Lively streets were turned into scenes of carnage: Video of the aftermath showed mangled and bloodied bodies laying motionless, burning cars and debris covering the road as screams and sirens wailed in the background.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Two children were among the dead and at least 99 people were wounded, according to <a class=\"css-yywogo\" href=\"https:\/\/t.me\/dsns_telegram\/41118\" title=\"\" rel=\"noopener\" target=\"_blank\">Ukraine\u2019s emergency services<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cPeople were harmed right in the middle of the street \u2014 in cars, on public transport, in their homes,\u201d the interior minister, Ihor Klymenko, <a class=\"css-yywogo\" href=\"https:\/\/t.me\/Klymenko_MVS\/1381\" title=\"\" rel=\"noopener\" target=\"_blank\">lamented on social media<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The strikes came just over a week after a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/09\/world\/europe\/ukraine-kryvyi-ri-attack.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Russian missile hit near a playground in the central city of Kryvyi Rih<\/a>, killing 19 people, including nine children. In that attack and in the one on Sunday, according to Ukrainian officials, Russia used ballistic missiles, which travel at high speeds, making them very difficult to shoot down.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Overall, civilian deaths have increased since U.S.-mediated cease-fire talks began in March. The United Nations <a class=\"css-yywogo\" href=\"https:\/\/ukraine.ohchr.org\/sites\/default\/files\/2025-04\/Ukraine%20-%20protection%20of%20civilians%20in%20armed%20conflict%20%28March%202025%29_ENG.pdf\" title=\"\" rel=\"noopener\" target=\"_blank\">said<\/a> last week that 164 civilians were killed in Ukraine last month, a 50 percent increase from February and 70 percent more than the same period a year earlier.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">President Volodymyr Zelensky of Ukraine \u2014 who has accused Russia of using the cease-fire talks to stall for time \u2014 said the attack on Sumy showed that Moscow had no real interest in a cease-fire despite the Trump administration\u2019s efforts to broker one.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cA strong reaction from the world is needed. From the United States, from Europe, from everyone in the world who wants this war and the killings to end,\u201d Mr. Zelensky said in a <a class=\"css-yywogo\" href=\"https:\/\/t.me\/V_Zelenskiy_official\/13853\" title=\"\" rel=\"noopener\" target=\"_blank\">message posted on Telegram<\/a>. \u201cRussia seeks exactly this kind of terror and is dragging out the war.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Both Russia and Ukraine have pledged to halt attacks on energy infrastructure, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/21\/world\/europe\/russia-ukraine-power-energy-grid.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">only to accuse each other<\/a> of violations. Kyiv and Moscow have also agreed to a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/25\/world\/europe\/russia-ukraine-deal-black-sea.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">cease-fire on the Black Sea<\/a>, but a deal has yet to come into effect. Russia has also rejected a full, unconditional 30-day cease-fire that Ukraine had accepted at the urging of the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukraine\u2019s foreign minister, Andrii Sybiha, said on Saturday that since cease-fire talks began last month in Saudi Arabia, Russia \u201conly escalated its attacks on Ukrainian civilian objects and increased missile terror, including strikes on energy facilities.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThis is Russia\u2019s response to all peace proposals,\u201d Mr. Sybiha told the state news agency <a class=\"css-yywogo\" href=\"https:\/\/www.ukrinform.net\/rubric-ato\/3981455-sybiha-says-attacks-on-ukraine-after-jeddah-meeting-are-russias-response-to-peace-proposals.html\" title=\"\" rel=\"noopener\" target=\"_blank\">Ukrinform<\/a>. \u201cThey delay, manipulate, and play with their partners to continue aggression.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/x.com\/italyinukr\/status\/1911414102766854265?s=46&amp;t=cW1NbGMcm2NQdLE2hWoF2w\" title=\"\" rel=\"noopener\" target=\"_blank\">Ukraine\u2019s<\/a> <a class=\"css-yywogo\" href=\"https:\/\/x.com\/Keir_Starmer\/status\/1911404868595523593\" title=\"\" rel=\"noopener\" target=\"_blank\">allies<\/a> echoed those sentiments on Sunday in what appeared to be a coordinated response to condemn the strike on Sumy.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cEveryone knows: this war was initiated by Russia alone. And today, it is clear that Russia alone chooses to continue it \u2014 with blatant disregard for human lives, international law, and the diplomatic efforts of President Trump,\u201d President Emmanuel Macron of France <a class=\"css-yywogo\" href=\"https:\/\/x.com\/EmmanuelMacron\/status\/1911380883489141039\" title=\"\" rel=\"noopener\" target=\"_blank\">said<\/a> on social media.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There was no immediate comment from Russia\u2019s military about the attack on Sumy, located just 18 miles from the Russian border. Before the war, the city was home to about 250,000 people. It has since become a refuge for Ukrainian civilians fleeing villages and towns along the Russian border to escape bombardment and potential assaults.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Sumy and its surrounding region have regularly come under Russian attack over the past year, particularly since Ukraine used the area as a base for a cross-border offensive into Russia\u2019s neighboring Kursk region. <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/16\/world\/europe\/ukraine-kursk-retreat-russia.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Moscow\u2019s forces pushed most Ukrainian troops out of Kursk this year<\/a>, but Kyiv has <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/europe\/ukraines-top-general-says-russia-intensifies-actions-ukraines-sumy-region-2025-03-27\/\" title=\"\" rel=\"noopener\" target=\"_blank\">warned<\/a> that Russia is preparing to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/15\/world\/europe\/russia-ukraine-kursk-cease-fire-talks.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">push into the Sumy region<\/a> and open a new front in the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Valeria Voronenko, a 24-year-old Sumy resident, rushed to the scene of the strike on Sunday.
