{"id":46983,"date":"2025-04-02T13:40:33","date_gmt":"2025-04-02T17:40:33","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/entire-staff-is-fired-at-liheap\/02\/04\/2025\/"},"modified":"2025-04-02T13:40:33","modified_gmt":"2025-04-02T17:40:33","slug":"entire-staff-is-fired-at-liheap","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/entire-staff-is-fired-at-liheap\/02\/04\/2025\/","title":{"rendered":"Entire Staff Is Fired at LIHEAP"},"content":{"rendered":"<p>\n<\/p>\n<div data-testid=\"companionColumn-0\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Trump administration has abruptly laid off the entire staff running a $4.1 billion program to help low-income households across the United States pay their heating and cooling bills.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The firings threaten to paralyze the Low Income Home Energy Assistance Program, which was created by Congress in 1981 and helps to offset high utility bills for roughly 6.2 million people from Maine to Texas during frigid winters and hot summers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey fired everybody, there\u2019s nobody left to do anything,\u201d said Mark Wolfe, executive director of the National Energy Assistance Directors Association, which works with states to secure funding from the program. \u201cEither this was incredibly sloppy, or they intend to kill the program altogether.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The layoffs were part of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/01\/us\/politics\/trump-federal-layoffs-health-food.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">a broader purge on Monday of approximately 10,000 employees<\/a> from the Department of Health and Human Services on Monday, as Health Secretary Robert F. Kennedy Jr. moved to drastically reorganize the agency. Roughly 25 employees <a class=\"css-yywogo\" href=\"https:\/\/acf.gov\/ocs\/contact-information\/liheap-contact-information-division-energy-assistance-federal-staff\" title=\"\" rel=\"noopener\" target=\"_blank\">had been overseeing<\/a> the energy assistance program, which is also known as LIHEAP. All had been laid off, Mr. Wolfe said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Congress <a class=\"css-yywogo\" href=\"https:\/\/acf.gov\/ocs\/fact-sheet\/liheap-fact-sheet\" title=\"\" rel=\"noopener\" target=\"_blank\">had approved $4.1 billion<\/a> for the program for fiscal year 2025, and about 90 percent of that money had already been sent to states in October to help households struggling with high heating costs. There is still about $378 million left to assist with summer cooling as households crank up their air-conditioners. Heat waves in the United States are growing more intense and lasting longer as a result of climate change.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Normally, the federal government sends the money to state agencies after allocating the funds using a complicated formula and performing various reviews and audits. Some states, like Maine, use the money to help low-income families to offset the cost of buying fuel oil to heat their homes in the winter. States also use the money to weatherize homes and provide emergency assistance to households at risk of being disconnected from their utility.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Now, it\u2019s not clear how the remaining funds could be disbursed to the states, even though Congress has explicitly ordered the federal government to spend the money.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIf there\u2019s no staff, how do you allocate the rest of this money?\u201d Mr. Wolfe said. \u201cMy fear is that they\u2019ll say we\u2019ve got this funding, but there\u2019s nobody left to administer it, so we can\u2019t send it out.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In an emailed statement, Emily Hilliard, a spokeswoman for the Department of Health and Human Services, said the agency \u201cwill continue to comply\u201d with federal law \u201cand as a result of the reorganization, will be better positioned to execute on Congress\u2019s statutory intent.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Over the past two months, the Trump administration has repeatedly tried to freeze or withhold spending authorized by Congress. Those moves <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/10\/us\/trump-unfreezing-federal-grants-judge-ruling.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">have triggered a growing number of legal challenges<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/06\/us\/politics\/trump-funding-freeze-states.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">judicial rulings<\/a> that say doing so is unconstitutional.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The firings at the energy assistance office triggered a furious response from several Democratic lawmakers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat \u2018efficiency\u2019 is achieved by firing everyone in Maine whose job is to help Mainers afford heating oil when it\u2019s cold?,\u201d Representative Jared Golden, a Democrat who represents a largely rural district in Maine that voted for President Trump, wrote <a class=\"css-yywogo\" href=\"https:\/\/x.com\/RepGolden\/status\/1907203280746242408\" title=\"\" rel=\"noopener\" target=\"_blank\">in a social media post<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Senator Edward Markey, Democrat of Massachusetts, said he would work to try to unlock the program\u2019s funding. \u201cEliminating the entire federal staff responsible for LIHEAP \u2014 a program that millions of households depend on to stay warm in the winter and cool in the summer \u2014 isn\u2019t reform,\u201d he said in a statement. \u201cIt\u2019s sabotage.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The office of Senator Susan Collins, Republican of Maine, issued a statement saying: \u201cSenator Collins has been a longtime advocate for LIHEAP and the critical financial assistance it provides to lower income families to help ensure that they can stay warm during the winter months. It is unclear how, and if, the administration of this program will be affected by the HHS staffing changes.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A <a class=\"css-yywogo\" href=\"https:\/\/seemajayachandran.com\/heating_mortality.pdf\" title=\"\" rel=\"noopener\" target=\"_blank\">study published in The Economic Journal<\/a> last year found that roughly 17 percent of U.S. households spend more than one-tenth of their income on energy, a threshold that researchers often define as a \u201csevere\u201d energy burden. The study also found a strong relationship between energy affordability and winter mortality.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhen home heating is less affordable, more people die each winter,\u201d Seema Jayachandran, an economist at Princeton and one of the authors of the study, <a class=\"css-yywogo\" href=\"https:\/\/bsky.app\/profile\/seema.bsky.social\/post\/3llrss5gzrc2w\" title=\"\" rel=\"noopener\" target=\"_blank\">wrote on Monday<\/a>. \u201cThat\u2019s what our analysis found for a period when LIHEAP was in place.
