Putin of Russia, according to a letter sent to members of the organization on Monday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The decision to withdraw from the International Center for the Prosecution of the Crime of Aggression against Ukraine, which the Biden administration joined <a class=\"css-yywogo\" href=\"https:\/\/www.justice.gov\/archives\/opa\/pr\/attorney-general-merrick-b-garland-statement-us-funds-international-centre-prosecution-crime\" title=\"\" rel=\"noopener\" target=\"_blank\">in 2023<\/a>, is the latest indication of the Trump administration\u2019s move away from President Joseph R. Biden Jr.\u2019s commitment to holding Mr. Putin personally accountable for crimes committed against Ukrainians.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The group was created to hold the leadership of Russia, along with its allies in Belarus, North Korea and Iran, accountable for a category of crimes \u2014 <a class=\"css-yywogo\" href=\"https:\/\/guide-humanitarian-law.org\/content\/article\/3\/aggression\/\" title=\"\" rel=\"noopener\" target=\"_blank\">defined as aggression<\/a> under international law and treaties that violates another country\u2019s sovereignty and is not initiated in self-defense.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe U.S. authorities have informed me that they will conclude their involvement in the ICPA\u201d by the end of March, Michael Schmid, president of the group\u2019s parent organization, the European Union Agency for Criminal Justice Cooperation, better known as Eurojust, wrote in an internal letter obtained by The New York Times.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The group remains \u201cfully committed\u201d to holding to account \u201cthose responsible for core international crimes\u201d in Ukraine, he added.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The United States was the only country outside Europe to send a senior prosecutor to The Hague to work with investigators from Ukraine, the Baltic States, Poland, Romania and the International Criminal Court.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A department spokesman did not immediately respond to a request for comment on Sunday night.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration is also reducing work done by the department\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.justice.gov\/archives\/opa\/pr\/attorney-general-merrick-b-garland-visits-ukraine-reaffirms-us-commitment-help-identify\" title=\"\" rel=\"noopener\" target=\"_blank\">War Crimes Accountability Team<\/a>, created in 2022 by the attorney general at the time, Merrick B. Garland, and staffed by experienced prosecutors. It was intended to coordinate Justice Department efforts to hold Russians accountable who are responsible for atrocities committed in the aftermath of the full invasion three years ago.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere is no hiding place for war criminals,\u201d Mr. Garland said in announcing the organization of the unit.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The department, he added, \u201cwill pursue every avenue of accountability for those who commit war crimes and other atrocities in Ukraine.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">During the Biden administration, the team, known as WarCAT, focused on an <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/03\/21\/us\/politics\/ukraine-russia-war-crimes-justice-dept.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">important supporting role<\/a>: providing Ukraine\u2019s overburdened prosecutors and law enforcement with logistical help, training and direct assistance in bringing charges of war crimes committed by Russians to Ukraine\u2019s courts.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The team did bring one significant case.
