Last week, before that rate went into effect, the United States collected $160 million to $212 million a day in customs and excise taxes.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Trump\u2019s figure may be derived from a projection from Peter Navarro, his trade adviser, that the administration\u2019s more sweeping tariffs would bring in $600 billion annually, or about $1.6 billion daily. But as The Washington Post has reported, that figure is <a class=\"css-yywogo\" href=\"https:\/\/www.washingtonpost.com\/politics\/2025\/04\/09\/navarro-tariff-revenue-fact-checker\/\" title=\"\" rel=\"noopener\" target=\"_blank\">not credible.<\/a> And Mr. Trump\u2019s claim is even less probable, as those sweeping tariffs had not taken effect when he spoke and were in effect for mere hours before he paused them.<\/p>\n<p class=\"live-blog-post-content css-7ainz3 e6idgb70\">What Was Said<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">\u201cIf you look at China, I took in hundreds of billions of dollars in my term, hundreds of billions. They never paid 10 cents to any other president, and yet they paid hundreds of billions.\u201d<\/em><br \/><a class=\"css-yywogo\" href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-speech-economic-tariffs-rose-garden-april-2-2025\" title=\"\" rel=\"noopener\" target=\"_blank\">\u2014 at a Rose Garden event last week announcing sweeping tariffs<\/a><\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">\u201cFor decades, they gave up to China. I\u2019m the only one that \u2014 do you how much \u2014 China has paid almost $700 billion in tariffs under me.\u201d<\/em><br \/><a class=\"css-yywogo\" href=\"https:\/\/rollcall.com\/factbase\/trump\/transcript\/donald-trump-speech-nrcc-republican-dinner-april-8-2025\/\" title=\"\" rel=\"noopener\" target=\"_blank\">\u2014 at a National Republican Congressional Committee event on Tuesday<\/a><\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">False. <\/strong>Tariffs imposed on imports of foreign goods do not mean another country is paying the bill. The costs are largely passed on to American companies and consumers, as a vast body of research has shown.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The United States has collected tariffs on Chinese products since the 1700s. In the decade before Mr. Trump took office, annual duties on Chinese imports ranged from $13 billion to $21 billion, <a class=\"css-yywogo\" href=\"https:\/\/dataweb.usitc.gov\/trade\/search\/GenImp\/HTS\" title=\"\" rel=\"noopener\" target=\"_blank\">according to data from the United States International Trade Commission<\/a>. That rose to $23.5 billion in 2018, when Mr. Trump placed additional tariffs on Chinese imports, and totaled $85.6 billion in his first term \u2014 not quite $100 billion, let alone \u201chundreds of billions.\u201d (In comparison, duties collected under former President Joseph R. Biden Jr. totaled $118.5 billion.)<\/p>\n<h2 class=\"live-blog-post-content css-19v2tje eoo0vm40\" id=\"link-5771b8e6\">Exaggerations about deficits and tariff rates<\/h2>\n<p class=\"live-blog-post-content css-7ainz3 e6idgb70\">What Was Said<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\"><em class=\"css-2fg4z9 e1gzwzxm0\">\u201cWe lose close to $2 trillion a year on trade. While some economists see the United States\u2019 overall trade deficit as a problem, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/09\/business\/economy\/trump-trade-deficit-tariffs-economist-doubts.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">many have questioned Mr. Trump\u2019s focus on bilateral deficits.<\/a><\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The United States had a total annual <a class=\"css-yywogo\" href=\"https:\/\/apps.bea.gov\/iTable\/?ReqID=62&amp;step=1&amp;_gl=1*1p44sf4*_ga*NTUxNTUzNjc1LjE3NDQxMzc5MTI.*_ga_J4698JNNFT*MTc0NDEzNzkxMS4xLjEuMTc0NDEzODYzMC4xMi4wLjA.#eyJhcHBpZCI6NjIsInN0ZXBzIjpbMSwyLDZdLCJkYXRhIjpbWyJQcm9kdWN0IiwiMSJdLFsiVGFibGVMaXN0IiwiMzAxNjQiXV19\" title=\"\" rel=\"noopener\" target=\"_blank\">trade deficit of $918 billion<\/a> in 2024, including a $1.2 trillion deficit in goods and $295 billion surplus in services, according to data from the Bureau of Economic Analysis. The annual trade deficit peaked in 2022, when it reached <a class=\"css-yywogo\" href=\"https:\/\/www.bea.gov\/news\/blog\/2023-03-08\/2022-trade-gap-9453-billion\" title=\"\" rel=\"noopener\" target=\"_blank\">$945 billion in 2022<\/a>. It has never come close to $2 trillion.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Last year, the United States had trade deficits of <a class=\"css-yywogo\" countries import no American cars at all or that trade barriers were the sole cause.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Japan imported just <a class=\"css-yywogo\" href=\"https:\/\/www.jaia-jp.org\/cms\/wp-content\/uploads\/pdf_data_2024iamj.pdf#page=30\" title=\"\" rel=\"noopener\" target=\"_blank\">19,000 cars<\/a> from American brands (or 22,600 cars manufactured in the United States) in 2023, according to the Japan Automobile Importers Association. In comparison, the United States imported more than <a class=\"css-yywogo\" href=\"https:\/\/www.trade.gov\/data-visualization\/new-vehicle-trade-data-visualization\" title=\"\" rel=\"noopener\" target=\"_blank\">1.4 million cars<\/a> from Japan that year.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The imbalance has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/02\/09\/business\/trump-japan-american-cars.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">long frustrated Mr. Trump<\/a>, his <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/1992\/01\/06\/us\/in-japan-s-view-us-car-companies-should-be-blaming-only-themselves.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">predecessors<\/a> and American car companies, who have accused Japan of imposing strict standards and regulatory hurdles to keep foreign cars out and offering tax incentives beneficial to domestic manufacturers.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Japanese automakers counter that the country <a class=\"css-yywogo\" href=\"https:\/\/www.jama.or.jp\/english\/reports\/docs\/MIoJ2024_e.pdf#page=31\" title=\"\" rel=\"noopener\" target=\"_blank\">charges no tariffs<\/a> on imported cars while the United States charges a 2.5 percent tariff, and that American automakers had not tailored or aggressively marketed their products to the Japanese market.
