capital. The Ugandan military chief said in a <a class=\"css-yywogo\" href=\"https:\/\/x.com\/mkainerugaba\/status\/1899200454170386836\" title=\"\" rel=\"noopener\" target=\"_blank\">social media post<\/a> that his nation recognized Mr. Kiir as the country\u2019s only president.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cAny move against him is a declaration of war against Uganda,\u201d he said, adding, \u201cAll those who commit that crime will learn what it means.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Officials in Juba have not publicly confirmed the presence of the troops. But the Ugandan governing party\u2019s parliamentary caucus endorsed the deployment, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/pwatchug\/status\/1900573663906128148\" title=\"\" rel=\"noopener\" target=\"_blank\">describing it as<\/a> a \u201cnecessary intervention for peace enforcement to protect lives, restore stability and prevent further escalation of conflict.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Uganda\u2019s longtime president, Yoweri Museveni, has deployed troops to South Sudan several times in the past to prop up Mr. Kiir\u2019s government. Yusuf Serunkuma, a researcher and scholar at Makerere University in Uganda, said that reports of a decline in Mr. Kiir\u2019s health meant he needed Mr. Museveni\u2019s backing even more. (South Sudan\u2019s presidency has repeatedly denied assertions that Mr. Kiir has health problems.)<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A civil war in neighboring Sudan that has killed tens of thousands and displaced many more has also disrupted South Sudan\u2019s oil exports, limiting Mr. Kiir\u2019s ability to fund his patronage network, observers say.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cSalva Kiir has accused Riek Machar of planning to overthrow him in a coup \u2014 an old accusation since the founding of the country,\u201d Mr. Serunkuma said. But with the Ugandan deployment, he added, \u201cThey\u2019ll probably sustain the status quo.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Regional observers worry that the Ugandan deployment and an eventual state collapse could converge with <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/07\/world\/africa\/sudan-genocide-numbers.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">the war to the north in Sudan<\/a> and engulf the region in further conflict.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-637e7577\">What happens next?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The United Nations and regional bodies have called on the South Sudanese leaders to de-escalate the crisis and resolve issues through dialogue. Leaders from the eight-nation Intergovernmental Authority on Development <a class=\"css-yywogo\" href=\"https:\/\/igad.int\/communique-of-the-43rd-extraordinary-summit-of-igad-heads-of-state-and-government-on-the-situation-in-the-republic-of-south-sudan\/\" title=\"\" rel=\"noopener\" target=\"_blank\">called last week<\/a> for the release of detained officials \u201cunless credible evidence warrants legal proceedings.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The U.N.
