They are showing member states\u2019 foreign and trade ministers their suggestions in Luxembourg <a class=\"css-yywogo\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/united-states\/#The%20EU%20had%20a%20trade,deficit%20of%20%E2%82%AC109%20billion\" title=\"\" rel=\"noopener\" target=\"_blank\">on Monday<\/a>, and a vote on the list is expected on Wednesday.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Those tariffs would come in response to steel and aluminum levies that Washington previously announced, and they are expected to be sweeping; the preliminary list <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/12\/us\/politics\/trump-tariffs-steel-aluminum.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">covered everything<\/a> from whiskey and motorcycles to boats and soybeans. But they would also be just the start, an opening bid in Europe\u2019s response to Mr. Trump\u2019s tariff rollout.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">European officials are working on additional plans to respond to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/26\/business\/trump-auto-tariffs-europe.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">car tariffs<\/a> that were announced in late March, and to the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/03\/world\/europe\/tariffs-response-trump.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">across-the-board tariffs of 20 percent<\/a> that Mr. Trump announced last week.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">E.U. leaders are hitting back in stages for two reasons. First, they needed time to digest the flurry of announcements that have come from the White House, hoping to design a response that would inflict maximum pain on the United States while minimizing the fallout for European consumers and companies.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">They are also hoping that by phasing in their response, they will give the Trump administration time to come to the negotiating table. The ultimate goal is still to make a deal to avoid an all-out trade war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe E.U.\u2019s committed to meaningful negotiations but also prepared to defend our interests,\u201d Maros Sefcovic, the bloc\u2019s trade commissioner, wrote on social media on Friday night following what he described as <a class=\"css-yywogo\" href=\"https:\/\/x.com\/MarosSefcovic\/status\/1908216093405024629\" title=\"\" rel=\"noopener\" target=\"_blank\">a \u201cfrank,\u201d two-hour meeting<\/a> with his American counterparts.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">As the trade conflict heats up, the stakes are high. The European Union is one of America\u2019s most important <a class=\"css-yywogo\" href=\"https:\/\/ustr.gov\/countries-regions\" title=\"\" rel=\"noopener\" target=\"_blank\">trading partner<\/a>s. And the United States is by far the largest <a class=\"css-yywogo\" href=\"https:\/\/www.consilium.europa.eu\/en\/infographics\/eu-us-trade\/\" title=\"\" rel=\"noopener\" target=\"_blank\">export market<\/a> for European goods.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Given that close relationship, hitting back at American tariffs is likely to be a painful exercise, one that also costs European companies and consumers, pushing up prices on the tariffed goods.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">European officials are cognizant that an escalating trade war could be painful on both sides of the Atlantic. That is why they edited the lists: Officials wanted to take into account feedback from across the continent.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The part of the list that originally included whiskey tariffs was initially meant to take hold on March 31, in fact, but <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/20\/world\/europe\/us-tariffs-eu-whiskey.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">was delayed<\/a> for further refinement after Mr. Trump threatened to respond to it by slapping <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/13\/us\/politics\/trump-tariff-european-union-whiskey.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">a 200 percent tariff<\/a> on all European alcohol coming into the United States. Such a move would be crushing for French and Italian winemakers.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The delay came after officials \u2014 including <a class=\"css-yywogo\" href=\"https:\/\/www.politico.eu\/article\/france-prime-minister-eu-tariffs-us-trade-war-american-products\/\" title=\"\" rel=\"noopener\" target=\"_blank\">from France<\/a> \u2014 suggested that hitting whiskey and provoking American retaliation on alcohol would be a misstep.<span class=\"css-8l6xbc evw5hdy0\">  <\/span><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">That episode underscored the challenge in maintaining a firm and united front in responding to tariffs. Different countries across the continent have different economic priorities and different appetites for hitting back at the United States. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some countries in northern European countries have been adamant that the European Union must be forceful in its response, but Italian prime minister Giorgia Meloni has called the idea that Italy must choose between the United States and the bloc \u201c<a class=\"css-yywogo\" href=\"https:\/\/www.ft.com\/content\/96d02345-1079-47d0-b208-1e80bcedf684\" title=\"\" rel=\"noopener\" target=\"_blank\">childish<\/a>.\u201d She has also <a class=\"css-yywogo\" href=\"https:\/\/www.ft.com\/content\/f820e191-348c-4298-b15f-49600be843ce\" title=\"\" rel=\"noopener\" target=\"_blank\">cautioned against<\/a> harsh retaliation. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">E.U. officials had initially hoped to avoid a trade conflict altogether.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">They spent last fall and early this year <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/07\/world\/europe\/eu-tariffs-trump.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">dangling carrots<\/a> \u2014 like ramped-up purchases of American liquid natural gas \u2014 in front of their American counterparts, hoping to avoid a showdown.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But that strategy failed. Instead, Washington has taken a far more aggressive tack than many analysts and officials had expected. That has left European policymakers racing to come up with a plan.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Notably, European leaders are contemplating hitting back at American service exports \u2014 and specifically at big technology companies like Google that do a huge amount of E.U. business. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Several European diplomats have said that targeting technology companies is a distinct possibility, should the trade war escalate, and a French official <a class=\"css-yywogo\" href=\"https:\/\/www.france24.com\/en\/live-news\/20250403-eu-to-target-us-online-services-after-trump-tariffs-france\" title=\"\" rel=\"noopener\" target=\"_blank\">made it clear<\/a> in public remarks last week that online services could be the first in the cross hairs.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Yet the real goal is a deal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Elon Musk, Mr. Trump\u2019s close adviser, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/05\/us\/politics\/musk-says-he-hopes-europe-and-us-move-to-a-zero-tariff-situation.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">said on Saturday<\/a> that he hoped that Europe and the United States would move \u201cto a zero-tariff situation, effectively creating a free-trade zone,\u201d speaking during a videoconference appearance with Italy\u2019s far-right League party in Florence.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">European officials have <a class=\"css-yywogo\" href=\"https:\/\/www.ft.com\/content\/bed348ee-3e05-47f6-8a83-563286b8b99e\" title=\"\" rel=\"noopener\" target=\"_blank\">demonstrated a willingness<\/a> to lower tariffs on cars and other products, so lower duties in at least some sectors are a possibility, if the United States is willing to talk.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But resolution may take time.
