It featured shackled men being marched off a plane over a dramatic electronic soundtrack and into prison, where they were shaved bald.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Bukele also taunted the U.S. judge who unsuccessfully ordered the flights turned around, posting on X, \u201cOopsie \u2026 Too late,\u201d with a laughing emoji. Secretary of State Marco Rubio shared the video, as did Elon Musk. Mr. Trump thanked Mr. Bukele online, saying, \u201cWe will not forget!\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">El Salvador\u2019s role in the Trump administration\u2019s deportation strategy signals a new level of power and global visibility for Mr. Bukele, who became president at 37 in 2019 and was <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/02\/world\/americas\/el-salvador-bukele-election.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">re-elected by a landslide<\/a> last year.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">He has become Latin America\u2019s most popular leader for his takedown of gangs, even as he has suspended key civil liberties and has been accused by U.S. prosecutors of secretly negotiating with the same gangs. He is now positioning himself as a crucial regional ally to Mr. Trump.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-2b9fe375\">The world\u2019s \u2018coolest dictator\u2019<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Bukele uses social media to project a slick and casual look \u2014 often wearing a backward baseball cap and aviator shades \u2014 and to respond to criticism of his iron-fisted approach to crime and violence.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In spring 2022, after a surge in gang violence rocked El Salvador, the government imposed a state of emergency that has been in place ever since. Mr. Bukele empowered police and the military forces to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/03\/28\/world\/americas\/el-salvador-gang-violence-bukele.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">carry out mass arrests<\/a>, which human rights groups say have ensnared without due process people who have no gang ties.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Many of the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/04\/world\/americas\/el-salvador-prisons-bukele-migrants.html?smid=nytcore-ios-share&amp;referringSource=articleShare&amp;sgrp=c&amp;pvid=7BDF5977-461A-483F-810C-38B10784DD01\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">85,000 Salvadorans apprehended<\/a> have disappeared into the prison system, held for years without trial and without their families knowing if they are alive.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Bukele has also been accused of undermining democratic institutions. He has embraced the criticism, referring to himself as the world\u2019s \u201c<a class=\"css-yywogo\" href=\"https:\/\/apnews.com\/article\/technology-elections-media-courts-nayib-bukele-508b42261afebc96088007a44650cd9e\" title=\"\" rel=\"noopener\" target=\"_blank\">coolest dictator<\/a>.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Adding to his tough-on-crime persona are the highly produced videos and photos that his government regularly releases. They feature shirtless men in handcuffs or prisoners working in <a class=\"css-yywogo\" href=\"https:\/\/www.tiktok.com\/@nayibbukele\/video\/7466280197554261253\" title=\"\" rel=\"noopener\" target=\"_blank\">factory-like conditions<\/a>. And they often include footage from the forbidding Terrorism Confinement Center, known as CECOT, a hulking site that can house up to 40,000 inmates.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-67ee3871\">An alliance with Trump<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Bukele\u2019s embrace of emergency security powers and his promotion of the cryptocurrency Bitcoin have earned him praise in Mr. Trump\u2019s inner circle.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He recently <a class=\"css-yywogo\" href=\"https:\/\/www.barrons.com\/news\/bukele-and-musk-full-of-mutual-praise-after-us-meeting-on-ai-d0c70c43\" title=\"\" rel=\"noopener\" target=\"_blank\">met with Mr. Musk<\/a> at a Tesla plant in Texas.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Last month, Mr. Bukele took Mr. Rubio on a sun-drenched tour of the presidential residence outside San Salvador. Afterward, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/04\/us\/politics\/el-salvador-prisons-marco-rubio.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Mr. Rubio announced<\/a> that Mr. Bukele had offered to take in deportees of any nationality, including Americans, and to house them in CECOT \u2014 for a fee.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Included in that group, Mr. Rubio said, would be \u201cany illegal alien in the United States who is a criminal of any nationality, whether from MS-13 or the Tren de Aragua,\u201d the Salvadoran and Venezuelan gangs.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A White House spokeswoman said on Monday that El Salvador would receive $6 million for taking in the Venezuelan deportees, who the U.S. government said were members of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/15\/world\/americas\/tren-de-aragua-gang-venezuela.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Tren de Aragua<\/a>, without offering evidence or the detainees\u2019 names.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-6004bfba\">Bringing MS-13 members back<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The day after Mr. Rubio\u2019s announcement, the Salvadoran ambassador to Washington, Milena Mayorga, said Mr. Bukele had asked to include MS-13 leaders among those deported to El Salvador, \u201cas a matter of honor.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe president was blunt and told Rubio: I want you to send me the gang leaders who are in the United States,\u201d Ms. Mayorga said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The deportees also included two Salvadoran men described by Mr. Rubio as \u201cdangerous top MS-13 leaders.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Bukele\u2019s relationship to MS-13 \u2014 which began in El Salvador but has spread through Latin America and the United States \u2014 is complicated.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Under the Biden administration, the <a class=\"css-yywogo\" href=\"https:\/\/www.justice.gov\/archives\/opa\/pr\/high-ranking-ms-13-fugitive-arrested-terrorism-charges\" title=\"\" rel=\"noopener\" target=\"_blank\">Department of Justice accused<\/a> Mr. Bukele and his administration of secretly negotiating a pact with certain gang leaders: In exchange for helping keep down homicide numbers, Salvadoran officials offered them privileges behind bars, the department said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Top Salvadoran officials, <a class=\"css-yywogo\" href=\"https:\/\/www.justice.gov\/usao-edny\/pr\/high-ranking-ms-13-fugitive-arrested-terrorism-indictment\" title=\"\" rel=\"noopener\" target=\"_blank\">the Justice Department said,<\/a> also helped an MS-13 boss escape the country even though the United States had requested his extradition.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2021, the Treasury Department imposed sanctioned against members of the administration for doling out favors to gang leaders.
