In the hours after the stabbings, false claims that the attacker was an undocumented Muslim immigrant spread rapidly online.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In a report looking into the riots, a parliamentary committee said a lack of information from the authorities after the attack \u201ccreated a vacuum where misinformation was able to grow.\u201d The report blamed decades-old British laws, aimed at preventing jury bias, that stopped the police from correcting false claims.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">By the time the police announced the suspect was British-born, those false claims had reached millions.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Home Affairs Committee, which brings together lawmakers from across the political spectrum, published its report after questioning police chiefs, government officials and emergency workers over four months of hearings.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Axel Rudakubana, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/23\/world\/europe\/uk-southport-stabbing-sentence-axel-rudakubana.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">who was sentenced to life in prison<\/a> for the attack, was born and raised in Britain by a Christian family from Rwanda. A judge later found there was no evidence he was driven by a single <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/30\/world\/europe\/southport-terrorism-prevent-violence-rudakubana.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">political or religious ideology<\/a>, but was obsessed with <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/21\/world\/europe\/uk-southport-axel-rudakubana-stabbing-violence.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">violence<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Karen Bradley, the Conservative Party lawmaker who leads the Home Affairs Committee, said \u201cbad-faith actors\u201d exploited the attack. But she added that a lack of accurate information allowed lies to proliferate.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cBy failing to disclose information to the public,\u201d she said, \u201cfalse claims filled the gap and flourished online, further undermining confidence in the police and public authorities.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The committee\u2019s report pinpointed two false claims that were shared on X. One, posted about two hours after the attack, claimed the suspect was a \u201cMuslim immigrant.\u201d It received more than 3.8 million views.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The second, posted about five hours afterward, falsely suggested the suspect was an asylum seeker named \u201cAli-Al-Shakati\u201d who was on an \u201cMI6 watch list.\u201d The post received about 27 million views on X within a day. Merseyside Police, the local force investigating the attack, did not announce that the name was wrong until midday July 30.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Hours later, the first riot broke out in Southport. The disorder continued in multiple towns and cities, and many protests targeted mosques and hotels housing asylum seekers. Two buildings were set on fire while people were inside. More than 300 police officers were injured during the riots, and the response cost the police an estimated 28 million pounds, or about $36 million, the report said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It added that Merseyside Police \u201cwere put in a very difficult position\u201d because they were legally barred from disclosing the suspect\u2019s identity and received \u201cinconsistent advice\u201d from prosecutors about whether they could confirm he was not Muslim.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The committee\u2019s report acknowledged that it was impossible to determine \u201cwhether the disorder could have been prevented had more information been published.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But it concluded that the lack of information after the stabbing \u201ccreated a vacuum where misinformation was able to grow, further undermining public confidence,\u201d and that the law on contempt was not \u201cfit for the social media age.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In Britain, a law bans the naming of suspects under 18 unless a judge makes an exception. Mr. Rudakubana was 17 at the time of the attack. Another law, designed to protect the right to a fair trial, bans the publication of information that could influence a jury. That rule, part of the 1981 Contempt of Court Act, is lifted once a defendant is found guilty or innocent.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Serena Kennedy, Merseyside\u2019s chief constable, told the committee that the police disclosed on the evening of July 29 that the attacker had been born in Wales, but misinformation had already proliferated.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Kennedy said she had planned to make an announcement two days later clarifying that Mr. Rudakubana was not Muslim and that his parents were Christian.
