Putin of Russia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Kremlin said that in a call with President Trump on Tuesday, Mr. Putin had agreed to a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/18\/us\/politics\/trump-putin-call-ukraine-russia-ceasefire.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">limited cease-fire<\/a> that would halt attacks on Ukrainian energy infrastructure. The proposal fell short of a 30-day unconditional truce that Kyiv had <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/11\/world\/europe\/ukraine-us-saudi-cease-fire-talks.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">agreed to at Washington\u2019s urging<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">On Wednesday, Mr. Zelensky appeared open to the latest offer of a limited cease-fire, but said he thought that such a truce would need U.S. monitoring to work.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cJust the assertion and the word of Putin that he will not strike energy sites is too little,\u201d Mr. Zelensky said. \u201cWar has made us practical people.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Ukraine would prepare a list of sites that would need to be protected \u2014 and if monitoring confirmed that \u201cRussia doesn\u2019t strike our objects, we will not strike theirs,\u201d he told a news conference in Helsinki alongside Finland\u2019s president, Alexander Stubb.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Underscoring the lack of trust between Ukraine and Russia, the two countries <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/19\/world\/europe\/ukraine-russia-energy-infrastructure.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">traded accusations<\/a> on Wednesday about attacks against each others\u2019 energy infrastructure.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky has characterized some of the conditions Mr. Putin has set for a broader cease-fire \u2014 such as a demand for a complete cessation of foreign military and intelligence aid to Ukraine \u2014 as an attempt to stall for time so that Russia can improve its forces\u2019 positions on the battlefield and its negotiating hand.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Ukrainian president reiterated that point after the call between Mr. Putin and Mr. Trump, saying that in setting conditions, Russia had made clear it was unwilling to end the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukraine\u2019s European allies have cautiously welcomed any moves toward a cease-fire, while pledging further support for Kyiv and echoing concerns about Russia\u2019s conditions.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cIt\u2019s a yes or a no. No buts, no conditions,\u201d Mr. Stubb, Finland\u2019s president, told the news conference. \u201cUkraine accepted a cease-fire without any form of conditions. If Russia refuses to agree, we need to increase our efforts to strengthen Ukraine and to ratchet up pressure on Russia.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The 30-day cease-fire proposal that Ukraine had agreed to after talks with U.S. officials in Saudi Arabia was more extensive. It would have applied to land, air and sea \u2014 the first cessation of hostilities since Russia\u2019s full-scale invasion of Ukraine more than three years ago.
