Kyiv\u2019s delegation will first meet with U.S. mediators on Sunday, a Ukrainian official said, followed by Moscow-Washington talks on Monday.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Ukrainian official, speaking on condition of anonymity to discuss a sensitive matter, said Sunday\u2019s talks would begin in the evening, Kyiv time. He added that the Ukrainian delegation might hold additional discussions with U.S. officials on Monday, depending on progress.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Steve Witkoff, whom President Trump has tapped to be his <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/13\/us\/politics\/witkoff-trumps-russia-putin.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">personal envoy to President Vladimir V. Putin<\/a> of Russia, has said that the ultimate goal of the talks is a 30-day full cease-fire that would allow time for negotiations on a permanent truce.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But the path toward such a truce has been shaky. Moscow continues to insist on <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/19\/world\/europe\/trump-putin-call-russia-ukraine-war.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">maximalist positions<\/a>, including about asserting territorial control and ensuring Ukraine never joins NATO. The Ukrainian government has repeatedly said that it will not concede to the Kremlin\u2019s demands and accused Mr. Putin of stalling for time.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Unlike <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/article\/us-ukraine-talks-rubio-saudi-arabia.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">previous cease-fire discussions<\/a>, which involved top government officials from all sides, this new round will focus on technical matters and will mostly involve diplomats and government advisers. Keith Kellogg, the U.S. special envoy to Ukraine, said that the American delegation would include some of his own staff, along with Michael Anton, policy planning director at the State Department; and aides to the national security adviser, Michael Waltz.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-291b262\">The Russian delegation<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Dmitri S. Peskov, the Kremlin\u2019s spokesman, said on Friday that Mr. Putin had personally selected negotiators for the talks. The Russian delegation will be led by Grigory B. Karasin, a senior Russian diplomat and lawmaker; and Sergey O. Beseda, an adviser to the head of the Federal Security Service, or F.S.B., the country\u2019s domestic intelligence agency.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">While Mr. Karasin has been involved in sensitive foreign policy talks before, Mr. Beseda\u2019s choice came as a surprise to some.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">An influential spymaster, Mr. Beseda was head of the F.S.B. department responsible for international intelligence operations. He has been <a class=\"css-yywogo\" href=\"https:\/\/storage.googleapis.com\/istories\/opinions\/2022\/05\/16\/kak-putin-prinyal-reshenie-o-voine\/index.html?_gl=1*769sm6*_ga*NjAxOTU5NzM0LjE3NDI1NDkyNDM.*_ga_86829926PE*MTc0MjU0OTI0My4xLjEuMTc0MjU0OTI0My42MC4wLjA.\" title=\"\" rel=\"noopener\" target=\"_blank\">described by Russian news outlets<\/a> as one of the main sources of intelligence that convinced Mr. Putin in 2022 that there was pro-Russian sentiment in Ukraine and that a brisk invasion could easily dismantle the government in Kyiv.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2023, Kyrylo Budanov, the head of Ukraine\u2019s military intelligence, <a class=\"css-yywogo\" href=\"https:\/\/www.pravda.com.ua\/articles\/2023\/10\/12\/7423740\/\" title=\"\" rel=\"noopener\" target=\"_blank\">called Mr. Beseda<\/a> a \u201cvery problematic person\u201d for Ukraine who \u201chas done a lot of evil.\u201d<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-3174f7\">The Ukrainian delegation<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">President Volodymyr Zelensky of Ukraine said his <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/04\/world\/europe\/defense-umerov-zelensky-ukraine.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">defense minister, Rustem Umerov<\/a>, would attend the negotiations in Riyadh. Mr. Umerov will be joined by Pavlo Palisa, a top military adviser to Mr. Zelensky, according to the Ukrainian official.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Both Mr. Umerov and Mr. Palisa are members of the <a class=\"css-yywogo\" href=\"https:\/\/www.president.gov.ua\/documents\/142025-rp-54129\" title=\"\" rel=\"noopener\" target=\"_blank\">Ukrainian delegation for peace talks<\/a> that Mr. Zelensky appointed this month, a group led by his chief of staff, Andriy Yermak. Mr. Umerov was a key negotiator for Ukraine in peace talks with Russian diplomats in the early months of the war.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Given the technical nature of the talks on energy and shipping, Mr. Zelensky said that Ukraine would also send experts to Saudi Arabia. \u201cThere will be military, energy specialists, as well as people who are well versed in port and other civilian infrastructure,\u201d he <a class=\"css-yywogo\" href=\"https:\/\/www.pravda.com.ua\/news\/2025\/03\/19\/7503585\/\" title=\"\" rel=\"noopener\" target=\"_blank\">said on Wednesday<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky said Ukraine would prepare a list of infrastructure objects that could be included in the cease-fire agreement. He added that a third party would have to monitor the cease-fire, and suggested that the United States could do so.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">While Russia and Ukraine may find common ground in talks about energy and shipping, both have laid out conditions for a complete cessation of hostilities that appear irreconcilable \u2014 a sign of the steep challenges ahead in any broader peace negotiations.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-da926ab\">Moscow\u2019s position<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">This past week, during a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/18\/world\/europe\/trump-putin-call-ukraine-russia-war.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">telephone conversation with President Trump<\/a>, Mr. Putin said that Russia would agree to a temporary truce only if Ukraine stopped mobilizing soldiers, training troops or importing weapons for the duration of any pause in fighting.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin also demanded the complete halt of foreign military aid and intelligence to Kyiv, calling it \u201cthe key condition for preventing an escalation of the conflict and making progress toward its resolution through political and diplomatic means,\u201d <a class=\"css-yywogo\" href=\"http:\/\/en.kremlin.ru\/events\/president\/news\/76477\" title=\"\" rel=\"noopener\" target=\"_blank\">according to the Kremlin\u2019s readout<\/a> of the call.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The White House said that military aid and intelligence sharing to Ukraine <a class=\"css-yywogo\" href=\"https:\/\/www.youtube.com\/watch?v=ElUUgflrQjE&amp;t=1122s&amp;ab_channel=TheWhiteHouse\" title=\"\" rel=\"noopener\" target=\"_blank\">would continue<\/a> despite the Kremlin\u2019s demands. But the Trump administration has been less clear on Moscow\u2019s calls for territorial concessions and at times even appeared to align with the Kremlin\u2019s stance.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Witkoff <a class=\"css-yywogo\" href=\"https:\/\/www.youtube.com\/watch?v=acvu2LBumGo&amp;ab_channel=TuckerCarlson\" title=\"\" rel=\"noopener\" target=\"_blank\">echoed a Kremlin talking point<\/a> on Sunday when he tried to legitimize <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/09\/23\/world\/europe\/ukraine-russia-referendums-annexation.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">the staged referendums<\/a> that the Russian occupation forces held in parts of Ukraine to justify the annexation of those territories taken by military force. \u201cThere is a view within the country of Russia that these are Russian territories,\u201d Mr. Witkoff told Fox News. \u201cThere are referendums within these territories that justify these actions.\u201d Those referendums were <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/09\/30\/world\/europe\/us-decries-russian-move-to-annex-parts-of-ukraine-as-a-land-grab.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">widely denounced as fraudulent and illegal<\/a> by the international community.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Fundamentally, Russia\u2019s position regarding the conflict has remained the same. The Kremlin says it wants to \u201celiminate the root causes of the crisis\u201d \u2014 essentially demanding that Ukraine capitulate. That would mean Kyiv\u2019s recognizing Russia\u2019s territorial gains, declaring neutrality and agreeing to shrink its military, which would most likely leave Ukraine vulnerable to another invasion.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-15ef15f6\">Kyiv\u2019s position<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Ukraine had previously agreed to an unconditional 30-day truce to cease all combat operations, at the urging of the Trump administration. But after Moscow said that it would support only a partial cease-fire on energy infrastructure, Mr. Zelensky <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/19\/world\/europe\/zelensky-trump-ukraine-russia-putin.html?searchResultPosition=3\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">spoke with Mr. Trump<\/a> and agreed to the limited truce.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In recent days, Ukrainian officials have set out red lines going into negotiations: Kyiv will never accept Russian sovereignty over occupied Ukrainian territory, it will not agree to be blocked from joining NATO or to reduce the size of its army, and it must have security guarantees as part of any peace settlement.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Many Ukrainian officials and analysts express doubt that even a limited cease-fire will hold for long, noting that previous truces between Moscow and Kyiv were routinely violated, with each side blaming the other.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI do not believe in a cease-fire. We\u2019ve been through this before,\u201d Kostyantyn Yeliseev, a seasoned diplomat and former Ukrainian deputy foreign minister who took part in cease-fire negotiations in 2014 and 2015, said in an interview.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-b30f02b\">What\u2019s next?<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Witkoff said on Wednesday in <a class=\"css-yywogo\" href=\"https:\/\/www.bloomberg.com\/news\/videos\/2025-03-19\/trump-likely-to-meet-russia-s-putin-says-witkoff-video\" title=\"\" rel=\"noopener\" target=\"_blank\">an interview with Bloomberg News<\/a> that Mr. Trump and Mr. Putin were \u201clikely\u201d to meet in Saudi Arabia within weeks.
